At a meeting of the Historical Society of Hudson County held March 25, 1909, the following Preambles and Resolutions were adopted :


Whereas, it appears from the records that the first permanent settlement in New Jersey, was made under a charter from Peter Stuyvesant, Governor of New Nether- land, on the site now known as Bergen Square, now within the corporate limits of Jersey City, during the summer and autumn of 1660; and,


"Whereas, in the foundation of the village of Bergen, a corner lot was set aside for a school building, which site has always been occupied for educational purposes, and now forms part of the site on which the Schoolhouse No. 11 has been built.


Resolved, That the Historical Society of Hudson County call the attention of His Honor, H. Otto Wittpenn, Mayor of Jersey City, and the honorable Board of Edu- cation to the fact, that in the summer and autumn of 1910, will occur the two hundred and fiftieth anniversary of the founding of the first permanent settlement and the estab- lishment of the first school, in the State of New Jersey, and that the civic authorities be requested to take meas- ures for securing an adequate celebration of these most important events ; and,

Resolved. That a committee of fifteen be appointed by our President, of which he shall be chairman, to lay this matter before the Mayor and the Board of Education of our city."

At a meeting of the Historical Society held Jan. 27, 1910, such committee submitted the following report :


"As in the contemplated celebration of the two hundred and fiftieth anniversary of the founding of Bergen, there are three separate and distinct important event- worthy of commemoration, each should be suitably recognized and made part of the proposed celebration :


First .- The two hundred and fiftieth anniversary of the organization of the first church in the State of New Jersey.


Second .- The two Inumdred and fiftieth anniversary of the establishment of the first school in the State, and like- wise of 250 years of consecutive education.


Third .- The two hundred and fiftieth anniversary of the founding of the first permanent municipal organiza- tion in the State.


The time for such celebrations to be the week beginning

Oct. 16 and ending Oct. 23, inclusive, and such time to be allotted as follows :


Sunday. Oct. 16 .- Appropriate services to be held in the Bergen Reformed Church commemorative of 250 years of divine service in that place. Exercises to be under the care of the consistory of that church.


Monday, Oct. 17 .- A public meeting to be held in the Bergen Reformed Church to commemorate the extension of church life during 250 years. Brief addresses, to be followed by a social meeting in the church pariors. .


Tuesday, Oct. 18 .- Exercises in charge of the Patriotic Societies. Details to be arranged by the Society of ('o- lonial Wars of the State of New Jersey.


In the evening a public meeting to be held in the audi- torium of the High School, to commemorate 250 years of municipal life in State, connty and city. The Mayor to preside and arrangements for this meeting to be made by the Civic Committee.


Wednesday, Oct. 19 .- The commemoration of 250 years of consecutive education to be observed in every school in the city, and in the evening special public meeting in the auditorium of School No. 11 to commemo- rate 250 years of consecutive school life. Exercises and details under charge and direction of the Board of Edu- cation.


Thursday, Oct. 20 .- Public Banquet under the auspices of the Historical Society of Hudson County, to be self- sustaining.


Friday. Oct. 21 .- Assigned to Board of Trade as part of civic celebration.


Saturday. Oct. 22 .- Assigned for civic celebration. Military parade suggested.


Sunday, Oct. 23 .- Closing exercises of church celebra- tion.


The committee further recommends that application be made to the Legislature of this State for the passage of an act authorizing the city of Jersey City, to make provi- sion for all necessary expenses attending such celebration.

Second .- That application be made to the Legislature for an appropriation by the State, for the erection of a suitable monument at Bergen Square, to commemorate the establishment of the first permanent church. the first school, and the first permanent municipal organization in the State.


Third .- That a suitable medal commemorative of the occasion, be prepared under the direction of the committee of the Historical Society to be placed on sale, and that a special Historic exhibit be presented in the free public library during the week assigned for the celebration.

Such report was unanimously adopted. and the com- mittee continued with full power to carry out and per- form all necessary acts, in accordance with the provisions and suggestions of such report.


At a subsequent meeting of such committee, it was decided to transmit to each department of such celebra- tion as suggested, a copy of such program and ask their participation and co-operation, in such contemplated cele- bration as outlined.


Replies were received from the Bergen Reformed Church endorsing such program and naming as the com- mittee for carrying out its part of the program :

Superintendent Henry Snyder was empowered to co- operate with the Historical Society General Committee.


