For the Fiscal Year Ending February 15. 1905.

STATE OF NEW HAMPSHIRE.


To the inhabitants of the Town of Wilton, in the County of Hillsborough, in said State, qualified to vote in Town Affairs.


You are hereby notified to meet at the Town Hall in said Wilton on Tuesday, the 14th day of March next, at nine of the clock in the forenoon, to act upon the following subjects ;


1. To choose all necessary Town Officers for the year ensuing.


2. To raise such sums of money as may be necessary to defray town charges for the ensuing year, and make appropriation of the same, including support of schools, maintenance of poor, for repairs of roads and bridges, for Memorial Day, for lighting streets, and miscellaneous ex- penses.


3. To hear the report of Agents, Auditors, Commit- tees, and all other officers heretofore chosen and pass any vote relating thereto.


4. To see if the Town will grant the free use of the Town Hall on Memorial day and evening to Abiel A. Livermore Post, G. A. R.


5. To see if the Town will grant the free use of the Town Hall to the W. C. T. U. for three public meetings during the year.

6. To see if the Town will vote to grant the free use of the Town Hall Friday afternoon preceeding Memorial day for memorial exercises of the public schools and one evening to the high school graduating class.


7. To see if the Town will vote to widen and straight- en the highway, known as the Forest road, at three points between Levi Putnam's mill and the dwelling house of W. N. Patterson and raise and appropriate money for the same.


8. To see if the Town will allow the Selectmen's room to be used as a public reading room when not in use by town officers.


9. To see what action the Town will take regarding a Police Court and make appropriation for the support of the same.


10. To see if the Town will grant permission to the Wilton Business Association to plant and cultivate trees. shrubs, vines, etc., on the plot to the North of the Town House and on the Engine House plot.


11. To see if the Town will vote to raise and appropri- ate $1440. (being $30. each for forty eight hydrants) or any other sum, to be applied to the credit of the Water Works for hydrant sevice.


12. To see if the Town will' vote to raise and appropri- ate $3000.00 or any other sum for the completion of the Water Works and things necessary and incident thereto ; for the putting in of service pipes and for the maintenance and care of the system.


13. To see if the Town will authorize the Water Com-

missioners to furnish water to the town of Milford or cor- porations or individuals by an extension of the Water Works to Pine Valley and will authorize the commission- ers to contract for a term of years or otherwise to furnish such supply : and to raise and appropriate $2200. or any other sum of money for the purpose of such extension.


14. To see what compensation shall be paid to the Wa- ter Commissionors for their services for the ensuing year according to the provisions of the charter and to raise and appropriate money therefor.


15. To see if the Town will vote to put in an automatic fire alarm system and raise and appropriate money for the same.


16. To see if the Town will purchase a snow roller and raise and appropriate money for the same.


17. To see if the Town will establish a regular police officer and raise money for the same.


18. To see what action the Town will take regarding the brown tail moth question and make appropriation therefor.


19. To see if the Town will vote to place a watering trough at some point on Main st., between the stone arch bridge and the railroad station, supply the same from the town water and make appropriation for the payment for the same.


20. To see if the Town will vote to place a light, elec- tric or otherwise, at each hydrant and make appropriation for the same.

21. To see if the Town will raise and appropriate One Hundred and Fifty Dollars ($150.) for a proper obser- vance of old home week on July 4th, or some later date, the appropriation to be expended under the direction of the Selectmen or any committee whom they may appoint.


22. To see if the Town will vote to raise and appropri- ate the amount of money necessary to secure state aid for the permanent improvement of highways, under the law passed at the January session 1905.


23. To see if the Town will vote to construct a sewer substantially according to the plan of Mr. A. W. Dudley, C. E. on Main st., from Masonic Hall to the Whiting Brook, a distance of about seventeen hundred and fifty feet and raise and appropriate money therefor.


24. To see if the Town will vote to determine the share of the cost of such sewer to be borne by those persons whose drains enter it or whose lands receive special bene- fit from it and instruct the Selectmen to assess the cost so determined on the persons affected, according to the provi- sions of Chapter 79, Section 4 of the Public Statutes.


