Utica City Government
Utica was incorporated as a village April 7, 1817, and as a city February 13, 1832.
Chapter 473 of the Laws of 1906, pro- viding a uniform charter for cities of the second class, which is commonly called the White Charter, came into force in Utica on January 1st, 1908. On that date Utica, Schenectady and Yonkers became cities of the second class, and as such entered the same group with Syracuse, Albany and Troy.
This charter makes general provision for the offices of the city as follows: Sec. 11. Elective officers .- There shall be elected by the qualified electors of the city, a mayor, comptroller, treasurer, president of the common council and four assessors. There shall be elected by the qualified electors of each ward of the city an alderman and a supervisor. There shall also be elected by the qualified elec- tors of the city, and of the wards thereof such other officers as may be provided by law. ·
Sec. 12. Appointive officers-There shall be appointed by the mayor a corporation counsel, city engineer, commissioner of public works, commissioner of public 'safe- ty, commissioner· of charities and sealer pf weights and measures. Other officers may be appointed as provided in this act or otherwise by law. All appointments to any city office shall be evidenced by a certificate in writing, signed by the ap- pointing officer and filed forthwith in the office of the city clerk. If an appoint- ment be made by the common council such certificate shall be signed by the of- ficer presiding at the time the appoint- ment was made and attested by the city cierk ..
