SEC. I. Persons shall not stand, loiter or stroll, awaiting or seeking to obtain money or valuable things from others by any tricks, fraudu- lent devices or practices, or aid or assist therein, on any street, lane, avenue, alley or other public places or border of the city limits.


SEC. 3. Persons known as "Ropers," "Steerers" or "Cappers," for any gambling house or room, or for any gambling game, trick or device, such persons shall not be permitted to stand or loiter about the streets in the city.


SEC. 4. Persons associating with thieves, pickpockets, gamblers, bawds, prostitutes or lewd women, for the purpose and with the intent to agree, conspire, combine or confederate against any of the laws of this State. Penalty, not less than $2 nor more than $50, and cost of prosecution.

SEC. I. All dwellings and business houses now or hereafter erected shall be numbered.

SEC. 5. No person shall use any vehicle as a public cart or vehicle without having painted thereon, in plain Roman letters, the name of owner and number of the license.


SEC. 8. Rates of fare of cartmen and draymen for conveying house- hold goods and other goods, wares or merchandise, distance one-half mile, 30 cents; one and one-half miles, 75 cents. Loading, conveying and unloading each hogshead of sugar, molasses, liquors, earthenware or crockery, or cask of oil, weighing 1000 pounds or more, one-half mile, 50 cents; one mile, 75 cents. For time spent in loading and housing household goods, 50 cents per hour. Demanding or receiving a greater compensation, in addition to the penalty, shall be liable to the party in damages, and all costs and expenses.

SEC. 9. Rates and charges for the conveyance of persons and their baggage. Carrying each passenger one-half mile or under, to or from any railroad depot, hotel or steamboat landing, 25 cents; and not to any of the above named places, 25 cents; and over the distance aforesaid, and not to or from any railroad depot, hotel or steamboat landing, not exceeding 50 cents; children under four years of age, free; between four and ten years, half price; each trunk or piece of baggage less than 100 pounds, in charge of passengers, the same prices as passengers; over 100 pounds, or parts thereof, 10 cents additional; bandboxes, satchels, carpet bags and valises, in charge of passengers, free; for attending and returning from funerals, $3: during the days of holding fairs, 25 cents each way; in the night time, between the hours of 10 p. m , and 6 a. m., in said city, except to and from hotels, railroad depots or steamboat landings, double the sum above specified.


SEC. II. Speed at street crossings, not faster than a walk.


SEC. 14. On vehicles designed to carry 2500 pounds or more, the tire shall not be less than three inches in width.

SEC. I. No person shall sell, or offer for sale, in this city, any fire- wood, by the load or otherwise than by the cord, and at a specified price per cord, whether the quantity be great or small.


SEC. 2. No person shall sell, or offer for sale, any firewood, except upon the conditions and with the understanding that he will unload the same and cord or pile it in a suitable form for correct measurement. Penalty, shall be punished by fine of not exceeding $5, and cost of pros- ecution.