25. To see if the Town will vote to accept the bequest of One Hundred Dollars of Dorcas Peabody, to care for Lot No. 8, in the Third Range in the South Cemetery.


26. To see if the Town will vote to accept the bequest of One Hundred Dollars of Mary Ann Peabody, to care for Lot No. ", in the Fourth Range in the South Cemetery.


27. To see if the Town will vote to build a sewer sys- tem substantially upon the plans as submitted by Mr. A.

28. To see what action the Town will take in regard to establishing and maintaining an electric light system and raise and appropriate money for the same.


29. To see what action the Town will take in relation to refunding the indebtedness incurred on account of the construction of the water works or take any action in re- lation thereto.


30. To see if the Town will vote to dispose of one or both of the fire engines or take any action in relation thereto.


31. To see if the Town will vote to lay a floor in the basement of the northwest end of the Town House and raise and appropriate money for the same.


32. To transact any other business that may legally come before said meeting.

Cemetery Committee Report.


The Committee on Cemetaries appointed in March 1901, hereby report that they attended to the duty as- signed them as soon as the season permitted.


They found in the three cemeteri s 606 memorial stones that were out of true, some of those set directly in the earth required simply straightening up; others set in granite sockets required resetting in cement, the brimstone and other material in which they were originally set hav- ing become disentegrated and reduced to powder, thereby allowing the marble part to lean forward or back, and in some cases to fall to the ground. The expense of putting these 606 stones in upright and proper shape was $83.37. The front of the tombs in the South Cemetery was badly demoralized and was restored to good condition at a cost of $14. From the money allowed us we paid in the year 1901 $25. for cutting the grass, the sum usually paid for this service from the Town Treasury. The amount appro- priated for the work assigned to us was $100.


In every case where we could locate owners of the lots, or representatives or descendants of those commemo- rated by the stones restored to proper conditions, notice was sent of the amount expended and payment requested, responses came to the amount of $43.38 making with the sum appropriated $143.38, we expended $122.37, leaving a balance for future use of $21.01.

The Andrew N. Burton account shows an accumula- tion of interest of $29.57 from which we have expended $4.50 leaving a balance to credit of that account of $225.07, this fund is in the hands of the Town Treasurer and earns 3 1-2% per annum.


The Solon Tarbell fund has earned $9.82 from which we used $5.00, leaving a balance of $104.82, this fund is deposited in the Central Savings Bank of Lowell and earns 4% per annum. There has been deposited with this Committee since January 1st, for the care of their lots. by D. A. Gregg $200. and by Jacob Kendall $100., these amounts are deposited in the Mechanics Savings Bank of Lowell and earn four per cent per annum.


Your committee suggest that authority be given to remove the clump of trees in the south west part of the Village Cemetery, containing from 15 to 20 cords of wood and not especially ornamental, and the space they occupy will be wanted for barial purposes before many years ; we also suggest that the matter of suitably fencing the cemeteries betaken into consideration, and that an approrpiation bemade for that purpose.

ENGINEER'S REPORT.


In submitting our report we feel that we have been very fortunate as a town in having so few fires and so small a property loss. Outside of some chimney fires the most se- rious has been that of A. C. Youngs dry goods store Mch. 11, when the loss on stock was about $1500.00 while that on the building was adjusted for less than $500 00. The next morning an alarm was sounded, the fire being in the railroad bridge undoubtedly of incendiary origin. The damage was slight, and also the dwelling house of John Boyle occupied by. Messrs Hefferman and Foley Nov. 5. The loss on the house being $1300.00 with $900.00 in- surance, while the occupants lost everything barely escap- ing in scant attire. On Nov. 19th a lamp fell in James L. Shea's store which but for pron pt action might have been serious, the loss not exceeding $100.00. In view of the installation of the gravity water sy tem and the change which must necessarily come, we would recon mend that the fire department be reorganized in such manner that there shall be proper hose companies beside a hook and ladder company, the purchase of new hose sufficient to answer the requirements of the Insurance Underwritr rs Association, and the location of some fire hose stations at easily accessible points. . ive hundred feet of new hose was bought during the year, Mr. M. P. Stanton having been sick during the last few months the Board has been without his counsel. We trust he may soon be able to take his place in the active work of town and business life.
