In March, 1761, the General Assembly voted to raise 666 men for the ensuing campaign. These men were to serve until November first unless the campaign ended previously. John Whiting was made Colonel. The commissioned officers, as was the custom, had to enlist a certain number of men in order to qualify for their commission. The campaign was for the most part garrison duty. In October Col. Whiting and a com- pany of 66 men were detailed to garrison Fort Stanwix, and the rest of the Rhode Islanders returned to Albany and thence by water to Providence.
In February, 1762, the Colony voted to raise 666 men for the year's campaign. In March an act was passed to raise 178 men for H. M. regular army. Samuel Rose was made Colonel of the Rhode Island regiment. The first detachment was hur- ried to New York in May and shipped to Cuba. The Rhode Island contingent was commanded by Lt. Col. Hargill and con- sisted of (187 or, as some accounts say, 210 men), being the first detachments of the companies under Hargill, Fry, and Russell. The remainder of the regiment, the second detach- ment, went to Albany under Col. Rose. Havana was captured by the Colonial and Regular troops on August 13th, 1762, and the Rhode Islanders returned home in November, having lost about half their number through sickness and battle. Another 179 men enlisted in H. M. regular army during the latter part of 1762 and early part of 1763. Capt. Cornell with 66 men served at Fort Stanwix during the winter of 1762-63, but were disbanded in July, 1763.
In the later years of the war the English arms had been successful not only in Canada and the West Indies, but also in India, where Clive was laying the foundations for a large empire. On the European battlefield, too, England and her allies had finally obtained the ascendency, Sweden and Russia

having withdrawn from the conflict. These conquests had but little effect upon Rhode Island, who found herself, upon the declaration of peace, facing the problems of reorganization with her chief source of income (privateering) abruptly cut off, and her population and wealth sorely depleted by the late war.
On Tuesday, February 8th, 1763, the King's Proclamation of Peace was publicly read in Rhode Island.
In February, 1755, a Committee of War consisting of five members was constituted, and given the control and direction of the military activities of the Colony. The membership of this board was augmented from time to time, and continued to exercise its important functions throughout the war, although subject to the resolutions of the General Assembly, which created it.
Councils of War were held occasionally but were of local rather than of general importance. They consisted of the Governor and Deputy Governor, the Assistants from the town, and the Colonels, Lieutenant-Colonels, Majors, and Captains or those acting as such, of the militia companies of the County in which the Council was held. When at Newport the Cap- tain of Fort George was also included.
The size of the companies varied from fifty to one hun- dred men, and the regiments from five to thirteen companies, as the exigencies of the situation demanded. Each regiment was commanded by a Colonel, with his staff, consisting of a Lieutenant-Colonel, a Major, and an Adjutant. Usually each regiment had a Chaplain, a Commissary, and a Surgeon. In some campaigns a Deputy-Commissary, a Quartermaster, a Sutler, an Assistant Surgeon, and an Armorer were attached to the regiment. In no campaigns did two Rhode Island regi- ments operate in the same expedition. In the campaign of 1762 the Rhode Island regiment was divided into two detach- ments, the one operating about Albany being under the Colonel, and the one taking part in the siege of Havana being under the Lieutenant-Colonel.

Each company had a Captain, a Lieutenant and an Ensign and in some campaigns a Second Lieutenant also. The first, second and third companies were (except in the campaign of 1755) under the command of the Colonel, the Lieutenant- Colonel and the Major, respectively. The First Lieutenant of each of these three companies was often styled Captain-Lieu- tenant and drew a Captain's pay. The regiment's Adjutant was chosen from the company Lieutenants and acted in both capacities. The non-commissioned officers were Sergeants and Corporals and usually two drummers were considered as neces- sary for each company.
