NOW THEREFORE, be it resolved that said Frank L. Eames be and he is hereby designated for life as Honorary Treasurer of the Town of Wilmington; that said designation be carried forward each year during his lifetime in the annual Town reports; that this resolu- tion be spread upon the records of this meeting, and that a suitably engrossed copy thereof be presented to him.
BE IT RESOLVED, that this resolution be adopted by this Town Meeting, as a tribute to him and spread upon the records of the meeting.

The Moderator declared the motion voted unanimously in the affirmative.
Article 5. On motion of Herbert C. Barrows it was voted to raise and appropriate the sum of seven thousand five hundred dollars ($7,500.00) for necessary expenses in connection with Works Progress Administration Projects or other Work Relief Projects.
Article 6. On motion of Frank W. Dayton it was voted that the Town Treasurer, with the approval of the Board of Selectmen, be and hereby is authorized to borrow money from time to time in anticipa- tion of the revenue of the financial year beginning January 1, 1941, and

to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, of the General Laws.
Article 7. On motion of Frank W. Dayton it was voted that the sum of one thousand, one hundred and twenty-three dollars and thirty- five cents ($1,123.35) this being the Town's share of the net cost of care, maintenance and repair of the Middlesex County Tuberculosis Hospital, including interest on temporary notes issued therefor, and including Chapter 400, Section 25-G (6) (a) of the Acts of 1936, be and the said sum is hereby raised and appropriated.
Article 8. On motion of Jerome J. O'Leary it was voted that the sum of Five hundred dollars ($500.00) be raised and appropriated to pay for effecting insurance providing indemnity for the protection of the officers and employees of the Highway, Police and Cemetery depart- ments of the Town against loss by reason of their liability to pay damages to others for bodily injuries including death, at any time resulting therefrom, caused by the operation within the scope of their official duties of employment of motor vehicles owned by the Town to an amount not exceeding five thousand dollars ($5,000.00) on account of injury to or death of one person, in accordance with the provisions of Section 5, Chapter 40 of the General Laws as amended.
Article 9. On motion of Edwin J. Twomey it was voted that the Town raise and appropriate the sum of four hundred dollars ($400.00) for the observance of Memorial Day and that the Moderator appoint a committee who shall have charge of such observance.

Article 10. On motion of Susan T. Esler it was voted that the Town authorize the Board of Selectmen to sell at public auction, quar- ter-annually, all properties taken by foreclosure or otherwise, said properties to be advertised and that the auction sale be held at Town Hall in the evening and further that the Board of Selectmen be author- ized to execute any and all documents necessary to carry out the pur- pose of this vote.

Article 15. On motion of Jerome J. O'Leary it was voted that the Town raise and appropriate the sum of three thousand fifty dollars ($3,050.00) for the purchase of a new ambulance and equipment.
Article 16. On motion of Edward F. Kelley it was voted to pass this article.
Article 17. On motion of Herbert C. Barrows it was voted to raise and appropriate the sum of one thousand eight hundred dollars ($1,800.00) for expenditure by the Finance Committee for the com- plete study and survey of the operation of all Town Departments and the preparation of a report thereon for submission to the Town by said Finance Committee together with its recommendations for action thereunder.
Article 18. On motion of Caleb S. Harriman it was voted that the Town raise and appropriate the sum of five thousand dollars ($5,000.00) for the extension of water mains westerly on Burlington Ave. from the terminus of the existing mains, as far as funds will permit, and that W. P. A. assistance be procured if available, if not, that it be made with Town labor under supervision of the Water Department.
Article 19. On motion of John W. Hathaway it was voted that a committee of five be appointed by the Moderator to study the problem of overcrowded conditions at the High School; to make recommenda- tions for a practical solution; and to report to a subsequent Town Meeting.

