The Standing Rules


DELEGATES AND MEETINGS


I. The Synod of Ohio shall be composed of equal delegations of ministers and elders, elected by the Presbyteries. The basis of rep- resentation shall be the whole number of ministers on the roll of the Presbytery, and the ratio one minister and one elder for every six ministers enrolled, and for any additional fractional number of min- isters equal to three.


2. The Synod shall meet annually, at the time and place designa- ted at the last meeting, or, if this shall be impracticable, then at such time and place as the Moderator and Stated Clerk of the Synod shall appoint.


OFFICERS


3. The officers of the Synod shall be a Moderator, a Stated Clerk, two Permanent Clerks, a Temporary Clerk, and a Treasurer.


MODERATOR


4. The Moderator shall be elected annually by ballot, except when there is but one nomination, and it shall require a majority of all the votes cast to elect. His duties shall be such as are defined in the General Rules for Judicatories of the Presbyterian Church.


CLERKS AND DUTIES


Stated, Permanent, and Temporary


5. The Stated and Permanent Clerks shall be elected by ballot, and shall serve, the Stated Clerk five years, the Permanent Clerks three years. The terms of the Stated Clerks shall be reckoned from 1922, and those of the Permanent Clerks from 1923 and 1924. The Temporary Clerk shall be chosen upon the recommendation of the Stated and Permanent Clerks, and shall serve for one year as their assistant.


6. It shall be the duty of the Stated Clerk to give due notice of the time and place of each meeting of the Synod. He shall, at the opening of the Synod, place in the Moderator's hands a complete docket of all the business to come before the Synod. As soon after adjournment as practicable, he shall publish the proceedings of the Synod, and in doing so shall have authority to abridge the reports, except such matter as has been adopted, so far as may be done with- out limiting their historical value. He shall furnish a copy of the printed Minutes to each delegate to the Synod, to each minister and church session in those Presbyteries which have paid in full the synodical apportionment, to the officers of the Women's Missionary societies, to the Secretaries of the Boards, and to the church papers. To others the fixed price of the Minutes shall be thirty cents per сору.


7. It shall be the duty of the Permanent Clerks, with the assist- ance of the Temporary Clerk, to secure a faithful report of all the

proceedings of the Synod, and deliver the same to the Stated Clerk upon the final adjournment of the Synod.


8. The Stated and Permanent Clerks shall constitute a committee of enrollment, which shall make out the roll of the Synod from the commissions and certified lists of delegates furnished by the Stated Clerks of the Presbyteries.


9. (a) The compensation of the Stated Clerk shall be five hun- dred dollars, and of each of the Permanent Clerks thirty-five dollars, and of the Treasurer, one hundred dollars per annum.


9. (b) All salaried officers and employees of the Synod of Ohio reaching the age of seventy years, shall at the next subsequent meet- ing of the Synod become ineligible to further service.


TREASURER


10. The Treasurer shall be elected by ballot, and shall serve for three years. The official terms shall be reckoned from 1923. He shall deposit the funds belonging to the Synod with a responsible banking institution, in which an account shall be opened in his name as Treasurer of the Synod; he shall present at the annual meeting his report, accompanied with the vouchers and bank book, balanced and settled up to date, all of which shall be audited by the finance com- mittee. He shall be authorized to pay the salaries of the Stated and Permanent Clerks, and, upon the certificate of the Stated Clerk, all charges incurred, under the orders of the Synod, and the railroad fare to and from the Synod of the chairmen of the permanent committees when these are not delegates to the Synod.


11. Officers of the Synod, and committeemen when their reports are under consideration, shall have the privilege of the floor.


PROGRAM AND DOCKET


12. The Moderator, Stated Clerk. Chairman of General Presbyters, the Chairmen of the Synod's Permanent Committees on the Board of Foreign Missions, the Board of National Missions, the Board of Christian Education, the Board of Pensions, together with the program committee of the Women's Synodical Society, the retiring Moderator and pastor of the entertaining church, shall constitute a program committee, who shall prepare the docket, and arrange the program for the meeting of the Synod. The Moderator shall be, ex-officio, the chairman of this committee.


13. Each annual meeting of the Synod shall be opened with a ser- mon by the Moderator, or, in case of his inability to serve, by some other member of the Synod selected by the committee of arrange- ments. The morning sessions shall begin with a devotional service, continuing for at least thirty minutes, and the committee of arrange- ments may provide for the celebration of the Sacrament of the Lord's Supper at or near the commencement of each annual meeting.