A verbal expression of hearty co-operation, by His Honor the Mayor, and the Honorable Board of Finance was received, and in order that the civic part of the program be fittingly carried out, the following proclama- tion was issued by His Honor the Mayor:


PROCLAMATION


"With gratitude to Almighty God, who guided our fa- thers and ourselves to these hospitable shores, and has so beneficently presided over the destinies of these United States of America, I, H. Otto Wittpenn, Mayor of Jersey City, take pleasure in reminding you that during the year 1910 will occur the two hundred and fiftieth anniversary of the first permanent settlement between the North and South Rivers, now known as the Hudson and Delaware, together with the earliest municipality, the first school and the first church within the territory now included in the corporate limits of Jersey City, the County of Hudson and State of New Jersey."


"After the disastrous Indian war of 1655, which com- pelled the earlier settlers on the west bank of the river to flee for their lives and leave the hearthstones of seat- tered homes smoking amid desolation, it was decreed by the Council of New Netherland, which then included all the territory afterward organized as the Province of New Jersey, that no outlying settlements should be permitted, except in concentrated villages, which might be easily defended. In deference to this decree, on the 16th day of August. in the year 1660, a petition was presented to the Council at New Amsterdam praying for a charter for a village "beyond Communipaw." The petition was granted, and before the forests were ablaze with the rain- bow tints of autumn, the village of Bergen had been

founded and a surrounding palisade constructed for defense."


"The site chosen, is well defined on the lines of the orig- inal survey. It covered the four blocks now lying within the corporate limits of our city, surrounding the open space now known as Bergen Square, and bounded by four streets, which bear the names of four old families of New Jersey, to wit : Newkirk, Van Reypen and Vroom Streets and Thers Avenue."


" Under the charter a municipal court was constituted. and a lot was set apart for the school, which lot is still occupied by the southern portion of our splendid No. 11 Schoolhouse. One of the first municipal acts was to engage a schoolmaster, who became the voorleser of the infant church."


"It is eminently fitting that the two hundred and fiftieth anniversary of these well authenticated historie events should be adequately commemorated, that we may un ler the inspiration of the past, enoble the present and pledge future years to civic progress."


"I therefore as Chief Magistrate of our city call upon the men, women and children of Jersey City to unite heartily in the celebration during the week from Oct. 16 to Oct. 23. inclusive, at which date in the year 1660 the records recognize the town of Bergen as a municipality."


"I suggest that these days shall be known as 'Old Home Week' and observed by the return to their former haunts of natives, as well as of all who once called Jersey City their home. I recommend that the Board of Education of Jersey City shall set apart one session of every school for commemorative exercises, and I invite all parochial and private schools to arrange for similar exercises at the same hour as that selected by the Board."


"I recommend further that the Board of Finance of Jersey City shall appropriate the sum of twenty-five hun- dred dollars, or so much of that sum as may be needed, in consonance with the enabling act passed by the Legis- lature of the State. to defray the expense of such cele- bration. I cordially invite the civil officers of adjoining

cities, towns and counties to co-operate in celebrating events in which at the beginning, their fathers had a share, and finally I invite the people of New Jersey to join in commemorating the humble beginning of what has since become a magnificent commonwealth, and I hereby sug- gest that movements be inaugurated, for the erection of a permanent monument to be located on Bergen Square, in fitting commemoration of the events to which allusion is heretofore made."

SUNDAY, OCTOBER 16th


Special services commemorative of 250 years of con- tinuous church life in Bergen, to be held in the Bergen Reformed Church.


At the morning service appropriate music will be ren- dered and a historical sermon preached.


In the afternoon the full service will be in Holland Dutch, sermon, hymns and psalms to be in that language.


In the evening specially interesting services will be held with addresses by distinguished clergymen.

SECOND DAY


MONDAY, OCTOBER 17th


An historical exhibit will be presented at the Free Public Library, Montgomery Street and Jersey Avenue, Jersey City, from 9 A. M. to 10 P. M., and continued throughout the week.


In addition to loca! exhibits, the Bergen County His- torical Society has kindly prepared a special exhibit of old china, relies and documents, for which appropriate space has been assigned.


The Historical Society through the courtesy of Mr. Burton H. Allbee, is enabled to present, his valuable and interesting collection of photographs of old Bergen County farm houses, etc.


In connection with the general historic exhibit, Van Houten Post, G. A. R., No. 3, will exhibit at their rooms, Belmont, near Monticello Avenue, a most interesting and valuable group of Civil War relies daily during the week from 2 to 6 P. M. A detail of veterans will be present each afternoon, for the purpose of explanation and de- scription.


