You are also further required and directed to notify and warn the said inhabitants of the Town of Wilmington, who are qualified to vote on elections and town affairs therein, to assemble subsequently and meet in Town Meeting at the Grange Hall, Wildwood Street, in said Town of Wilmington, on Monday, the Thirteenth day of March, A. Article 5. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year begin- ning January 1, 1944, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


Article 6. To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars ($500.00) to pay for insurance pro- viding indemnity for the protection of the officers and employees of the Highway, Cemetery and Police Departments of the Town against loss by reason of their liability to pay damages to others for bodily injuries, including death, at any time resulting therefrom, caused by the operation, within the scope of their official duties or employment of motor vehicles owned by the Town, to an amount not exceeding Five Thousand Dollars ($5,000.00) on account of injury to or death of one person, in accordance with the provisions of Section 5, Chapter 40, of the General Laws, as amended or do anything in relation thereto.


Article 7. To see if the Town will vote to raise and appropriate the sum of Four Hundred Dollars ($400.00) for the observance of Memorial Day, and that the Moderator appoint a committee who shall arrange and have charge of such observance, or do anything in relation thereto.


Article 8. To see if the Town will authorize the Board of Select- men to sell at public auction in the evening, properties taken by the Town under Tax Title foreclosure procedure, and to execute all docu- ments necessary to carry out the purpose of this vote, provided how- ever, that before any sales are made due notice of the time and place of sale shall be given by advertising in the local paper and Lowell Sun at least fourteen (14) days before the sale and deeds executed here- under must be recorded within twenty (20) days of their execution.


Article 9. To see if the Town will vote to authorize the Selectmen to convey, in the name and on behalf of the Town, without further pay-

ment therefor, to Joseph P. Thibeault or his nominee, all the Town's right, title and interest in and to the land with the buildings there- on, shown as Lots 5, 6 and 7 in Block 16, Section D, containing 7500 square feet, on Woburn City Land and Improvement Company Plan, recorded with Middlesex North District Deeds, Plan Book 6, Plan 17; said land having been bid in for the Town at a tax sale, and con- veyed to it by George W. Buck, Collector of Taxes, by deed dated November 10, 1933, recorded with said Deeds, Book 835, Page 186; and the right of redemption in said land having been conveyed to the Town as the result of a so-called "low value" sale, authorized by the Commissioner of Corporations and Taxation, by Frank L. Eames, Town Treasurer, by deed dated December 10, 1936, recorded with said Deeds, Book 891, Page 294; the Selectmen then in office having voted, on May 29, 1939, to sell said land to said Joseph P. Thibeault for the price of Two Hundred ($200) Dollars, payable in installments, and said Joseph P. Thibeault having now paid said purchase price to the Town in full. or do anything in relation thereto.


Article 10. To see if the Town will vote to authorize the Select- men to convey in the name and on behalf of the Town, without fur- ther payment therefor, to George E. Pelletier or his nominee, all the Town's right, title and interest if any, in and to the land shown as Lots 163 and 164, on Maple Road, on the Silver Lake Pines Addition Plan, being the same premises formerly owned by Elizabeth V. McKenna, as evidenced by Land Court certificate of title No. 2640; said land having been bid in by said George E. Pelletier at a "low value" tax sale, and paid for in full by him; but a deed therefor running to the Town hav- ing through error been executed and recorded following said sale; or do anything in relation thereto.


Article 11. To see if the Town will vote to raise and appropriate the sum of $25.58 for 1943 unpaid Police Department bills and $31.72 for 1943 unpaid Soldiers' Relief bill, and $45.00 for 1943 unpaid Unclassified bill and $68.89 for 1941, 1942 unpaid Cemetery Department bills.


Article 12-To see if the Town will vote to raise and appropriate the sum of One Hundred Dollars ($100.00) or some other amount, the money to be expended under the direction of the 4-H Town Commit- tee, serving in cooperation with the Middlesex County Extension Serv- ice under the provisions of Section 40 to 45, Chapter 129, General Laws of Massachusetts.


Article 13. To see if the Town will vote to authorize the Board of Public Welfare to appoint one of its members as agent for the Board and fix the salary of such agent in accordance with the provisions of

Section 4A of Chapter 41 of the General Laws. Request of the Board of Public Welfare.


Article 14. To see if the Town will vote to transfer $874.31 from the Excess and Deficiency Account to the Water Department or do anything in relation thereto. Request of the Water Department.


Article 15. To see if the Town will vote to raise and appropriate the sum of One Thousand Dollars ($1,000.00) or any amount for the purpose of purchasing a new automobile and equipment therefor for the Police Department and/or authorize the sale or turn in of the pres- ent police car as a credit toward such purchase, or do anything in re- lation thereto. Request of the Chief of Police Department.


Article 16. To see if the Town will raise and appropriate the sum of Two Hundred Dollars ($200.00) for the enlargement and upkeep of the Town Honor Roll, or do anything in relation thereto. Request of the Honor Roll Committee.


Article 17. To see if the Town will vote to appropriate the sum of Ten Thousand Dollars ($10,000.00) from the Excess and Deficiency account, the same to be used for the purchase of War Bonds, the proceeds of which are to be used for future water main extensions at discretion of the Board of Water Commissioners, or do anything in relation thereto. Request of the Finance Committee.


Article 18. To see if the Town will vote to raise and appropriate the sum of Seven Hundred and Fifty Dollars, ($750) for the purpose of leasing under the authority of Section 9 of Chapter 40 of the General Laws, as amended, the American Legion Club house in Wilmington for the purpose of providing suitable headquarters for the Wilmington Posts of the American Legion and the Veterans of Foreign Wars of the United States, or do anything in relation thereto.