MODERATOR-DUTIES


14. At each meeting of the Synod the Moderator shall appoint the following Standing Committees:

(1) Bills and Overtures;


(2) Judicial Business;


(3) Leave of Absence; each to consist of three ministers and two elders;


(4) Finance, three elders. It shall be the duty of this commit- tee to audit the Treasurer's accounts, and to recommend for adoption by the Synod an apportionment to meet the expenses of the Synod. In case of failure any year to make this apportionment, the rate shall be eight mills for each communicant in the several Presbyteries as given in the last published Minutes of the General Assembly. A11 committees, and others, are directed to make their wants known to the Standing Committee on Finance not later than Wednesday eve- ning that proper action can be taken, and recommendations be made.


(5) On the place for the next meeting of the Synod, two minis- ters and one elder.


(6) As many committees on the records of the Presbyteries as there are Presbyteries in the Synod, each committee to consist of two ministers and one elder.


(7) To nominate members of the Synodical Council.


THE PERMANENT COMMITTEES


15. There shall be the following Permanent Committees on the Benevolent tasks of the Church:


(1) Committees on National Missions, Foreign Mission's, Christian Education, Board of Pensions, Social Education and Action, and Minis- terial Relations. These committees shall be responsible for supervis- ing and carrying out the policies and programs of these interests within the bounds of the Synod.


(2) The chairmen of the corresponding Presbyterial committees shall constitute these Synodical committees. There may also be ad- ded to the Committee on Christian Education such increase in mem- bership as will adequately meet the requirements of the special edu- cational tasks within the Synod. There shall be added to Committee on Social Service and Action three elders from the Synod at large. The Committee on Ministerial Relations shall consist of the Chairmen of Presbyterial Committees of Ministerial Relations or Vacancy and Supply or where both Committees exist in a Presbytery, the Chairman of each, together with the General Presbyters, or Executives.


(3) Each committee shall have power to elect its own chairman, and, where necessary, a treasurer, who may, or may not, be of its own number. If chosen from outside the committee, such chairman or treasurer shall thereupon become a member of the committee.


(4) There shall be the following additional permanent committee: the American Bible and Tract Societies.


16. The permanent committees shall present their reports at such time as the Program Committee shall direct.

together with any others needed to fill any vacancies occasioned by death or otherwise.


18. Delegates arriving after the opening session shall report to the Committee on Leave of Absence, giving reasons for tardiness. No member shall leave the Synod before its final adjournment without first having obtained permission from the Committee on Leave of Absence, which shall report to the Synod at the close of the sessions the names of all thus excused. The roll shall be called at the close of the final business session of the Synod, and the names of all absent without permission shall be printed in the Minutes of the Synod.


THE SYNODICAL COUNCIL


19. A. Duties of the Council.


(1) The Synodical Council shall correspond to the General Coun- cil of the General Assembly, in carrying out such executive, adminis- trative and promotive activities as shall be referred to it by the Gen- eral Council or by the Synod.


(2) It shall receive from the Committee on United Promotion the apportionments to the Presbyteries of the annual benevolence budget of the Synod, and shall, subject to its power of review and ap- proval, officially transmit the same to the Presbyteries.


(3) It shall supervise the Synodical treasury of benevolence, and shall see that it co-operates with such unified financial policies and methods as may be adopted by the General Assembly.


(4) It shall exercise such other supervisory and administrative powers as the Synod may, from time to time, commit to it.


(5) It shall meet regularly in connection with each stated meet- ing of the Synod, and also at the call of the chairman.


(6) The expenses of the Synodical Council shall be provided by the Synod in the same manner as other Synodical expenses.


B. Membership of the Council.


The size, membership, and representation of the Synodical Coun- cil shall be as follows:


(1) The Moderator of the Synod, who shall be chairman.


(2) The Stated Clerk of the Synod, who shall be the secretary.


(3) Chairman of the General Presbyters.


(4) The chairman of the Permanent Committee on United Pro- motion.


(5) The Synodical Treasurer of Benevolences.


(6) Three ministers and three elders, elected in three classes, from the Synod at large, to serve for a period of three years. No one of these elective members, having served a full term, shall be eligible for re-election until after an interval of one year.


(7) The president, vice president, and secretary of the Women's Synodical Society; the Moderator of Youth Council of Synod shall be, ex-officio, corresponding members.


(8) The retiring Moderator shall be one of the members elected each year.


UNITED PROMOTION


(I) There shall be a Permanent Committee on United Promotion

which shall co-operate with the Committee on United Promotion of the General Council through the promotive organization of the General Council in carrying out the policies and program suggested by the General Council.


(2) It shall be charged specifically with the developing of steward- ship, missionary education, every-member mobilization, the budget process, and the every-member canvass, and the dissemination of in- formation concerning the work of the Boards and of the Synod.


(3) It shall co-ordinate all promotional work proposed by the Boards or their representatives, and shall correlate the various activi- ties of all agencies operating within the Synod in a harmonious and unified program.


(4) In all matters wherein special cooperation is desired between a Board and the Synod touching upon any present or proposed work within its bounds, it shall be the function of this committee to con- sider the matter with the Synodical Committee and Board interested, and to present the proposal agreed upon to the Synodical Council for action, subject to the approval of the Synod.


