We recommend that a salary of not less than $3500.00 be paid to a suitable person.
While we believe there is no question about the beneficial results to be obtained from the Town Manager system, we realize that it will take time to get this system into operation, and we recommend to the voters of the Town that if they favor this plan they prepare to stand back of it for a period of three years.

Chapter 174
General Town Manager
Definition
Sec. 4053. Town Construed. The word "town" as used in this chapter shall be construed not to in- clude a city.
Manager
Sec. 4054. Appointment. The selectmen of towns adopting the provisions of this chapter as herein provided, shall, forthwith thereafter, appoint a general town or municipal manager, who may or may not be a resident of the town for which he is ap- pointed.

Sec. 4055. Qualifications; authority of select- men. Such a manager shall be elected with special reference to his education, training and experience to perform the duties of such office and without refer-

ence to his political belief, and shall, in all matters be subject to the direction and supervision and shall hold office at the will of such selectmen, who may, by majority vote, remove said manager at any time for cause.
Sec. 4056. Oath; bond. Before entering upon his duties, said appointee shall be sworn to the faith- ful and impartial performance thereof, and shall exe- cute a bond in favor of the town for the faithful per- formance of his duties, in such sum and with such surety or sureties as may be approved by the select- men.
Sec. 4057. General Authority. Subject to the additional or varied requirements of this chapter, said general manager shall have general supervision of the affairs of the town, be the administrative head of all departments of the town government and shall be responsible for the efficient administration there- of within the scope conferred by this chapter.
Sec. 4058. Powers and Duties in Particular. Said manager shall have authority and it shall be his duty :
I. To cause duties required of towns and town school districts and not committed to the care of any particular officer, to be duly performed and executed.
II. To perform all duties now conferred by law upon the selectmen except that he shall not prepare tax bills, draw orders, lay out highways, establish and lay out public parks, make assessments, award damages, act as member of the board of civil author- ity nor make appointments to fill vacancies which the selectmen are now authorized by law to fill; but he shall, in all matters herein excepted, render the selectmen such assistance as they shall require.

III. To be the general purchasing agent of the town and purchase all supplies for every department thereof ; and purchases of supplies for departments over which said manager is not given control shall be made only upon requisition therefor by said de- partments.
IV. To have charge and supervision of all pub- lic, town and school buildings and other town and school property and of all repairs thereon; and all buildings done by the town or town school district shall, unless otherwise specially voted, be done under his charge and supervision.
V. To perform all the duties now conferred by law upon the road commissioner of the town.
VI. To perform all duties now conferred by law upon the overseer of the poor of the town.
VII. To have charge, control and supervision of the following matters :
a. The police department, if any, and shall ap- point and may remove the officers thereof and shall fix their salaries.
b. The fire department, if any, and shall ap- point, fix the compensation of and may remove all officers and employees thereof.
c. The system of licenses, if any, not otherwise regulated by law.
d. The system of sewers and drainage, if any, except the making of assessments therefor.
e. The lighting of streets, highways and bridges.
f. The sprinkling of streets and highways and laying of dust, except the making of assessments therefor.
g. The maintenance of parks and playgrounds.

Sec. 4059. Same; Examination of Departments. Said manager or the selectmen may cause the affairs of any division or department under their control, or the conduct of any officer or employee thereof, to be examined, and may compel the attendance of wit- nesses and the production of books, papers and oth- er evidence. Said manager shall have access to all town books and papers for information necessary for the proper performance of his duties.
Sec. 4060. Additional Duties. The powers, du- ties and liabilities imposed upon any other depart- ments of the town or town school district inconsis- tent with the provisions of this chapter shall be sus- pended and shall be conferred and imposed upon said manager, if appointed pursuant to the provisions of this chapter.
Sec. 4061. Compensation ; How Fixed. Said gen- eral manager shall receive such pay as may be fixed by the selectmen, unless otherwise specifically voted by the town.
Operation of Chapter
Sec. 4062. How Effected. The provisions of this chapter shall not become operative in a town unless and until the same are approved and adopted by a majority of the legal voters of such a town pres- ent and voting at an annual or special meeting duly warned and holden as hereinafter provided.
Sec. 4063. Petition; Warning. If voters, in number equal to four per cent of the total vote cast for governor in said town at the last election, peti- tion the selectmen therefor in writing, said select- men shall cause to be inserted in the warning for the annual town meeting, or in the warning for a spe- cial town meeting which shall be called upon such petition, an article in substantially the following