Article 19. To see if the Town will vote to accept Faulkner Ave- nue as laid out by the Board of Survey, or do anything in relation thereto.


Article 20. To see if the Town will vote to accept Cunningham Street as laid out by the Board of Survey, or do anything in relation thereto.


Article 21. To see if the Town will vote to accept McDonald Road as laid out by the Board of Survey, or do anything in relation thereto .

Article 22. To see if the Town will vote to instruct the Board of Selectmen to contract for three (3) electric lights to be installed on Forest Street from Aldrich Road easterly, to do anything in relation thereto. Petition of Deborah Kleynen and others.


Article 23. To see if the Town will vote to instruct the Board of Selectmen to contract for three (3) electric lights to be installed on Beacon Street, Belmont Street and Fairview Avenue, or do anything in relation thereto. Petition of Harry J. Cutter and others.


Article 24. To see if the Town will vote, to elect by official ballot, at the next annual election, the Supt. of Streets for a term of three years or do anything in relation thereto. Petition of William H. Feindel and others.


Article 25. To see if the Town will vote to increase the salaries and compensation of the Fire Department, Police Department, Water Department and Highway Department for the emergency and see what sum of money the Town will raise and appropriate thereof. Petition of Roy A. Bousfield and others.


Article 26. To see if the Town will vote to name the new school house at Silver Lake the Mildred H. Rogers School or do anything in relation thereto. Petition of Anna R. Barry and others.


Article 27. To see if the Town will vote to appropriate the sum of Eleven Hundred Dollars ($1,100.00), for the purpose of purchasing the so-called Hiller cranberry meadow, located between Church Street, Adelaide Street and Middlesex Avenue, containing 41/2 acres, to be used as a park or do anything in relation thereto. Petition of Enid M. Aldrich and others.


Hereof fail not and make due return of this Warrant, or a certifi- cate copy thereof, with your doings thereon, to the Town Clerk as soon as may be and before said meeting.

TOWN MEETING


RECORD OF PROCEEDINGS OF THE TOWN MEETING HELD MARCH 6, 1944


In accordance with the foregoing warrant, the voters assembled at the Town Hall on the above date. The Meeting was called to order by the Moderator, Mr. Philip B. Buzzell.


On motion of Ernest W. Eames it was voted to dispense with the reading of the warrant except the Constable's return which was read by the Town Clerk.


The Moderator examined the ballot box which was found empty, the register indicated 0000, the ballot box was then locked and the key delivered to the Constable.


The ballot clerks and tellers being duly sworn, the official ballots were then delivered to the ballot clerks and receipts were taken by the Town Clerk.


At ten o'clock A.M. the Moderator declared the polls open.


At eight o'clock P.M. the Moderator declared the polls closed.

At eight fifteen P.M. the Moderator called the Meeting to order.


Article 2. On motion of Herbert C. Barrows it was voted that a committee of three be appointed by the Moderator to bring in a list of names as nominations for the several offices to be filled under this article.

REPORT OF COMMITTEES


REPORT OF HONOR ROLL COMMITTEE


The committee appointed to erect an Honor Roll in accordance with the motion sponsored by Mr. Paul Dayton, Past Commander of the American Legion Post 136, submit the following report: .


The committee made provisions for an Honor Roll containing 600 names, believing at that time this would be of sufficient size to accommodate as many men as would enter the Armed Forces from Wilmington. Up to the time of writing this report there are 546 men from Wilmington in the Armed Forces and with the calls that are coming at the present time, and the boys that are enlisting, it looks as though the 600 names would be exceeded and in such a case it would be necessary to make an addition to the present Roll.


The committee wished to acknowledge the donation of materials and time by Frank Farrell of the John Farrell Sign Company. Mr. Farrell painted and erected the Honor Roll. We also wish to acknowledge the donation of material and labor by Mr. Herbert C. Barrows, of the North Wilmington Nurseries who landscaped the Honor Roll and donated the shrubs.


It would be very helpful in keeping the list complete if relatives of boys unler 18 who enlist would notify the Honor Roll Committee, so that the names may be added. This is also true of women who may enlist in any of the branches of the Armed Forces.


Due to the possibilities of enlarging the Honor Roll and to provide for the additional names and upkeep, the Committee have requested an appropriation of $200.00 for this purpose.


It is recommended that the Committee be continued so that the Honor Roll may be maintained.

Resolution by J. Turner Hood, Jr.


RESOLVED: That all monies received from Town salvage drives now in the possession of, or that shall hereafter come into the possession of the Chairman of the Salvage Division of Civilian Defense shall be placed in the Trust Fund of the Rehabilitation Committee to be used for rehabilitation of veterans of World War II.


VOTED: That the resolution be accepted and adopted.


Article 4. On motion of Herbert C. Barrows, it was voted that the Town raise and appropriate the several and respected sums as recommended by the Finance Committee, each item to be taken up and voted on separately, subject to amendment.

Article 12. On motion of John D. Cooke, it was voted that the Town raise and appropriate the sum of One Hundred Dollars ($100.00) the money to be expended under the directions of the 4-H Town Committee serving in co-operation with the Middlesex County Exten- sion Trustees for county aid to agriculture in the work of the Middlesex County Extension Service under the provisions of Section 40 to 45, Chapter 129, General Laws of Massachusetts.


Article 13. On motion of Mr. Colucci, it was voted that the Board of Public Welfare be and it is hereby authorized to appoint one of its members as agent for the Board and that the salary of such agent (which shall be the only compensation received by him from any source for service performed as such agent) be and the same is hereby fixed at the annual amount of eighteen hundred (1,800.00) to be paid from and in conformity with the appropriations voted for the adminis- tration costs of said board.