Article 20. On motion of Jerome J. O'Leary it was voted that the Town accept the provisions of Section 48 of Chapter 31 of the General Laws (Ter. Ed.) as to its regular or permanent police force.
Article 21. On motion of Jerome J. O'Leary it was voted that the Town accept the provisions of Section 49 of Chapter 31 of the General Laws (Ter. Ed.).
Article 22. On motion of Frank W. Dayton it was voted to pass the article.
Article 23. On motion of Herbert C. Barrows it was voted to pass the article.
Article 24. On motion of Charles F. Perry it was voted that the Town raise and appropriate the sum of one hundred dollars ($100.00) the money to be expended under the direction of the 4-H Town Com- mittee, serving in co-operation with the Middlesex County Trustees for County Aid to Agriculture in the work of the Middlesex County Extension Service under the provisions of Sections 40 to 45, Chapter 129, General Laws of Massachusetts.
On motion of Charles H. Black it was voted to adjourn.

TOWN WARRANT
Special Town Meeting
To Harry J. Ainsworth, Constable of the Town of Wilmington:
Greetings :- In the name of the Commonwealth of Massachusetts and in the manner prescribed in the By-Laws of said Town, you are hereby directed to notify and warn the inhabitants of the Town quali- fied by law to vote in Town affairs to meet and assemble at the Town Hall on Wednesday, the Seventeenth Day of September next, at 8:00 P. M., to consider and act on the following Articles:
Article 1. To see if the Town will vote to transfer from Excess and Deficiency Account the sum of three thousand dollars, or any amount, and appropriate the same to be expended by the Highway . Department toward the reconstruction, relocation or repair of Lowell Street in conjunction with such funds as may be appropriated by the State and County for said purpose, or do anything in relation thereto.
Article 2. To see if the Town will vote to authorize the Selectmen to sell and convey to the East Wilmington Improvement Association or to trustees for said Association or to any corporation which may be formed to continue the work of said Association, the property formerly belonging to Mary E. Wood located on the northerly side of Lowell Street near the Reading line, with the buildings thereon supposed to contain about forty-three thousand four hundred and sixty-three (43,463) square feet of land and determine the price thereof to be paid to the Town, or do anything in relation thereto.
Article 3. To see if the Town will vote to authorize the Town Treasurer or the Selectmen or any other officer or officers of the Town to accept fifteen hundred dollars ($1,500.00) or any sum less than the full amount due thereon in full payment and satisfaction of, and to discharge, a certain mortgage and mortgage bond given by the late Hannah M. Doak to secure the Town for amounts advanced for her support under the old age assistance statutes or do anything in rela- tion thereto.
Article 4. To see if the Town will vote to authorize the Selectmen to sell, dispose of and convey in the name and on behalf of the Town at private sale, without advertising and without offering the same at public auction, a certain parcel of land with buildings thereon known as the Gilman Place, situated on Nichols Street near Brown Street, to

which real estate the Town acquired title by purchase at tax sale, the Land Court having entered its final decree foreclosing all right of redemption, or do anything in relation thereto.
Article 5. To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen to borrow money under authority of and in accordance with the provisions of Chapter 92 of the Act of 1941, as amended; and to appropriate any sums thus borrowed for ex- penditures of the Board of Public Welfare, including Aid to Dependent Children and Old Age Assistance; Soldiers' Benefits, and for any federal emergency unemployment relief projects, exclusive of public works administration projects or substitutes therefor, or do anything in relation thereto.
Article 6. To see if the Town will vote to transfer from the School Committee to the Planning Board, acting as a Park Commission, the care and control of any portion of the Town's land fronting on Silver Lake, represented by Owner's Duplicate Certificate No. 5439 registered in Book 30, Page 77 of the North Registry District of Middlesex County, on which two school buildings are now located and to establish any portion of said land as a public park, or do anything in relation thereto.
Article 7. To see if the Town will vote to authorize the payment, from the amounts previously voted to be raised and appropriated for the current year 1941, for the use of the Planning Board acting as a Park Commission, the Police Department and the Board of Assessors, of such sums as may be necessary to cover certain bills incurred by each of said departments in previous years, and not presented for pay- ment within the year in which the same were incurred, or do anything in relation thereto.
Article 8. To see if the Town will authorize the purchase of snow removal equipment for the Highway Department, and appropriate any sum therefor to be paid from the Highway Road Machinery Fund, or do anything in relation thereto.
Article 9. To see if the Town will authorize the purchase of an automobile for the Highway Department and appropriate any sum therefor to be paid from the Highway Road Machinery Fund and/or transfer from the General Account of the Highway Department and authorize the sale or turn in of the present automobile used by the Superintendent of the Highway Department as credit toward such pur- chase, or do anything in relation thereto.

