SEVENTY-FIRST REGIMENT, INFANTRY.
The seventy-first regiment, national guard, having volun- teered its services, was one of the regiments selected and desig- nated in general orders, No. 8, general headquarters, state of New York, dated adjutant-general's office, Albany, April 27, 1898, to enter the service of the United States as a volunteer regiment.
The regiment at the time consisted of ten companies, and at once commenced recruiting to fill its companies, and to organize two additional ones. Its previous record follows:
SEVENTY-FIRST REGIMENT.
(Fifth Brigade.)
Armory, Thirty-fourth street and Park avenue, New York city.
The regiment was organized in August, 1852. The American Rifles, a battalion of four companies, formed the nucleus of the regiment. September 21, 1870, the thirty-seventh regiment was consolidated with the seventy-first regiment, companies E, D, HI, A, G, K and B of the thirty-seventh regiment being consolidated with companies A, C, D, E, F, G and K of the seventy-first regi- ment, respectively. In 1861 it entered the United States service for three months, from April 21 to July 30. On May 29, 1862, it again entered the same service for three months, at the expiration of which it volunteered to remain, but was mustered out, Septem- ber 2, 1862. In 1863 it was mustered in the United States service for thirty days, and served from June 17 to July 22. It per- formed active duty for the state in 1857, 1858, 1863, 1871, 1877, 1892 and 1895.
The regiment received authority to place silver rings on the lances of its colors, engraved as follows:

April 29, 1898, company H, Captain Walter I. Joyce, command- ing, proceeded under orders to Hempstead Plains, Long Island, to establish a camp, which was later known as "Camp Black," named in honor of the Governor, and to guard the state property rapidly accumulating there.
Special orders, No. 72, A. G. O., dated May 1, 1898, directed the seventy-first regiment to report at foot of East Twenty-third street, East river, New York city, at 10 a. m., on May 2d, and there to take boat to Long Island railroad; thence to the camp at Hempstead Plains, and on arrival to report to Major-General Charles F. Roe, commanding the national guard and camp.
The regiment assembled, May 2d, at 8 a. m., in its armory, corner Park avenue and Thirty-fourth street, and when formed, were briefly addressed by Colonel Francis V. Greene, and after prayer by the chaplain of the regiment, it proceeded to the foot of East Twenty-third street and thence to Hempstead Plains, where the regiment was given the right of line in the camp formation.
General orders, No. 11, A. G. O., ordered recruiting to be con- tinued to replace the men rejected by the medical officers, which recruiting and examination continued uninterruptedly until the full quota was completed.
The seventy-first was the first volunteer regiment mustered into the service of the United States in the war with Spain. Captain Walter S. Schuyler, fifth United States cavalry, was the mustering officer, and the ceremony continued all the after-

noon and well into the early evening. The regiment became the " seventy-first regiment, infantry, New York volunteers," May 10, 1898.
May 11th, Governor Black reviewed the troops at Camp Black and the seventy-first regiment was given the post of honor at right of line.
Major Avery D. Andrews on the evening of May 11th, brought orders to Colonel Greene from the war department to proceed south immediately.
On May 12th, arrangements to move were made until 3 p. m., when the regiment struck camp; took train at 6 o'clock and arrived at Long Island City about 10 o'clock at night. Not until 3 o'clock the following morning was the regiment transferred to the ferryboats and from them to the transports "City of Wash- ington " and " Seneca " lying off Bedloe's Island in New York harbor.
The baggage was transferred on May 13th, from lighters to the transports, and rations loaded.
Orders were received, May 14th, to disembark and proceed south by rail. Beginning at 11 a. m., and working steadily, it was not until 10 p. m., that the regiment left Jersey City on the Pennsylvania railroad in three sections. The first was under command of Colonel Greene; the second of Major Smith and the third of Lieutenant-Colonel Downs.
With many vexatious delays and tedious traveling. the regi- ment arrived at Lakeland, Florida, in the early morning of May 17th, and proceeded at once to encamp on the shore of Morton Lake, about a half mile from the village and thirty miles north of Tampa. Temporarily the regiment was assigned to the second cavalry brigade, commanded by Brigadier-General Samuel B. M. Young.
Major-General Wheeler and staff visited the camp, May 24th. and inspected the regiment.
The regiment was assigned, May 25th, to the first brigade (Colonel M. A. Cochran), first division (Brigadier-General JJacob F. Kent), fifth army corps (Major-General Wm. R. Shafter).