In the evening services will be held in the Bergen Re- formed Church to emphasize the continuity and extension of church life in the territory of "Old Bergen" during 250 years.

THIRD DAY


TUESDAY, OCTOBER 18th


HISTORICAL EXHIBITS CONTINUED THROUGHOUT THE WEEK.


Congress of patriotic societies of New Jersey under the supervision of the Society of Colonial Wars.


At 11:30 A. M. a reception will be held at the Carteret Club by the Governor of the Society of Colonial Wars, as- sisted by the ladies of the several patriotic societies of Jersey City, after which a luncheon will be served to out- of-town guests by the Ladies' Aid Society of the Bergen Reformed Church, Colonial Dames and the Daughters of the American Revolution of Jersey City.


2:30 P. M .- The delegates will assemble at the Fourth Regiment Armory and march to the Bergen Reformed Church, where appropriate addresses will be delivered.


5:30 to 7 P. M .- Reception by his Honor, the Mayor, to the guests of our city and citizens at the Carteret ('Inh.


At 8 P. M. a public meeting will be held in the audi- torium of the Jersey City High School, presided over by the Mayor of our city, to commemorate 250 years of con- secutive municipal life in State, county and city.

WEDNESDAY, OCTOBER 19th


HISTORICAL EXHIBIT CONTINUED THROUGHOUT THE WEEK.


Special exercises to be held in every school in the city and county commemorating 250 years of consecutive edu- cation.


In the evening a public meeting under the auspices of the Board of Education will be held in the auditorium of School No. 11, Bergen Square, to commemorate the con- tinuous occupancy of that site for educational purposes from the founding of the village of Bergen to the present time.


FIFTH DAY


THURSDAY, OCTOBER 20th


HISTORICAL EXHIBIT CONTINUED THROUGHOUT THE WEEK AS SPECIFIED.


In connection with the exhibit of photographs of Colo- nial buildings, china, etc., an illustrated lecture will be given in the Free Public Library Assembly Room, Oc- tober 20, at 3 P. M., by Mr. Burton IT. Allbee.


In the evening a Banquet under the auspices of the His- torical Society of Hudson County will be held at Scottish Rite Hall, Park Street, near Communipaw Avenue.


A Reception in honor of the Governor of our State. Ex-Governors. State officials and other distinguished guests will precede the Banquet.

POINTS OF HISTORIC INTEREST IN BERGEN


1. Line of palisades erected at the founding of the village of Bergen.


Tuers Ave., Newkirk, Van Reypen and Vroom Sts.


2. Location of gates for ingress and egress at intersection of Bergen Are. and Vroom and Newkirk Sts., and of Academy St., with Van Reypen St. and Tuers Are.


3. Location of well dug by order of the Council in 1662 in the center of Bergen Square.


4. Plot of ground appropriated for a school lot at the time of the founding of the village, and occupied for educational pur- poses continuously to the present time. Northeast corner of Academy St. and Bergen Square.


5. Site of the first building used for church purposes, built about 1662. Head of Tuers Are. at Vroom St.


6. Site of the octagonal church, built in 1680, and likewise of the second church, erected 1783 and demolished 1841. Southwest corner of Bergen Ave. and Vroom St.


7. Site of the first church parsonage, built 1757 and torn down in 1841 to make way for the present Bergen Reformed Church edifice.


8. Site of the second church parsonage, torn down 1870. North- west corner of Bergen Ave. and Bergen Square.


9. Site of the old Stuyvesant Tavern, a noted hostelry of Colo- nial and Revolutionary times. Southwest corner of Ber- gen and Glenwood Ares.

10. Headquarters of General Lafayette in 1987. Van Wagener homestead, in the rear of which stood the apple orchard in which General Washington was entertained by him at the time. North side of Academy St., west of Bergen Square.


11. Location of earthworks thrown up by the American soldiery in carly Revolutionary days. West of Baldwin Are. and north of Newkirk St.


12. Site of Prior's Mill, located on the old mill creek. Occupied as an outpost at times by detachments of both armies. South side of Railroad Are., ucar Junction Railroad cross- ing.


13. Route of John Champe's flight on the occasion of his pre- tended desertion from the American army in order to effect the capture of Benedict Arnold, after his attempted betrayal of the patriot cause. Mill Road to Bergen Are., Oxford Lane and Clendenne Are .. through the marsh to Brown's ferry on the Hackensack River, south of present Newark Plauk Road Bridge, where he was rescued by a British man-of-war lying at anchor near there.
