We have examined the accounts of the town officers and find them correct and have audited the same and therefrom we recom- mend raising on the Grand List of 1918 the following rates of taxes :

10 cents State School Tax


5 cents Permanent Highway Tax

25 cents Highway Tax


95 cents Current Expenses and indebtedness

WARNING


The legal voters of the Town of Rochester are hereby notified and warned to meet at the Town Hall in Rochester, Vermont. Tuesday March 5, 1918 at 10 o'clock A. M. to act upon the fol- lowing matters :


ARTICLE 1-To elect a moderator for the year ensuing.


ARTICLE 2-To elect a Town Clerk for the ensuing year.


ARTICLE 3-To hear the reports of the Town Officers and act upon the same.


ARTICLE 4-"To see if the town will vote to approve and adopt an act of the General Assembly of the State of Vermont, entitled 'An Act to Authorize the Employment of General Town or Municipal Managers' ".


ARTICLE 5-To see how many road commissioners the town will have.


ARTICLE 6-To see if the town will vote to empower the selectmen to appoint the road commissioner or commissioners according to the vote of the town on the preceding article.


ARTICLE 7-To elect all other legal officers for the year en- suing.


ARTICLE 8-To see if the Town will vote to take advantage of Act No. 48 of laws of 1915, entitled, "An act to facilitate the assessment and collection of poll taxes".


ARTICLE 9-To see if the town will vote to raise a sum of money in addition to the amount now required by law, to take advan- tage of the State Aid Law, and if so, how much.


ARTICLE 10-To see if the town will vote to have the state take care of the selected highways.


ARTICLE 11-To see what sum, if any, the town will vote for the Town Library.

ARTICLE 12-To see what sum, if any, the town will vote for the proper observance of the next Memorial Day.


ARTICLE 13-To see if the town will vote to have printed town reports.


ARTICLE 14-To see if the town will vote to pay for the bond- ing of town officers.


ARTICLE 15-To see what sum, if any, the town will appro- priate for the benefit of the band.


ARTICLE 16-To see if the town will vote a sum of money, and if so, how much, for the County Agricultural Extension Work.


ARTICLE 17-To vote upon the following : "Shall license be granted for the sale of intoxicating liquor ? Shall license of the fifth class be granted in this town."


ARTICLE 18 -- To see if the town will vote to accept a deed of the land near the railroad station which is now deeded to Geo. L. Greeley, Trustee, to be used and kept for athletic purposes.


ARTICLE 19-To raise money to defray the expenses of the town and to pay the State, State School, State Highway and County Taxes, to meet the appropriations of this meeting and also to pay the indebtedness of the town.


ARTICLE 20-To do any other necessary business.

Report of the Directors of Rochester Town School District


To the Auditors :


Gentlemen ;- In conformity to the requirements of law, the following brief report is presented for your consideration.


Thus far this year, only six schools have been maintained in the Town district, the schools at West Hill and at Little Hollow having been temporarily discontinued. At the opening of the fall term there were only four pupils on West Hill, and it was thought best to transport these to the Corner school. After several weeks six more pupils moved into that neighborhood, for a short time, but they were also transported to the Corner school, as it was difli- cult to secure a teacher and the expense of transportation was considerably less than that of running another school. It is ex- pected that other families are to move onto West Hill in the near future, and, if so, a school may be maintained there next spring.


For good and sufficient reasons it has been found impossible to run a school at Little Hollow. Four teachers have been engag- ed for that school with the net result, a half day session. Three decided that they did not care to undertake the task and the fourth

taught the one half day. It is practically impossible to find a boarding place within a reasonable distance of the school, and other inducements are not sufficiently tempting to a teacher. The seven pupils in the Hollow are being transported, six to Bethel Gilead, and one to a Braintree school. The expense somewhat exceeds the normal cost of running the school.


On account of the scarcity of labor and the high cost of ma- terial, no extensive repairs have been attempted. Before it was known that there would be no school at Little Hollow, repairs were begun on that building and these were completed. The build- ing was newly underpinned, a new floor laid in the entry, new win- dows put in, and the inside painted and papered. These were absolutely necessary repairs. The total expense was about eighty dollars.


We believe that the six schools maintained are being ably conducted by their respective teachers and that, everything con- sidered, the unusually severe winter and other abnormal conditions satisfactory results are being obtained and the money well expended
