The legal voters in Town Meeting in the Town of Sandgate are here by warned and notified to meet at the Town Hall, in said Town of Sand gate, on the 4th day of March, 1919, at 10:00 o'clock in the forenoon to transact the following business:
Art. 1 .- To choose a Moderator.
Art. 2 .- To hear town report read. Art. 3 .- To elect a Town Clerk. Art. 4 .- To elect a Town Treasurer.
Art. 5 .- To elect one Selectman for three years.
Art. 6 .- To elect one Overseer of the Poor. Art. 7 .- To elect one First Constable and Collector of Taxes. Art. 8 .- To elect one Lister for three years.
Art. 9 .- To elect two Auditors, one and three years.
Art. 10 .- To elect one Trustee of Public Money.
Art. 11 .- To elect one Grand Juror.
Art. 12 .- To elect one Road Commissioner by ballot
Art. 13 .- To elect a Defender of Suits against town and prosecutor of same.
Art. 14 .- Shall license be granted in this town? Shall license of the fifth class be granted in this town ?
Art. 15 .- To see what taxes Town will vote for the year 1919.
Art. 16 .- Shall taxes be paid to Town Treasurer, and when ?
Art. 17 .- To vote how much town officers shall receive per day for services.

Report of the District Health Officer
To the Voters of Sandgate, Vermont:
In rendering this, my first annual report, I wish to call at- tention to a few features of the new health law.
CONTAGIOUS DISEASES: Physicians are now requir- ed to immediately quarantine all cases of contagious disease which they attend and to at once report the facts to the district health officer. The penalty not to comply with this requirement is a fine of not less than twenty-five and not more than one hundred dollars for each offense. Where no physician is in at- tendance the head of the family who knows that a case of con- tagious disease exists in his household is required by law to at once report the facts to the district health officer. Under a regu- lation of the State Board of Health, school teachers are also required to report to the district health officer all cases of con- tagious disease, which may come to their notice, occurring among their pupils or in families from which their pupils come, and are subject to a penalty for failure to do so. Teachers are instruct- ed that they must not allow children to attend school who are afflicted with lice or other vermin, or any contagious disease of any description or when they know them to have been exposed to a contagious disease until the time expires for them to develop it. This period for measles and whooping cough is fourteen days; mumps and chickenpox is twenty-one days. When families are in quarantine, for measles, whooping cough, mumps or chickenpox, teachers must not allow pupils from such families who have not had the disease to attend school during the time of quarantine. In cases of known exposure to scarlet fever, diphtheria, etc., the teacher must not only bar the pupil from school but immediately notify the District Health Officer of all the facts.

Much has been accomplished in the way of educating the public as to these requirements which must in the future be rigidly enforced. The public has a right to expect protection from contagious diseases and the co-operation of all good citizens is earnestly requested to the end that these expectations may be realized. With every one helping contagious diseases can be suppressed to an astonishing degree.
MEDICAL INSPECTION OF SCHOOLS: Under the new law if any town votes to have medical inspection of school children the work is done by the state under the direction of the district health officer free of all expense to the town. Every child in every school is examined every year for physical defects such as defective eyesight, or hearing, adenoids, enlarged tou- sils, defective teeth, disease of lungs or heart, spinal curvature, etc. No treatment is given but an accurate card record is kept of each case and the parents are urged, under a follow-up method, to have the defects remedied. Something may be done later to assist parents who are financially unable to have the defect remedied. The importance of this work is attested by the fact that over 38% of the young men who tried to enlist or were drafted in the late war were found physically unfit for military duty. The government authorities estimate that the vast ma- jority of these defects had they been known to exist could have been corrected in childhood. The percentage of rejection of young men from the cities of Boston and New York, where medi- cal inspection has been in vogue for years, was much below that of young men from Vermont who ought by nature of their en- vironment, to have been physically superior in every way. It is to be hoped, and is confidently expected, that every town in Vermont will vote as a number have already for this improve- ment. The children of today will be the men and women of tomorrow and are entitled to good health.
LOCAL BOARDS OF HEALTH: The law provides for local boards of health for each town and city composed of the selectmen in towns or aldermen in cities, one of whom is elected

chairman of the board. Complaints as to nuisances dangerous to health should be made to the local board of health or the district health officer who by virtue of his office, is a member and secretary of each local board. Local boards of health should be able to keep in close touch with health conditions in their towns, can be of great assistance in many ways to the health of- ficer, and in many matters act independently of him.
I wish to take this opportunity to thank the local Board of Health for the splendid spirit of co-operation that they have shown.
It is expected that the next annual report will refer to 'school houses and their conditions and other matters of interest and also a tabulated statement as to the occurrence of contagious diseases in the town for 1920.

18. Shall Town Reports be printed ?
