To the Taxpayers of West Rutland :
We respectfully submit the following as a report of the several town officers for the past year. All bills contracted by the present board have been paid. The expense of sup- porting the town poor exceeds that of the previous year by about $200.00; nearly one-half of this amount was on ac- count of increase in burial expenses. On account of the de- crease in population in this town, shown by the census of 1900 we had to pay back to the state $ 1,733.26 of the United States surplus fund, which took more than the tax of ten cents on the dollar, of grand list raised to apply on the town debt. After deducting this amount, the general ac- count shows a decrease of nearly three hundred dollars from that of the preceding year. In 1900 the grand list was re- duced $215.78 and the rate of taxation was reduced from 143 cents on one dollar of grand list in 1899 to 127 cents in 1900. This decreased the amount of taxes collected, leaving us less by $ 2,483.37 than the previous board had to pay town expenses and apply on town debt.

Report of Superintendent of Schools.
To the School Directors and Citizens of West Rutland :
I have the honor to submit to you the following report of our schools for the last year. During the past year we have maintained 15 schools-8 in No. 21, 5 in No. 7, and 1 each in No. 6 and No. 8. There have been 374 pupils enroll- ed in No. 21, 224 in No. 7, 46 in No. 6, and 27 in No. 8, mak- ing a total of 671. The text books in history, geography, English, arithmetic, and the first, second and third grade readers have been chosen for the next five years and purchas- ed. Miss Shangraw has been employed since last September as assistant in the High School Department. In addition to her High School duties she has instructed several classes in the sub-high School Department. The assistant has en- abled us to have five more classes in high school subjects than were held during the spring term, thus giving the pupils a wider choice of studies. Book-keeping is now taught throughout the year, for the benefit of those pupils that have not the opportunity for pursuing a full high school course but wish to acquire a knowledge of commercial methods.
Since the superintendent has had an assistant to leave in charge of his department, he has been able to devote a por- tion of each day to the supervision of the schools of the town. In his inspection of the schools, he has usually found that our teachers are tactful in the management of their pupils, and that the methods they employ are in accordance with the most approved principles of pedagogy. One of the effects of this is that our pupils do not form a dislike for school and drop out when they reach the higher grades and the High School, and that the enrollment in the last two grammar grades and the High School Department is larger than last year. We have an efficient corps of hard working

and conscientious teachers who believe it is their duty, not only to develop the minds but also the characters of their pupils-not only to teach them to earn a living but, what is far more important, to become good and useful citizens. Consequently our schools have a class of boys and girls of which we may justly be proud.
Monthly teachers meetings are now held, at which the teachers either listen to an address by an experienced educa- tor or discuss educational subjects. Uniforn examinations are established in all the schools in the fifth, sixth, seventh and eighth grades, while the Regents Examinations are now conducted in the ninth grade and high school subjects, both in No. 21 and in No. 7. The object of these examinations is to make the work done in the different schools uniform and to lead the teachers and pupils to feel that they are mem- bers not of their particular school but of the West Rutland Schools.
The resignation of Miss Carmody necessitated a change in the arrangement of the teachers in No. 7. Consequently Miss Maughan who had shown special aptitude for primary work was transferred from the second primary grade to the first primary, and Miss Leamy, a graduate of the New York State Normal College, was appointed to fill the vacancy.
At present, our greatest need is the repair and renova- tion of the hill school building. The desks and seats in some of the rooms are antiquated and are so placed that the light received is very poor.

Library Association.
There have been 5504 books loaned during the year. The entire library has been renumbered and arranged ac- cording to a catalogue which has recently been issued and about seventy new volumes have been placed on the shelves. The reading room department has been kept up as in pre- vious years. The receipts from fines are $11.18 of this $3.45 has been used for current expenses and the balance $7.73 has been paid into the treasurey.
We would respectfully recommend a 2 per cent tax for the ensuing year.

The legal 'voters in Town Meeting of the town of West Rutland, Vt., are hereby warned to meet at Campbell's Rink on Tuesday the 5th day of March A. D., 1901, at 9 o'clock in the forenoon, to act upon the following matters, to wit:
1. To choose all necessary town officers required by law.
2. To see if the town will vote to raise the 20 per cent highway tax as re- quired by law.
3. To see if the town will vote a State highway tax of 5 cents on the dollar, as required by law.
4. To see if the town will vote to appropriate 20 per cent of the highway fund for the sidewalks.
5. To see if the town will vote a State school tax of 8 cents on the dollar, as required by law,
6. To see if the town will vote a State tax of 15 cents on the dollar, as re- quired by law.
7. To see if the town will vote a tax of 2 cents on the dollar to defray the expenses of the library and for the purchase of new books.
8. To see if the town will vote money to pay the current expenses and in- debtedness of the town, and to see at what time the same and the highway tax shall be payable.
9. To see if the town will vote to give the constables the jurisdiction of the State in serving criminal processes.
10. To see what action the town will take in regard to lighting streets after the expiration of the present contract.
11. To see if the town will vote a tax to defray the expenses of electric lights.
12. To see if the town will vote to pay all taxes direct to the town treas- urer as required by law.
13. To see if the town will vote to appropriate money for observance of Memorial day.
14. To transact any other necessary and legal buisness.