In the early afternoon of May 28th, Colonel F. V. Greene. retired captain United States army, who had been colonel of the regiment for eight years, and whose personal value and army record were large and influential factors in the prompt enlist- ment of recruits, received notice by telegram of his appointment as brigadier-general, with orders to proceed at once to San Fran- cisco, and from there to the Philippines. He left the regiment that night, taking with him the efficient adjutant, William G. Bates, who in a few days became assistant adjutant-general of General Greene's brigade. Colonel Greene's last official act was to nominate Lieutenant-Colonel Downs, to the Governor, as his successor.
Lieutenant-Colonel Wallace A. Downs received notice, May 29th, of his appointment as colonel of the regiment.
May 30th, orders were received to proceed to Tampa Heights.
After many delays the regiment arrived by rail, May 31st, at Ybor City, and late in the afternoon marched in heavy order through the sand some three miles to a very desirable camping ground.
Orders were received, June 6th, for the regiment to be ready to move on board the transport at a moment's notice.
Orders from corps headquarters were received, June 7th, to strike camp; proceed by train to Port Tampa, and there embark on transport. Tents were struck at 7 p. m., and all baggage, ammunition and rations taken to depot at Ybor City, and loaded on baggage train. Not until 1:30 a. m., was the regiment formed and marched out of camp.
All was not in readiness, although everyone worked all night, to proceed from Ybor City until 6 o'clock in the morning of June 8th, the trains arriving at Port Tampa about two hours later after considerable difficulty. The transport "Vigilancia " was assigned to the regiment and at 3:30 o'clock p. m., the whole com- mand having stood in the sand about the tracks since morning, sweltering in the extraordinary heat, began to board the vessel.
The work of loading the baggage and horses being completed, the " Vigilancia " moved down the stream, June 9th, and there

remained at anchor until June 14th, at 5:45 o'clock p. m., when the entire fleet of transports sailed for Cuba. The fleet duly con- voyed, sailed slowly over comparatively smooth seas, arriving at the mouth of the harbor off Santiago de Cuba on the 20th, of June. During the voyage the health of the men was excellent. The trip was generally without incidents worthy of record.
About 5 o'clock p. m., June 23d, General Shafter standing on the bridge of the "Seguranca," which came alongside the "Vigi- lancia," gave through the megaphone personal orders to Colonel Downs that the regiment should proceed at once to disembark and land at Siboney, each man to be supplied with shelter tent, poncho, three days' rations and one hundred rounds of ammuni- tion. The work began at once; continued through the night and was not completed until 5 o'clock the next morning, Colonel Downs with his staff being the last to land. Shelter tents had not been provided for the officers and the wall tents were not taken from the transports.
After breakfast on the shore, June 24th, the regiment pro- ceeded to camp in the round house about half a mile west of the landing place, belonging to the Juragua Iron Company.
Scarcely had the regiment reached the spot and began to make ready the temporary encampment, when orders came for the seventy-first to proceed at once along the trail and over the sum- mit of the mountains skirting the shore to reinforce the first volunteer cavalry, which had already encountered the enemy. At 10 o'clock the regiment marched four miles toward Las Guasimas, where it was halted and then ordered to return to Siboney, the fight at Las Guasimas having ended. The enemy had been routed and compelled to retire. The seventy-first regi- ment was first in reserve in the battle of Las Guasimas.
Orders were received, June 26th, for the regiment to move to the front on the following morning. All preparations were made, and so that the men could march, and the orders for them to carry two hundred rounds of ammunition be obeyed (the Springfield belts holding but one hundred), the horses of the field and staff officers carried strapped on their backs the extra ammunition, and the officers marched with the men.

The regiment broke camp, June 27th, at 4 o'clock a. m., and proceeded toward Santiago. On the way out of Siboney it joined the sixth and sixteenth regiments of regulars, which composed the first brigade. Colonel Cochran having been retired, and Brigadier-General Hawkins being in command, the regiment marched about seven miles on the main road leading to Santiago, where it finally went into a camp in an open field at a point called Sevilla, about five miles from Santiago. For three days great difficulty was experienced getting rations and ammunition trans- ported from Siboney, the frequent and heavy rains making roads almost impassable.
An order was received, June 30th, about 5 p. m., for the regi- ment to move to the front the following morning at 10 a. m. Lieutenant Ord, brigade quartermaster, sent to the camp ammuni- tion and rations, which were at once distributed to the men.
The regiment broke camp, July 1st, at 3:30 o'clock in the morn- ing, and proceeded toward Santiago; the field and staff officers mounted. Having marched about two miles the regiment was turned into a field at the left and formed into columns of masses, joining the sixth and the sixteenth regiments. After resting about half an hour, the first brigade, led by General Hawkins, proceeded toward Santiago.
At El Poso, some mile and a half along the road, the regiment was halted and detained by large numbers of Cuban soldiers rushing down the hill and blocking the road. They had been fired upon when Grimes' battery at the top of the hill had engaged the enemy entrenched in front of Santiago.
