HISTORICAL SKETCH.
THE Congregational Church, in what was known as the East Parish of the town of Rutland, in what is now the village of Rutland, was organized October 5th, 1788, under the articles which are given in the following pages, with but few, except verbal, alterations.
The change in Article 4, substituting ~ adult members " for " brethren," was made, and the former Article 14 was omitted, by vote February 19th, IST4.
The Profession of Faith and Covenant, which are used in the admission of members, are the same in substance as those adopted by the church in January, 1791. The Standing Rules are the embodiment of votes and resolutions passed at various times from that date to this.
The church has had seven ministers, including Dr. Williams, who was not installed. Their dates of service are given further on.

Articles.
The first house of worship was on the road leading north from the village and was occupied in 1735. The second house was built in 1819, on the ground now occupied by the dwelling house of Col. G. A. Merrill. The present house was dedicated June 14th, 1860. . The chapel was added in 1878, and was first occupied for service on the last Sunday of the year.
ARTICLES.
We, the subscribers, being pursuaded that we are called by God to form ourselves into a christian church, entering into covenant with God, and with each other, to walk in all the commandments and ordinances of the Lord, and to watch over and assist one another in love and faithfulness, and devoting ourselves, with all we have, to the service of Christ, and to promote His interest and kingdom, do agree in the following articles, which we think agreeable to the word of God, and important and necessary to be observed, in order to the best regulation and prosperity of a church of Christ.
ARTICLE 1. No one is qualified, in the sight of God, to be a member of a christian church, unless he

is a true believer in Jesus Christ, so as to be His real friend, and obedient to Him ; and therefore none ought to be admitted to membership in the church of Christ, but those who appear to understand the doctrines and precepts of the gospel, and profess true repentance and faith in Christ, and engage hearty obedience to Him, and whose conversation is agreeable to such a profession and engagement.
ARTICLE 2. The children of those believers who are members of the visible church, and who observe all things which Christ hath commanded, are included in the covenant with their parents, and are proper subjects of baptism, and ought to be given up to Christ in that ordinance ; but no other children may be baptized.
ARTICLE 3. A careful and strict discipline is to be exercised and maintained by every particular church, over all its members ; being very careful and cautious in admitting members, that none be admitted but such as appear to have the qualifications above mentioned ; watching over one another, and reproving and admonish- ing those who walk disorderly, contrary to their profession and engagement : casting such out of the church, who, after proper admonition, continue impeni- tent and unreformed. The rule for the discipline of offenders is given by Christ, in Matt. 18 : 15-17, which is to be observed in all cases, without any other exception than what is contained in our Saviour's caution, " By the mouth of two or three witnesses shall every word be established." the church may, nevertheless, proceed to inquiry and discipline, as circumstances seem to require, although the accused may not have been visited in private.
ARTICLE 4. In all cases to be decided by the church, the vote of the majority of the adult members present must be considered as the act of the church, excepting in matters of great importance, when the church shall judge a greater unanimity necessary.
ARTICLE 5. As the pastor of the church is to act as moderator, he is to give all the light and assistance he can to the church, in all matters of discipline before them ; but is to be considered not under obligation to give his vote in any matter wherein he shall judge proper to be silent.
ARTICLE 6. Every church has a right to choose its own pastor, but he is to be ordained to the work of the ministry " by the laying on of the hands of the presbytery ;" that is, by the advice and concurrence of ordained ministers of the gospel assembled in council.
ARTICLE 7. There ought not to be any appeal from the judgment and decision of any particular church, to any other higher judicatory, which has authority to set aside what it has done ; but each church hath full power to determine within itself, and for itself, who shall be admitted as members, and who ought to be censured and cast out, and to decide all other matters that may be before it. But in difficult matters, or when a member shall be aggrieved by the decision of a church, we judge it expedient to call in a council for advice.

church who have been baptized, is of vast importance and the parents have solemnly engaged, to God and to the church, to bring them up in the nurture and admoui - tion of the Lord, the Church ought to take a particular care of this matter ; and when there appears to be a great neglect, the faulty parent is to be admonished, and rejected if he does not reform.
ARTICLE 9. The members of the church should meet together before their attendance on the Lord's Supper, which ought to be once in two months; and should have other frequent stated meetings, which all, both male and female, ought to attend ; that they may pray together, converse freely on matters relating to their profession, receive instruction and exhortation from the pastor, as time and circumstances admit and require, and act upon the business that may come before the church.
ARTICLE 10. As the church is a public society, and a city set on a hill, that cannot be hid, the members of it ought to be admitted publicly before the congregation ; and, when any person falls under the censure of the church, he ought not to be restored until he makes a public, credible profession of repentance ; and when the church rejects any of its members, it ought to be done publicly.
ARTICLE 11. It belongs to the church to choose its pastor, with the concurrence of the congregation, and to see that he is well supported, so that he may give himself wholly to the work of the ministry.

