The plan of the State Highway Commissioner for complet- ing the permanent work in the village in two years has been carried out in the past year. The state, in the past two years, has aided the town to the extent of about $15000.00, which is about three-sevenths of the whole amount.

The aid from the state is all predicted upon the fact that the methods and plans of the State Highway Commissioner must be carried out by the towns in order to get the state aid. Therefore, whoever has charge of the permanent work must be in sympathy with and willing to work along the lines laid down by the State Highway Commissioner, or the work will not be approved and no state aid granted. Outside of this, the state paid the sum of $80.00 for ledge work above the Howard Bridge.

ROCHESTER LIBRARY REPORT.


On May Ist the library was moved from Wm. McCray's house to a room over the telephone office in the Trask block, thus having a more central location as well as more room.


Beginning with the fall term of school small branch libraries of twenty books each were placed in each district school. These are exchanged each term and it is the plan of the commissioners that these be continued thro the summer if the people so desire, and a reliable person in each district will keep the books and records when school is not in session.


In consideration of the establishing of such branches the state gives the town twenty-five dollars worth of books each year.

BOARD OF HEALTH REPORT.


The general health conditions of the town for the year 1911 compare favorably with those of previous years and reportable diseases were less in number with the exception of typhoid fever which shows an increase.

Seven of the Typhoid fever cases occurred at A. L. Morse's on what is known as the "Tupper Farm," and evidently originat- ed from using the river water by those living and working in the lumber camp.


This is an absolutely preventable disease and the greatest care should be exercised that water, milk and all other articles of food are not contaminated with the typhoid germ.


All food stuffs exposed for sale in our stores should be thoroughly screened as flies are a dangerous source of contami- nation.


Small pox is prevalent in certain parts of the state and this community is liable to invasion by this disease, especially at this time on account of the large number of new comers drawn here by industrial conditions. Vaccination is a sure preventative of this disease and should be taken advantage of before we are visited by another epidemic.


TUBERCULOSIS.


A very interesting and instructive tuberculosis exhibit was held here under the auspices of the State Board of Health. The evening lecture was well attended and manifests an awaken-

ed interest on the part of the public and a determination to adopt the most advanced methods used in stamping out and preventing the spread of this disease, which in this country alone takes a human life every "three minutes."

SCHOOL HOUSES.


The foundations to many of the school buildings through- out the town are in bad shape and need immediate attention. In the late fall and winter when there is but little snow to shut out the wind it is about impossible to keep the floors warm and the children from suffering, besides adding extra fuel expense.


RUBBISH.


It is hoped that some desirable place can be secured for he dumping of rubbish in order that the promiscuous scattering of such material on private property may cease. Everything of a combustable nature should be burned, such as boxes and papers, and not dumped upon the river bank to frighten horses and make an unsightly spectacle.

The legal voters of the town of Rochester are hereby noti- fied and warned to meet at the Town Hall in Rochester, Ver- mont, Tuesday, March 5, 1912, at 10 o'clock A. M., to act upon the following matters :-


Article I To elect a Moderator for the year ensuing.


Article 2 To elect a Town Clerk for the year ensuing.


Article 3 To see if the town will vote that license shall be granted for the sale of intoxicating liquors in this town for the ensuing year.


Article 4 To hear the reports of the town officers and act upon the same.


Article 5 To see if the town will vote to empower and author- ize the selectmen to appoint one or two road commissioners, the number to be determined by the town.


Article 6 To elect all other legal officers for the year ensuing.


Article 7. To see if the town will vote to raise a sum of money, in addition to the amount now required by law, to take advantage of the State Aid Law and, if so, how much.


Article 8 To see what sum, if any, the town will vote for the town library.


Article 9 To see what sum, if any, the town will vote for the proper observance of the next Memorial Day.


Article 10 To see if the town will vote to have the taxes paid to the town treasurer according to law.


Article 1 I To see if the town will vote to provide medical in- spection for the schools.
