The Mayor and Common Council are empowered to raise, by loan, not exceeding the sum of five hundred thousand dollars, on the credit of the city, for the purpose of erecting public buildings, and for otherwise improving and benefitting the said city-redeemable in twenty years, the rate of interest not to exceed six per cent., and the faith and property of the city shall be pledged for the re- demption of the loans so procured.