form: "To see if the town will vote to take advantage of the provisions of chapter one hundred and seven- ty-four of the General Laws, and authorize the se- lectmen to employ a general town or municipal mana- ger."
Sec. 4064. Restriction. A vote shall not be tak- en under the provisions of this chapter unless such article is inserted in the warning for such meeting.
Sec. 4065. Revocation. A town that has adopt- ed the provisions of this chapter may reject the same by a majority vote of the legal voters present and voting at an annual meeting, provided, however, a proper article is inserted in the warning for such meeting.

Notification
The inhabitants of the Town of Springfield who are legal voters in the town meeting are hereby noti- fied and warned to meet at the Town hall in said town on Tuesday, the second day of March, 1920, at 9 o'clock in the forenoon to transact the following business :-
Article 1. To receive and act on the reports of the Town officers.
Art. 2. To see if the town will authorize the se- lectmen to appoint one or two road commissioners.
Art. 3. To see if the town will vote to elect two additional selectmen for a term of one year, each year hereafter.
Art. 4. To elect town officers for the ensuing year.
Art. 5. To see if the town will vote to appro- priate a sum of money in addition to the sum now re- quired by law to take advantage of the State Aid law, and if so, how much.
Art. 6. To see if the town will authorize the selectmen to contract with the State Highway Com- missioner for resurfacing state highways and appro- priate a sum not to exceed five hundred dollars for that purpose.
Art. 7. To see if the Town will appropriate a sum of money to meet an appropriation that may be made by the state for the improvement of rural highways.
Art. 8. To see what sum of money the town will appropriate for the support of the Springfield Town Library in addition to what the town is al- ready bound by contract to pay.

Art. 9. To see how much money the town will appropriate, not exceeding five hundred dollars, for a free hospital bed in the Springfield hospital for the period of one year for the use of inhabitants of the town who are entitled to receive assistance by rea- son of the indigent circumstances and provide for paying the same.
Art. 10. To see if the town will appropriate the sum of one hundred dollars to defray the ex- penses of Memorial day.
Art. 11. To see if the town will appropriate the sum of five hundred dollars for the support of the Community Club band (by petition) under such con- ditions as to band concerts as the selectmen may prescribe.
Art. 12. To see if the town will appropriate the sum of five hundred dollars for the support of Buz- zel's band (by petition) under such conditions as to band concerts as the selectmen may prescribe.
Art. 13. To see if the town will appropriate a sum of money to be used for free scholarship for Springfield students in state institutions.
Art. 14. To see if the town will authorize the Board of School Directors to continue medical in- spection in the schools.
Art. 15. To see if the town will vote to build a six-room schoolhouse on the East side of the river, in the general vicinity of Summer Hill, Summer and Wall streets, and appropriate the sum not ex- ceeding sixty-five thousand dollars or some other sum for that purpose exclusive of furnishings. To authorize the selectmen to draw orders on the treas- urer for ten per cent of the expenses of building said building and to give notes or other evidences of indebtedness of the town payable in equal payments

covering the period of ten years, and to elect a com- mittee of three to take charge of said work.
Art. 16. To see if the town will vote to use the town common on the west side of Summer Hill cem- etery for schoolhouse purposes.
Art. 17. To see if the town will vote to buy a tract of land on the east side of the river in the gen- eral vicinity of Summer Hill, Summer and Wall streets, suitable for a new schoolhouse, and if so vot- ed appropriate a sum not to exceed three thousand dollars or some other sum to be raised by taxation or some other way, and elect a committee to pur- chase the land.
Art. 18. To see if the town will appropriate the sum of three hundred and fifty dollars above the present endowment to properly care for the burial lots of the veterans of war.
Art. 19. To see if the town will appropriate the sum of two thousand dollars to cover the expense for the coming year of caring for and improving the various cemeteries.
Art. 20. To see if the town will appropriate the sum of three hundred dollars to aid the Springfield Fair association in paying premiums on agricultural exhibits for the year 1920.
Art. 21. To see if the town will make an appro- priation for maintaining a suitable winter automo- bile road between North Springfield and Springfield village. (By petition).
Art. 22. To see if the town will rescind the vote taken at the special town meeting of November 22, 1919, authorizing the changing of location of the highway crossing the Hartness aviation field near Kendrick's Corners, and appropriation of a sum of money for that purpose. (By petition).