ARTICLE 12. The church ought to take a kind and tender care of all the poor members who need assistance.
ARTICLE 13. The church ought to choose two or more deacons to provide for, and attend upon, the table at the Lord's Supper, and to receive and distribute the contributions of the church.
ARTICLE 14. As we accept and believe in the Scriptures, as our only and perfect rule of faith and practice, therefore the foregoing articles are to be considered no longer binding upon the church than while they appear to us agreeable therewith ; but to be liable to such alterations, amendments and additions as we shall hereafter judge the word of God requires.
STANDING RULES.
1. The annual meeting of the church for the choice of officers and committees, to hear reports, and for the transaction of other business, shall be held on Monday after the first Sunday in January.
2. The officers shall be a treasurer and an auditor of the church ; a superintendent, assistant superintendent, and treasurer of the Sunday School, who shall report at the annual meeting.
3. There shall be a committee of at least three members, to be known as the Committee of Discipline, whose duty it shall be to receive complaints, enquire into cases of public scandal, prepare cases for action, and to report to the church when they judge proper.
4. There shall be an Examining Committee, to consist of the Pastor and Deacons, and at least two other members, whose duty it shall be to examine all persons who present themselves for church membership, They may meet at the close of the Thursday evening meeting, and at any other time that shall seem best. They shall also act as a board of advice on all matters relating to the interests of the church.

5. Any persons desiring to join the church, shall make such desire known to the Pastor. If the Examin- ing Committee are satisfied as to the knowledge, experience and general character of the candidates, they shall be propounded for admission to the church at least one week before being received. If no objection is made, the Pastor shall proceed, on communion day. to admit them to membership in the church, in the manner prescribed in the form of admission.
6. Members of other Evangelical Churches may be . received to this church on their presenting a letter of dismission and recommendation to us. Such letters are to be read to the church at preparatory lecture, and the persons presenting them may be received to membership by vote.
7. Members in good standing of other Evangelical Churches, are cordially welcomed to our communion. If they are to reside permanently with us, they are invited to connect themselves with our church. If they shall neglect to do so for more than a year, yet still desire to sit with us at the Lord's table, it is expected that they will give the Pastor or Deacons a satisfactory reason for their delay.
8. Every member of the church removing to a place of residence distant from us, should take a certificate of church membership, and should procure, without need- less delay, a letter of dismission and recommendation to some church in his vicinity, with which he can heartily unite. It is an irregularity to be condemned,

for any member of this church to join another church, without first taking from us a letter of dismission.
9. Any member charged by the Committee of Discipline with a scandalous offense, shall be suspended from communion until such charge is investigated.
10. It is considered by this church that either the sale, furnishing or habitual use of intoxicating drinks as a beverage, is inconsistent with the spirit of the christian profession and is an offense deserving church discipline.
11. A collection shall be taken at the conclusion of every communion service, to defray the expenses of the communion table and to aid the poor of the church, to be expended under the direction of the Pastor and Deacons. 'Collections for objects of christian benevo- lence shall be taken at such times and in such ways as the church shall direct.
12. A preparatory lecture shall be given on the Friday afternoon before communion. A meeting for prayer and conference shall be held every Thursday evening, excepting that preceding preparatory lecture. A prayer meeting shall be held also on Saturday evenings. Any ordinary church business may be transacted at either of the meetings of the church.
THE PARISH LIBRARY.
A Parish Library was begun in January, 1875, which, it is hoped, will become in time a valuable and useful collection. Members of the congregation can make free use of the books, subject to the rules, and they are urged to contribute to its enlargement.
Form of Admission of Church Members.
The candidates shall present themselves before the pulpit while the minister is repeating the following verses of Scripture ;
"Come unto me, all ye that labor and are heavy laden, and I will give you rest."
" If thou shalt confess with thy mouth the Lord Jesus, and shalt believe in thine heart that God hath raised him from the dead, thou shalt be saved."
The minister -hall then address the candidates as follows :
You believe in one only living and true God, of whom, and through whom, and to whom are all things.
You believe in Jesus Christ as the Son of God, and very Good, the only Mediator between God and man, the Head of the church and Judge of the world, who hath redeemed you with His most precious blood, from a state of condemnation for sin, and of utter ruin.
You believe in the Eternal Spirit, the Sanctifier and Comforter.
You believe in the Scriptures of the Old and New Testaments, as given by divine inspiration, and contain- ing the only sufficient and infallible rule of faith and practice.
You believe in the resurrection from the dead ; of the

righteous to everlasting life, and of the wicked to everlasting destruction from the presence of the Lord.
Do you thus believe?
To those who have been baptized the minister shall ay,
You who have already been baptized desire and profess now to accept that act as the outward form, which signifies your engrafting into Christ. and your engagement to be the Lord's.
To those who are to be baptized the mini-ter shall say,
You desire now, by the sacrament of Baptism, to confess the name of Christ, and to indicate your belief that he has accomplished in you that remission of sin, and regeneration by his Spirit, of which he makes this form the sign and scal.
BAPTISM.
Confessing and deploring your past sins, and striving after that true repentance which is unto salvation, You DO NOW PROMISE, in humble reliance on divine grace, to make it your continual endeavor to obey and serve God in all things. You promise to pray and labor for the prosperity of this church, submitting to its proper authority, and seeking, through a due regard to its ordinances, growth in grace and in the knowledge of our Lord and Savior Jesus Christ. And you promise by the purity of your life, the earnestness of your faith, and the ardor of your work, to do all that you can to aid the church in its great mission of saving souls.
Do you thus promise ?

We, then, in the name of the Great Head of the

church, affectionately welcome you to fellowship with us in the household of faith. We gladly receive you to our own communion, and rejoice with you in all the privileges of the Father's house. And we hereby pledge ourselves to give you that brotherly love and sympathy which is required by a common membership of the body of Christ. We will walk together in mutual affection and dependence upon our Lord, seeking to guide and strengthen each other by our common faith and hope.
Now unto Him that is able to keep you from falling, and to present you faultless before the presence of His glory with exceeding joy, to the only wise God our Savior, be glory and majesty, dominion and power, both now and forever. AMEN.
