The object of this Institution is to encourage a taste for reading books of history, science and the arts, and beget a literary taste among mechanics of our city. It was incorporated in 1824, and been instru- mental in doing good. It has, by the fostering aid of the city, been enabled to build a hall for Lectures, besides having room in the lower story for a library and a variety of statuary and ornamenlal presents. It is also the receptacle of many books, &c. sent as donations for the bene- fit of the young. Every parent, guardian or master should become a subscriber to entitle him to the privilege of giving orders for books, the use of his child, ward or apprentice

By an Act of the Legislature, passed December, 1825- The Board of Trustees of the South-Carolina College, consists of the Governor of the State, the President of the Senate, the Speaker of the House of Representatives, the Judges of the Court of Appeals, the Circuit Judges of the Court of Law, and the Chancellors, ex-officio, and twenty persons to be elected by the joint ballot of the Senate and House of Representatives, to continue in office four years.

Free Schools in Charleston.
The Commissioners of Free Schools, at the session of the Legislature in 1849, reported 1023 Schools and 1019 Teachers in the State, in which 9122 scholars were taught ; which cost the sum of $40,561. These Schools are under the superintendence of Commissioners for each Parish ; the number in those for St. Philip and St. Mi- chael, are 491. Pilots must be furnished with a License. Not to absent themselves, nor hire out their boats, under a penalty of $100, with costs and the loss of License. Cruising or standing out to sea, must offer his services first to the vessel nearest the Bar, except when he sees a more distant vessel in distress, under penalty of $50, with costs. Must bring vessels to Quarantine Ground, and remain on board until the Port Physician shall permit him to depart, under the penalty of $50, with costs. Brings in a vessel shall have the exclusive right to take her out again. Shall receive additional fees for boarding vessels to the leeward of the Bar, or for tak- ing charge of any vessel at the distance of ten leagues from the Bar, shall be entitled to receive $4 for every day of his being on board, previous to her coming into port, over and above the fees established. If directed by

the master of an inward vessel to anchor in the Roads, and afterwards to bring her up to the City, shall be entitled to $4 for such extra service. Bringing in a vessel, may demand their fees before she departs, and refuse to carry her out, if such charges are not duly paid ; no other pilot shall have a right to carry her out, on pain of being liable to such pilot for the fees of bringing her in and taking her out, as well as for any other char- ges that may be due to such pilot on account of such vessel ; and when- ever a pilot, entitled to carry out a vessel, is apprehensive that his fees of pilotage may not be paid by her master, or owner, or consignee, after he brings her over the Bar, he shall have a right to demand his fees in ad- vance, or sufficient security for payment thereof ; and on failure thereof, to refuse to carry her out, in that case also, no other pilot shall have a right to carry out such vessel, on pain of being liable to the former pilot for the fees of her pilotage. Shall notify Masters of vessels of the duties required of them, by the Port Regulations. To furnish the Master, in writing, his name and place of residence, and the name and number of the Boat to which he is attached.
