TOWN WARRANT
To Frank L. Marston, a constable in the Town of Brown- field, in the County of Oxford, GREETING:
In the name of the State of Maine, you are hereby re- quired to notify and warn the inhabitants of the Town of Brownfield, in said county, qualified by law to vote in town affairs, to meet at the Brownfield town house, in said town, on Monday, the 4th day of March, A. D. 1940, at ten o'clock in the forenoon, then and there to act on the following articles :
Article 1. To choose a moderator to preside at said meeting.
Art. 2. To hear and act on the report of the selectmen, assessors and overseers of the poor, treasurer, collector, superintendent of schools, road commissioner, town clerk, and all other town officers.
Art. 3. To choose all necessary town officers and vote their compensation insofar as necessary.
Art. 4. To see what sum of money the town will grant and raise for the support of the poor.
(Selectmen recommend $700.)
Art. 5. To see what sum of money the town will grant and raise for miscellaneous purposes.
(Selectmen recommend $800.)
Art. 6. To see what sum of money the town will grant and raise for common schools.
(School committee recommend $4,565.)
Art. 7. . To see what sum of money the town will grant and raise for high school purposes.
(School committee recommend $2,030.)

Art. 8. To see what sum of money the town will grant and raise for textbooks and supplies.
(School committee recommend $400.)
Art. 9. To see what sum of money the town will grant and raise for electric service in the schools.
(School committee recommend $45.)
Art. 10. To see what sum of money the town will grant and raise for repair of schoolhouses.
(School committee recommend $100.)
Art. 11. To see if the town will vote to grant and raise a sum of money for repairs and alterations in the East Primary School building.
Art. 12. To see if the town will vote to grant and raise a sum of money for the purpose of painting the roof of the Bean School building.
Art. 13. To see if the town will vote to grant and raise the sum of $382.44 to pay the superintendent of schools for the ensuing year.
Art. 14. To see if the town will vote to pay the super- intending school committee for the ensuing year.
Art. 15. To see if the town will vote to pay a discount of 2% on real estate taxes paid on or before June 10th and 11/2% on all real estate taxes paid on or before July 10th.
Art. 16. To see what sum of money the town will grant and raise for breaking roads for the ensuing year.
(Selectmen recommend $2,500.)
Art. 17. To see what sum of money the town will grant and raise for the repair of highways and bridges, also how said money shall be expended.
(Selectmen recommend $1,400.)

Art. 18. To see if the town will vote to raise money, and if so, how much for the maintenance of State aid road for the ensuing year, within the limits of the town, under provisions of Section 18, Chapter 30. of the Public Laws of Maine.
(Selectmen recommend $800.)
Art. 19. To see what sum of money the town will vote to raise and appropriate for State aid road construction (in addition to the amounts regularly raised for the care of highways and bridges), under the provisions of Sec- tion 19, Chapter 28, Revised Statutes of 1930, or under provisions of Section 3, Chapter 229, Public Laws of 1937.
(Selectmen recommend $799.50.)
Art. 20. To see what sum of money the town will grant and raise for cutting bushes on the improved highways.
(Selectmen recommend $250.)
Art. 21. To see if the town will vote to grant and raise the sum of seven hundred forty-three dollars for the re- pair of third class roads.
Art. 22. To see what sun, if any, the town would recom- mend to take from the third class apportionment for the purpose of applying bituminous surface treatment to THIRD CLASS ROADS, in excess of the requirements of Section 1, Chapter 207, P. L. of 1939.
(Selectmen recommend taking all.)
Art. 23. To see if the town will vote to grant and raise the sum of $800. to pay for the two new small plows pur- chased in 1939.
Art. 24. To see what sum of money the town will vote to grant and raise to pay interest on its outstanding notes.
(Selectmen recommend $300.)

Art. 25. To see if the town will grant and raise the sum of $25. to be used for memorial purposes.
Art. 26. To see if the town will grant and raise the sum of $50. for the use of the public library to procure the free use of its books to all residents of the town dur- ing the ensuing year in accordance with Chapter 57, Sec- tion 15, of the Revised Statutes of Maine.
Art. 2. To see what sum of money the town will grant and raise to pay town officers' bills.
(Selectmen recommend $1,000.)
Art. 28. To see if the town will grant and raise $115. for permanent school fund for the ensuing year.
Art. 29. To see if the town will raise and appropriate the sum of $48. for public health nursing in Brownfield. Said sum to be expended by the State Bureau of Health, for local service.
Art. 30. To see if the town will grant and raise the sum of $25. to purchase forest fire-fighting hand tools, as recommended by the forest commissioner.
Art. 31. To see if the town will grant and raise money to pay up some part of our outstanding notes.
Art. 32. To see if the town will vote to authorize the selectmen to procure a temporary loan or loans in an- ticipation of taxes for the purpose of paying the indebted- ness of the town, such notes to be paid during the current year by taxes, and to authorize the selectmen to use town money in the banks so far as is necessary to pay town bills prior to the time that taxes can be collected.

Art. 33. To see if the town will vote to instruct its selectmen to contact with any individual or individuals, bank or banks, for the purpose of refunding any or all of its outstanding notes and to authorize its selectmen and treasurer to borrow on behalf of the town of any individual or individuals, bank or banks, from time to time in refunding any note or notes, and to execute and deliver a note or notes of the town therefor, to be signed by the treasurer and countersigned by the selectmen in their official capacity.
Art. 34. To see if the town will vote to authorize the selectmen on behalf of the town to sell and dispose of any real estate acquired by the town for non-payment of taxes thereon, on such terms as they deem advisable, and to execute quit-claim deeds for such property.
Art. 35. To see if the town will vote "yes" or "no" on the question of observing daylight saving time for the year of 1940, as observed by surrounding towns.
Art. 36. To see if the town will consider closing the road around the Spring farm and follow Trail 160.
Art. 37. To see if the town will vote to instruct the selectmen to appoint a committee of three or more to investigate the advisability of purchasing a so-called forest fire pump and suitable equipment. Also to inquire into the cost of said pump and maintenance. This com- mittee to report at some future meeting of the town.
Art. 38. To see if the town will grant and raise money for street lights and if so how much.
Art. 39. To see if the town will vote to authorize the selectmen to take proper procedure to close the road lead- ing from John Rogers' place to the Porter town line.

Art. 40. To see if the town will vote to close the fol- lowing roads :
1. The road leading from Elmer Douglass turn past the William Locke place, so-called.
2. The road leading from the Powers place to Wakefield place, so-called.
Art. 41. To transact any other business that may legally come before said meeting.
