First Class-Letters and all matter sealed so that it cannot be examined without breaking the seal exeept proprietary artieles of merchandise, in simplest merean- tile form, not in themselves unmailable. Postage 2 eents per ounee or fraetion for United States (including Hawaii, Porto Rico, Guam, Canal Zone and the Philip- pine Archipelago or Tutuila, Mexico, Canada, Cuba and Republie of Panama). At least one rate (2 cents) must be prepaid to insure forwarding. Government pos- tal eards, United States, Cuba, Mexico, Canada and Republie of Panama. 1 eent. Post cards, private mail- ing eards, printed and prepared for mailing for the
publie, require 1 eent postage. Letters and postal cards ean be forwarded from one post office to another without additional prepayment of postage. All other matter can be forwarded only by prepayment of addi- tional postage. Registry of first-elass matter, 15 eents to $1.00. Return receipt on either registered or in- sured matter a fee of 3 cents is charged

Third Class-All mailable matter not ineluded in first or second elass when sent in packages weighing up to and including 8 ounees. Rate, 1} eents for each two ounees or fraetion; except books, catalogues, seeds, plants, bulbs, seions, etc., up to 8 ounces, may be transmitted in the mails for the U S with postage pre- paid at 1 eent for two ounees or fraetion thereof. The limit of weight of packages of this elass is 8 ounees
Bulk lots of identical pieces of third elass matter may be mailed under section 435} Postal Laws and Regulations in quantities of not less than 20 pounds or 200 pieces at lower rates. Consult post office for rates and conditions

38 MISCELLANEOUS DEPARTMENT PARCEL POST INFORMATION
Parcels weighing eight ounces or less are third class and mailable at the rate of 13 cents for each two ounces or fraction thereof, except books, catalogs, seeds, plants, bulbs, scions which are subject to postage at the rate of 1 cent for each two ounces or fraction thereof. Parcels weighing more than 8 ounces are mailable at the following pounds rates, a fraction of a pound being considered a full pound.