Article 10. To see if the Town will vote to appropriate the sum of thirty-seven dollars and sixty-nine cents ($37.69) to defray the ex- pense of flood lights at Silver Lake and Adelaide Street, or do anything in relation thereto.
Hereof fail not and make due return of this Warrant, or a certified copy thereof, with your doings thereon, to the Town Clerk, as soon as may be and before said meeting.

The meeting was called to order by the Moderator at 8:15 P. M.
On motion of Frank W. Dayton it was voted to dispense with the reading of the Warrant with the exception of the Constable's return which was duly read by the Town Clerk.
Article 1. On motion of Charles H. Black it was voted that the sum of three thousand dollars be transferred from excess and deficiency account and appropriated for expenditure by the Highway Department toward the reconstruction, relocation or repair of Lowell Street, in conjunction with such funds as may be appropriated by the State and County for said purpose.

Article 5. On an amendment offered by Herbert C. Barrows it was voted that the treasurer with the approval of the Selectmen be and he is authorized to borrow from time to time the sum of $1000.00 dollars under authority and in accordance with the provisions of Chapter 92 of the Acts of 1941 and any amendments thereof and that the pro- ceeds of these loans be and they are hereby appropriated for the fol- lowing purposes:

Article 6. On motion of Edward M. Neilson it was voted that the care and control of the whole of the Town's land fronting on Silver Lake, represented by owner's Duplicate Certificate No. 5439 registered in book 30, page 77 of the North Registry District of Middlesex County,

on which two School buildings are now located, except for a parcel of land accompanying each building, bounded in front by Burnap Street, in the rear by a line parallel to Burnap Street and fifty feet from the rear of the building, and on the side by lines parallel to the sides of the buildings and twenty-five feet distant therefrom, be and the same is hereby transferred from the School Committee to the Planning Board acting as a Park Commission, and the land so transferred is hereby established as a Public Park.
Article 7. On motion of Charles H. Black it was voted that pay- ment is hereby authorized from the amounts previously voted to be raised and appropriated for the current year 1941 for the use of each of the following named departments. The sums herein set after the names of said departments, for the payment of certain bills incurred by each of said departments in previous years, and not presented for payment within the year in which the same were incurred.

Article 9. On motion of Frank W. Dayton it was voted that the Selectmen be authorized to purchase a truck for the Highway Depart- ment and the sum of $600.00 be transferred from the Highway Road Machinery Fund, and on an amendment offered by Frank W. Dayton it was voted that the present automobile used by the Highway Superin- tendent be turned in as part payment for the new truck. Mr. Herbert C. Barrows reported for the Finance Committee that they had approved of this article.
Article 10. On motion of Frank W. Dayton it was voted that the Selectmen be authorized to pay the sum of $37.69 out of the present street light appropriation to defray the expense of flood lights at Silver Lake and Adelaide Street.
On motion of Harold E. Melzar it was voted to adjourn.

To see if the Town will vote to authorize the Treasurer with the approval of the Selectmen to borrow money for ordinary main- tenance expenses and revenue loans under authority of and in accord- ance with the provisions of Chapter 49 of the Acts of 1933 as amended; and appropriate any sums thus borrowed for payment of revenue loans, for ordinary expenditures for health and sanitation, election and registration, Town Hall, Board of Selectmen, Police Department and for other Town Departments, or do anything in relation thereto.
