The total enrollment is seven more than last year. There were thirteen high school tuition pupils enrolled for the Fall term-twelve from Ryegate and one from Topsham. There is one elementary tuition pupil from Topsham and one from Ryegate with tuition paid from private source. There is also one elementary tuition pupil from Victory with tuition paid from private source.
We are sorry that the health service carried on by Mrs. Armstrong has been discontinued. This was discontinued be- cause the town did not increase the amount that they had been paying for this service. Much good was accomplished through immunization of the children against diphtheria and small-pox ; through dental clinics ; by carrying on remedial work such as securing glasses; by providing physical examinations by doctors and through a program of health instruction. Until such time as this service can be restored parents and teachers will have to take more responsibility for the health program.
The following is a summary of some of the things that should be considered.
1. Salaries necessary to retain and secure efficient teachers should be paid. This should be first in importance.
2. The health and welfare of the children kept in mind when war time adjustments, such as closing schools, are made.

3. Greater effort made by the citizens toward securing increased state aid for education.
4. Agriculture course continued on half time basis with Newbury, if possible.
5. Systematic improvement of the village building con- tinued.
In conclusion I wish to thank parents, teachers and direc- tors for their cooperation with me and for the support that they have given the schools.

OLD AGE ASSISTANCE DEPARTMENT STATE HOUSE

For the information of your taxpayers and because the program touches every community and a great number of its people, the customary annual statement is presented for in- clusion in your town report.
The Vermont Old Age Assistance Program is in its ninth year of activity. Nearly 11,000 Vermonters have received the benefit of its services and payments. It has proven a dignified and reliable method of relieving uncertainty, distress and need in old age.
To date, about 81/2 million dollars has been expended in the State. The number currently receiving assistance is 5,400 persons. This is about 15% of the estimated number of persons over sixty-five years of age. Since the beginning of the pro- gram, the entire expense of administration has been 4.2%. The Social Security Board, Washington, D. C., has figures to show that, on a comparable basis, no other State has a better record for efficiency and economy.
Payments of Old Age Assistance to persons applying from your Town amounted to $4,032.50 during the year January 1, 1943, to December 31, 1943.
The number of recipients in December, 1943, was 15.
The increase in the cost of food, fuel, rents and services constitutes a serious problem to persons dependent on small fixed allowances and has been the cause of much concern to the Old Age Assistance Department.
The advice and council of local officials and interested per- sons has been very valuable, and is gratefully acknowledged by the Director, his associates and field staff.

NOTICE
The inhabitants of the Town of Groton who are legal voters in Town Meeting, are hereby notified and warned to meet in Morrison hall in Groton Village on Tuesday, March 7, 1944, A. D. at 10 o'clock in the forenoon to act on the following articles to-wit:
Article 1 To elect a Moderator for the ensuing year.
Article 2. To elect a Town Clerk for the ensuing year.
Article 3. To take action on the Town Reports as printed.
Article 4. To elect all necessary Town Officers and fix their compen- sation.
Article 5. To vote to raise money to retire bonds due each year and pay current expenses of the town.
Article 6. To see if the Town will vote to declare a recess for the pur- pose of holding the annual School Meeting at the close of this meeting.
Article 7. To see if the Town will vote to allow a discount of 2% on taxes on Real Estate and Personal Property if paid on or before July 10th and a discount of 1% if paid on or before September 10th.
Article 8. To see if the Town will vote to raise a tax of 40¢ on the dollar to pay deficit of school account as of July 1, 1943.
Article 9. To see if the Town will vote to raise a sum annually of not less than $25.00 for books for the library.
Article 10. To see if the Town will vote to raise a sum of money to maintain half the expense of the village fire engine.
Article 11. Shall licenses for the sale of malt and vinous beverages be granted in this town?
Article 12. Shall spirituous liquors be sold in this town?
Article 13. To hear reports of Historical Committee appointed by the Selectmen.

Article 15. To see if the Town will vote to raise the sum of $200 to be used in co-operation with State and Federal funds for the control of White Pine Blister Rust.

On adjournment of above meeting the legal voters of Groton Town School District will meet to transact the following business
