INTRODUCTION.


1650


The Tax List of the Town of Providence dated 1650, found among the town's papers numbered 039, contains the names of fifty-one persons supposed to be tax payers of that date. Upon examination it is found that thirty-nine of them have homes on the Towne Streete, while twelve of them are living at Pawtucket or in Newport.


Of the total tax assessed (456,05s.00d.), the twelve liv- ing out of town were to pay £22,08s.00d., and the thirty-nine who are living in town were to pay 633,17s.00d.


It would seem that only improved land, with houses, crops or cattle thereon, were liable to tax at this time; and that while all had rights in common or undivided land, those who had deeds of a part of their land in their own names were larger tax payers than those who retained all their land in the common fund, in order to trade their rights at a more favorable season.


The character of the first houses that were built in Providence Plantations and that have been located on the 1650 Map, may be imagined with the aid of the letter of Secretary Tienhoven of the New Netherlands.


Writing in Dutch, March 1650, for the' information of those who wished to settle in the new country he says: "That those in New Netherlands and especially in New England, who have no menas to build farm houses at first according to their wishes, dig a square pit in the ground cellar fashion, six or seven feet deep, as long and as broad as they think proper, case the earth inside all round the wall with timber, which they line with the bark of trees or something else to prevent the caving in of the earth; floor this cellar with plank and wainscot it overhead for ceiling, raise a roof of spars clear up and cover the spars with bark or green sods so they can live dry and warm in these houses with their entire families for two, three and four years, it being understood that partitions are run through those cel- lars which are adapted to the size of the family.


"The wealthy and principal men in New England, in the beginning of colonies commenced their first dwelling houses in this fashion for two reasons: Firstly, in order not to waste time building and not to want food the next season; secondly, in order not to discourage poorer laboring people whom they brought over in numbers from Fatherland.


"In the course of three or four years when the country became adapted to agriculture, they built themselves hand- some houses, spending on them several thousands.


"After the houses are built in the above described man- ner or otherwise, according to each person's means and fancy, gardens are made and planted in season with all sorts of pot herbs; principally parsnips, carrots and cabbage, which bring great plenty into the husbandman's dwelling. "The maize can serve as bread for man and food for cattle. The hogs, after having picked up their food for some months in the woods, are crammed with corn in the fall; when fat they are killed and furnish hard and clean pork.


"Outside the village or hamlet other land must be laid out which can in general be fenced and prepared at the most trifling expense." (The original letter is in the Archives at The Hague. See documents relating to the Colonial History of New York, vol. I., page 368)


The Map is supposed to be divided into North, East, South, West and Middle Sections to facilitate the finding of the names.


The Home Lots are in the Middle Section, where most of the names are to be found.


1765


There was neither Central nor India Bridge in the Town of Providence, as shown on the 1765 Map, except such as existed in the minds of the gentlemen who met at the house of William Pearce on Monday, February 1st, 1773,


to consider some method for erecting and building a bridge across the lower Ferry to the Town of Rehoboth. In 1793, twenty years after, both bridges were completed.


There was very little building of highways in the Town of Providence before 1700. At first the townsmen, when travelling on foot or horseback, utilized the old Indian paths they found here. Later they staked out roads leading to some of the farms in the woods, leaving to the adjoining farmers the task of making them usable.


There was little need of going to Town, as the town street had been partially abandoned for the farms.


The first settlers were farmers by necessity, and it was from their farms that all their material wants and those of their families. were supplied. All the substance of their food and clothing was produced within the circle of the household.


In the early days there were no shops in town, with store goods for sale. The extra wants of the household were supplied by the pack peddlers from Newport or Hartford. llence, for many years there was scant improvement and little use of the highways.


Highways that had been laid out and found to be un- used, were leased by the Town Council, for a term of years to some enterprising townsmen to be fenced and cultivated. Horse Pasture Lane, now known as Camp Street, was en- closed for years and occupied by adjoining owners.


None of these Highways in 1770 were graded, paved or curbed, nor were they lighted at night except by the indi- vidual lantern or tallow candle in the house window.


After heavy rains, pools of water and washouts from the side hills had to be avoided by the traveller, and repairs repeatedly needed were rarely made.


These streets were all the merchants had over which to transport their rum, molasses and lumber, to and from the wharves and warehouses. They were all the avenues the women had when out on social calls or shopping; they were all the main-travelled ways the towns people had when they went to church or town meeting.


There was nothing better in existence in the Town of Providence before the Revolution.


The Central Part of the Town of Providence in 1770, as shown on these Maps, included that part of the town called by the General Assembly at its session in February 1759; "The Compact Part of the Town of Providence."


The Act passed by the Legislature provided, in case of fire breaking out in the town, for preserving goods endan- gered thereby, and presenting the limits of a fire district.


This district was to comprehend the house of Jabez Whipple (No. 1) and that of Peter Randal standing oppo- site, and from thence southward all the buildings that are or shall be erected butting on or near adjacent to the streets, both old and new, to the utmost extent (No. 2), together with all the mills and houses in that part of said town which is called Charlestown (No. 3) as far westward as the Town Pound (No. 4), and all such part of the town as is called the point, west side of the Great Bridge as far westward as the Burying Place (No. 5).

It was because of the fire that destroyed the Colony Court House on Christmas Eve, 1758, with the books of the Providence Library contained therein, that this action of the Legislature was taken. It gave a fire department to the town, a name to the thickly settled part which continued in general use for many years.


It also gave independent control to a committee, over and beyond the town authorities of that part of the town endangered by a fire, and also the right to assess and collect taxes, called Rate Streak, to raise money to carry out their objects.


The addition of the names of some of the first owners of the Home Lots will indicate the ribbon-like shape in which the land was originally laid out.


It will be understood that for seventy years the land on the west or water side of the Towne Streete was common land, unoccupied and unused except for the storage of such products as the farmers brought to town while waiting trans- portation to a market.