Art. 23. To see if the town will vote to take advantage of the provisions of Chapter 174 of the General Laws, and authorize the selectmen to em- ploy a general town or municipal manager.
To see if the town will authorize the selectmen to unite with the village trustees in employing the same manager for the town and village of Spring- field, in case the village at its annual meeting, votes in favor of employing a municipal manager, it being understood that the expense will be divided between the Town and Village on an equitable basis. (See Chapter 174 printed in Town Report).
Art. 24. To see if the town will appropriate three hundred dollars for making a survey of a water system for fire and domestic purposes at North Springfield.
Art. 25. To see if the town will appropriate five hundred dollars for getting up plans and specifica- tions for remodeling, improving or rebuilding the Town hall and submit the same to the next annual meeting.
Art. 26A. Shall license be granted for the sale of intoxicating liquors.
Art. 26B. Shall license of the fifth class be granted ?
Art. 26. To see if the town will authorize the selectmen to rent the Town hall for moving picture shows and other purposes, and make a permanent lease for that purpose.
Art. 27. To see if the town will appropriate ten thousand dollars to aid in building a new hos- pital.
Art. 28. To see if the town will appropriate one thousand dollars for putting in an electric lighting system at the Town farm.

Art. 29. To see if the town will vote to raise a special town tax of eleven cents on the dollar of the grand list for the permanent repair and patrol of un- improved rural highways. (By petition).
Art. 30. To see if the town will vote to make some provisions for fixing salaries of town officers for the ensuing year.
Art. 31. To make appropriations for school, highways, care of the poor, present indebtedness of the town, salaries of town officers and all other pur- poses for which the law requires appropriations or for which the town may legally vote, and to vote rates of taxation for the same.
Art. 32. To see if the town will vote to pay the taxes to the town treasurer.
Art. 33. To see if the town will vote to collect its poll taxes under the provision of Section 867, and the ten following Sections relating to paying poll taxes to the collector of taxes.
Art. 34. To see if the town will authorize the town treasurer to borrow money, subject to the ap- proval of the Selectmen, to meet the requirements of the town for the ensuing year.
Art. 35. To see if the town will authorize the town treasurer to borrow money, subject to the ap- proval of the Board of School Directors, in anticipa- tion of taxes already rated, to meet the require- ments of the Town School District for the ensuing year.
Art. 36. To see if the Town will vote to buy the whole or a part of the Fairbrother gravel pit in Charlestown, and elect a committee for arranging the same.
Art. 37. To see if the town will vote to add two rooms to the present primary building on Park

street ; to appropriate a sum not to exceed ten thou- sand dollars for this purpose, if so voted to raise such sum by taxation or otherwise. (By petition).
Art. 38. To see if the town will vote to accept the following gifts or trust funds for cemetery pur- poses according to the conditions attached to said gifts or trusts :- From Joseph W. Leland, $100.00; Elias Olney, $50.00 ; A. I. Miller and Jairus Litchfield. $100.00; Alphonso G. Washburn, $50.00; Jane A. Ball, $50.00; Charles O. Fletcher, $100.00; J. R. Phil- brick, Myron Grimes, G. D. DeCamp, J. P. Niles and Gerald DeCamp, $100.00; James M. Warner, $50.00; Oliver Putnam, $50.00; Samuel L. Art. 39. To see if the town will vote to cover its employees on the liability and under the compen- sation act.
Art. 40. To do any other business that can be legally done under this warning.
