REPORT OF SUPERINTENDENT OF SCHOOLS.
In laying before you the annual report, it gives me pleasure to affirm that, with a few exceptions, signal success has char- acterized the work of instruction during the past year. The town system has proven a great benefit, especially in the sparsely settled districts that did not provide good schools for themselves. Nearly all of our school-rooms are in good re- pair and well provided with necessary appliances for instruc- tion. The free text-book system is another educational advancement, and has been heartily welcomed by all who believe in progress and improvement. Our teachers have been furnished valuable help by our State Superintendent, who has prepared a course of study comprising the work of nine years or nine grades, and is intended to prepare pupils for admission into higher institutions of learning. It is not intended that this course of study shall prescribe the exact amount and character of the work to be performed by each school during each school year, but is intended for guidance in regard to kind and amount of work and method of accom- plishment.
There have been twenty-seven terms of school in town, varying in length from eight to twelve weeks. In many of these schools I have found discipline of the highest order, method of instruction beyond criticism, while on the other hand, in a few schools, I have found a lack of one or both of these qualifications.
When pupils are convinced that the teacher is their true friend, all their sentiments of generosity, gratitude and love conspire to lead them to render cheerful obedience. Govern- ment then becomes easy ; instruction no longer irksome.
I take pleasure in presenting the following tabulated state- ment of all the schools in town.
Respectfully submitted,
ESTHER B. DOUGLASS.
