Superintendent's Report.


FELLOW CITIZENS :-


It is again my duty to report the condition of our schools. Diptheria, directly and indirectly has injured our winter terms very much, but taking them for the year I cannot help feeling that they have been satisfactory. Our teachers have taken more pains to attend conventions and have seen the illustrations of our best educators. It is apparent to me, I think it must be to them, that if they are to follow teaching as a profession, it will be necessary to pay more at- tention to the best methods of instruction and not on- ly to study these methods but make themselves com- petent to use them. .


I find that it is as Supt. Stetson stated "The bet- ter the method the better the teacher required to use it."


We have reason to feel grateful for the help we . are receiving from the educational department at Augusta. I have just received a pamphlet which fills a long felt want. It is a course of study for the ele- mentary schools of Maine.


One of the weakest places in our country schools has been that we have had no guide for our teachers ; they have been left too much to their own resources with no definate plan for what they should accom- plish. Teachers are beginning to realize that they must not confine themselves to the text book; civil

government, nature studies, and current events, must henceforth have a share of our attention.


A great responsibility rests with our schools; it is said that ot no other time is the character moulded and shaped as at this period.


How necessary then that the seventeen millions of Uncle Sam's pupils receive full instructions on the evils of narcotics and stimulants ; how necessary that the teacher feel this responsibility. Many prominent men regard this early instruction as the only true remedy.


A few days ago I heard a lecture on the necessity of establishing standards in life. If we are satisfied with our ability no matter what our vocation may be we are stationary- progress ceases. The copy must constantly be placed before the child.


Let us encourage our children to get all the edu- cation they can, not with the hope that they will be- come professional characters-there are to many aim- ing in that direction already-but with the desire that they become good intelligent citizens and live with us right here among the hills of Hartford; we need them.


It was recently asked of Sec. Wilson "What part of the United States is the most promising for the young man of to-day?" the answer was: "New Eng- land, especially the abandoned farms of Maine."


It may be infered from what I have written that that our teachers stand low in my estimation. I am convinced that they are equal to those in the adjoin- ing towns. We cannot probably obtain for the money we now expend more efficient service than we have at present.

I never could bring myself to the humiliation of making comments upon their individual merits. What criticism I have offered is applicable to the ru- ral superintendent as well.


I would not have you think that I advocate the immediate adoption of every new idea in regard to teaching. It is not for Hartford to lead the van of progress. It would not be practical to make radical changes any more than it would be best for electricity to suddenly supersede steam, or for telegraph com- panies to immediately adopt the wireless system of Marconi.


I would recommend the following appropriations : $50. for appliances and $100. for books.

Town Meeting Warrant.


To John V. Thurlow, Constable of the town of Hart- ford in the County of Oxford: Greeting :--


In the name of the State of Maine you are here- by required to notify and warn the inhabitants of the town of Hartford qualified by law to vote in town aff- airs, to assemble at the town hall in said town, on Monday, the fourth day of March, A. D. 1901, at ten o'clock in the forenoon, to act on the following, to wit :


ART. 1 .- To choose a moderator to preside at said meeting.


ART. 2 .- To see if the town will vote to accept the reports of the several town officers.


ART. 3 .- To choose all necessary town officers for the ensuing year.


ART. 4 .- To see if the town will vote to choose a Road Commissioner for the ensuing year.


ART. 5 .- To see if the town will grant and raise such sums of money as may be necessary for the maintenance and support of schools and the poor, and repairs of roads and bridges, and to defray all other town charges for the ensuing year.


ART.6 .- To see what sum of money the town will raise for the purchase of school text books.


ART. 7 .- To see if the town will vote to choose a supervisor of schools for the ensuing year.


ART. 8 .- To see if the town will raise the sum of

$300. to build the new road around Fuller Hill so- called, and pay the land damage of same.


The selectmen give notice that they will be in session for the purpose of revising and correcting the list of voters, at the town hall, at nine o'clock in the forenoon on the day of said meeting.
