PREFACE.


The compilation of the Civil and Military List of Rhode Island was designed to commemorate the names of all officers appointed by the General Assembly, who in their day and generation were selected for integrity of character and for purest zeal in the welfare of the conimu- nity, and were always guided by principles of justice and humanity.


From the earliest period a militia force was instituted for its own protection and for the mutual defence of the other colonies, thereby receiving such military training and becoming imbued with such military ardor as to qualify our Rhode Island troops of succeeding generations, through a long line of ancestors, with a martial spirit and efficiency inferior to none of the other colonies.


And owing to the natural position of the colony, bordering upon the sea and divided by Narragansett Bay, Rhode Island has always enjoyed superior maritime advantages, most favorable to commercial enterprise, and was early recognized as a nursery of seamen; and for thirty years prior to 1764 more than two thousand two hundred men were employed annually in that service. The seamen of Rhode Island have always proven their courage, and as early as 1653 active measures were taken against the Dutch, who claimed possession of a part of our territory, and commissions were granted to privateers to defeat that purpose, and their energy so alarmed the United Colonies that controversies arose. This naval enthusiasm so early manifested was always maintained.


In 1676 a flotilla of four gunboats was ordered for the defence of the colony, being the first instance in the history of the colonies where a naval armament was relied upon for defence, and was the germ of a future Rhode Island squadron, one century later, and an ultimate Ameri- can navy.


In 1690 an expedition of two vessels was sent out from Newport to attack the French privateers off our coast, over whom was accomplished

a most signal victory, which, considering the dangers of the sea and the perils of war, clearly proved the courage and hardihood of our early colonists and inspired the people with an intense naval spirit. It was the first victory of Rhode Island on the open sea.


From 1702 to 1709 a few privateers were engaged; but during Spanish war, 1740-49, many complete lists of officers will be found in this compi- lation, as also during French war, 1755-63. In 1759 one-fifth of the population was engaged in privateer service, and one-seventh of the remaining were in the land service of the king.


As commerce was the main source of wealth and plenty in our colony, its loss, occasioned by the enforcement of the Sugar Act by the British Parliament, in 1764, produced such a stagnation of business that it was with the utmost difficulty that the people could exist, and also because of the great distress caused by the unsatisfied claims for large sums expended in the general cause of Great Britain and America, while the proportions of other colonies had been paid; and after repeated rejec- tion of their appeals for remuneration tumults and disorders became frequent, being undoubtedly the first which precipitated a general resist- ance among the other colonies, resulting in the Revolutionary war.


British armed vessels had been placed in Narragansett Bay and along the coast to put a stop to illicit trade, and in 1764 an armed sloop was fitted out from Newport to destroy the British sloop St. John, only resulting in the seizure of the fort on Goat Island and discharging its guns upon the ships of war in the harbor.


The following year the Maidstone affair occurred, showing the inten- sity of feeling amongst the population ; but the year 1769 should ever be memorable as the occasion of the first open and forceful resistance of the colonies to the authority of the British government, which led to their final separation from the Mother Country. On this occasion the sloop Liberty, Captain Reid, was boarded by an indignant populace, at New- port, her armament thrown overboard, and, drifting upon Goat Island, was burned. Thus the first act of the colonies took place in Newport, perpetrated by seamen and those depending upon commerce. This was a similar event as that of the Gaspee, which occurred three years later.


In June, 1775, an act was passed in our General Assembly ordering the equipment of two armed vessels to protect the trade of the colony, and at August session urgent appeals were made to our delegates to use their utmost influence at ensuing Congress for building, at Continental

expense, a fleet of sufficient force for the protection of these colonies ; and at March session an act was passed, under authority of Continental Congress, empowering the Governor or Deputy-Governor to commission with letters of marque any proper person who shall equip, at his own expense, snitable vessels to engage in privateer service, also engaging sixty boats, with oars, for the colony's service. Throughout the Revo- lutionary war a large number of privateers were engaged, rendering most efficient service. To quote from Cooper's Naval History :


"The services that these, as well as the Continental cruisers, rendered to the country by obtaining supplies of many articles which the colonial policy of England had prevented being produced in America, were incalculable. Without the succors that were procured in this manner, the Revolution must have been checked at the outset."


And while England looked upon our land force as of slight conse- quence in resistance to her well-trained troops, the more intelligent of her population soon began to realize the serious havoc occasioned by the courage and intrepidity of our bold and venturesome seamen engaged in the privateer service ; and her newspapers and periodicals were loud and earnest in begging for a cessation of hostilities so ruinous to her commerce and so scandalous to her boasted supremacy as a maritime power.


Several hundred vessels, with cargoes, valued at nearly $50,000,000, were captured by cruisers and privateers during Revolutionary war, and many thousand prisoners, and during war of 1812 over $40,000,000 in prizes and vessels, and still larger number of prisoners; and British commerce was so affected that prices of staple provisions and insurance rates advanced enormously, till England felt forced to retire from the contest.


The records concerning privateers are very incomplete, and only name of vessel and captain, in many cases, can be found; but all mentioned in this compilation received commissions from this colony or State, as by original letters of marque in office of Secretary of State and from in- formation obtained from admiralty papers, and records of District Court, and collectors' offices, and from State Department at Washington.


Officers from Rhode Island in the regular army and navy from organ- ization to 1850 are also given, and all officers in Continental service from Rhode Island, whose names and rank do not appear upon Rhode Island State records, are also given in this compilation.

A list of officers in the first Continental navy, under command of Com- modore Esek Hopkins, is here given ; and because most of the higher offices were held by sons of Rhode Island we may feel a pardonable pride that this naval force took its rise from our little colony, and from its small beginning our splendid and glorious American naval establish - ment has assumed such importance as now to stand with unrivaled repu- tation throughout the whole world.