(5) The Chairman of General Presbyters shall be the representa- tive of the Synod on the Apportionment Committee of the General Council; and this Committee shall receive from the Apportionment Committee of the General Council the annual benevolence budget for the Synod, and shall recommend to the Synodical Council the apportion- ments of the Presbyteries.


(6) The Committee shall be the channel of communication be- tween the General Council and the Synodical Council, in all matters touching the promotional and benevolence program and activities of the Church.


(7) The Committee shall co-operate with the district office of the Promotive Organization of the General Council, through which it shall receive the suggested plans and program of the General Council, and every assistance possible for the successful carrying on of its work and to which it shall send such information as shall be needful for the de- velopment of future plans.


(8) The Committee shall meet regularly in connection with the stated meeting of the Synod. It shall also meet upon the call of the chairman for the purpose of receiving and apportioning the Synodical budget to the Presbyteries, or for other business that may require its convening. It shall also meet upon the call of the Synodical Council.


(9) The membership of the Committee on United Promotion shall consist of the chairmen of the Committees on United Promotion of the Presbyteries in the Synod, together with the chairmen of Synod's Permanent Board of Foreign Missions, the Board of National Missions, the Board of Christian Education, the Board of Pensions, and the President, Vice President, and Secretary of the Women's Synodical Society.


(10) The committee shall have power to elect its own chairman, who may or may not be of its own number. If chosen from outside the committee he shall thereupon become a member of the committee.

EXECUTIVE SERVICE


20. Executive Service.


1. The executive service for the Synod shall be done under a unified executive service plan in which General Presbyters shall serve such presbyteries as may be grouped together in districts.


2. The General Presbyters shall be responsible for the promotion work of all the Boards and Agencies of the General Assembly and such missionary and pastoral work as the presbyteries of their dis- trict may desire.


3. The General Presbyters of the entire Synod shall be organized as a committee with one designated by Synod as Chairman.


4. One General Presbyter shall be chosen with respect to particu- lar skill in Christian Education. He shall be acceptable to Synod Committee on Christian Education and to the Board of Christian Edu- cation and shall lead in the work of Christian Education in the pro- gram of the General Presbyters.


5. The chairman of the General Presbyters shall be contact man with the Board of National Missions and the General Council and be Synod's representative on the National Staff. He shall be a member, ex officio, of Synod's Committee on United Promotion and shall, by provision of Article 19 B (3) (amended), be a member of the Synodi- cal Council.


6. There shall be a Committee on General Presbyter Service con- stituted of the chairman of Synod's National Missions Committee and the chairman of Synod's Christian Education Committee and the Moderator of Synod. The chairman of Synod's National Missions Com- mittee shall serve as chairman of this Committee on General Presbyter Service. It shall be the duty of this committee to promote, supervise, and coordinate the work of the General Presbyters; to contact the presbyteries, to prepare the annual budget, to enlist the cooperation of the agencies concerned, to set up a treasury and such action from time to time to further the program of General Presbyter Service through -. out the Synod. The work of this Committee on General Presbyter Service shall together with the proposed budget be presented to the Council of Synod to review and approval annually.


7. With the exception of Cleveland and Cincinnati Presbyteries which are specially designated Presbyteries, the General Presbyters shall be selected by a committee representing Synod's Committees on National Missions and Christian Education and the Council of Synod, together with representation from the Presbyteries concerned. The persons so selected shall then be appointed by Synod or Synod's Coun- cil, ad interim, and shall be employees of the Synod.


STATED CLERKS OF PRESBYTERIES-DUTIES


21. The Stated Clerk of each Presbytery shall furnish the Stated Clerk of the Synod, before each annual meeting.


(1) A certified list of the delegates to the Synod. He shall also forward a duplicate list to the chairman of the Committee of Arrange- ments at the earliest possible day.

(2) A list of the officers and permanent committees of the Pres- bytery.


(3) A complete report of Presbyterial acts and changes during the previous year, as directed in the Form of Government, chapter X, section viii.


(4) The names of any ministers who have died during the year, together with their ages, and the date of their decease.


(5) A report of changes that have occurred during the year in the eldership of the churches.


RULES AND AMENDMENTS


22. The General Rules for Judicatories, found printed in the ap- pendix to the Form of Government, and as amended from year to year by the General Assembly, shall be the rules of order for this Synod in all cases not otherwise provided for.


23. The Standing Rules may be suspended temporarily, and for a definite purpose, by vote of two-thirds of the members present and voting.


24. Amendments of the Standing Rules proposed at one meeting of the Synod shall not be finally acted upon until the next annual meet- ing.


25. No chairman or member of any committee or permanent or- ganization of Synod shall be eligible to serve for more than six con- secutive years.
