SIR-The Report of this Department for the years 1865 and 1866, is herewith respectfully submitted.
At the date of the last report from this office, Dec. 31, 1864, the Eleventh Regiment of Infantry of this State was in pro- cess of reorganization, and recruiting was going on for a new Regiment of that arm, to be called the Thirtieth, designed for duty on the Michigan Frontier. Little progress had been made, however, in filling up the former of these Regiments, until February, 1865, when vigorous measures towards that end were adopted, and on the 4th of March, four Companies left camp at Jackson, for Nashville, Tenn. On the 18th of the same month, the remaining six Companies, and the Field and Staff Officers had completed their organization, and on that day, also took the route to Nashville, the muster-in-rolls of the Regiment showing a strength of 898 officers and men.
The Thirtieth had its ranks filled on the 9th of January of the same year, and completed its muster-in on that day, with a force of 959 officers and men. It was at once assigned to duty along the Detroit and St. Clair Rivers, with headquarters at Fort Gratiot.
Tables were presented in the report for 1864, which exhibited. the operations of each sub-district in the State, under the es- tablished system of "Enrolling and calling out the National Forces," from the practical adoption of that system, Sept. 19, 1863, to the 31st of October, 1864. There was pending also at the date of its presentation, a call of the President of the United

States, under date of Dec. 19, 1863, for three hundred thou- sand additional troops, the quota of Michigan, under it, being 10,010.
The successful operations of the United States Armies having brought the war to a close, by the utter overthrow of the Rebel forces early in the spring of 1865, orders were at once issued to abandon all pending measures for the reenforcement of the National arms, and recruiting, as well as operations under the draft, ceased on the 14th of April. Previous to that date and subsequent to the Ist of November, 1864, there had been raised in this State 9,382 recruits, of whom 7,547 voluntarily enlisted in the Army and 53 in the Navy, and 1,782 were drafted, as will appear in detail in the following exhibit, [reference being made to the Report of 1864, for the figures contained in the eighth column:
