MANITOWOC COUNTY


Manitowoc, an Indian name meaning "The Home of the Great Spirit."


The territory now embracing Manitowoc County was originally settled by the In- dians which shows that it is one of the oldest counties in the state. Manitowoc is also one of the wealthiest and best known counties in the state; the county is recog- nized as one of the leading dairy belts of the state of Wisconsin.


Kightheen townships, two incorporated villages, and two cities-Manitowoc and Two Rivers, comprise Manitowoc county. The last census (U. S. 1910) showed a population of 44,978 for the entire county; the area of the county is 590 square miles. The total assessed valuation of all proper- ty for the year 1917 was over Sixty-nine Million Dollars. Manitowoc County con- tains 90 cheese factories and six creameries: about Two Million Dollars worth of cheese was produed in the county during the year 1916, and One Hundred Thousand Dollars worth of other dairy products. The cities of Manitowoc and Two Rivers

are noted for their manufacturing plants. There being over 80 such establishments in the city of Manitowoc and several in the city of Two Rivers. Millions of dollars are annually paid out in wages from these various plants.


Manitowoc County was created in the year of 1836 The first election of county officers was held on the 4th day of March, 1839 pursuant to law, in the village of Manitowoc Rapids at which three county commissioners were elected, an assessor, register of deeds, and collector, thirty-five votes being cast. In 1848 after Wiscon- sin's admission to statehood Manitowoc County comprised only four towns-Man- itowoc, Manitowoc Rapids, Meeme and Two Rivers.


The county seat was located at Manito- woc Rapids remaining there until 1853 when it was removed to Manitowoc. In the year of 1849 the township form of gov- ernment was adopted and the county commission form of government was abol- ished. The first meeting of the county board of supervisors was held on June 18th, 1849, in Manitowoc Rapids; in 1850 a full quota of county officers was elected, ex- cepting the county clerk who was chosen in the odd years until 1883.

The total taxes raised in Manitowoc county by all taxing districts including the local taxes of each district for all pur- poses for the year 1917 was $880,000.00.


Synopsis of How to Procure Naturalization Papers


Under the New Naturalization Law of 1906, all aliens seeking citizenship are re- quired to have some knowledge of the form and principles of our government. To determine this knowledge the govern- ment has appointed special examiners to examine all applicants before the final hearing in court. The examination consists of questions relating to a short history of the United States of America and a series of questions and answers upon our Federal Government, State, County and City and dwells upon the several depart- ments of government namely: Congress, The Senate (Upper House), Representa- tives (Lower House), Executive, Judicial, State, County and City.


THE DECLARATION OF INTENTION (or First Papers as it is usually called) may be obtained by the alien appearing in person before the Clerk of Circuit

Court in the county or district where the alien has established his residence. No witnesses are required for a First Paper.


A First Paper taken out under the New Law, since September 27, 1906 is void for all purposes seven years after the date it was issued.


A First Paper taken out under the Old Law prior to September 27, 1906, is good notwithstanding it is more than seven years old.


The cost of a First Paper is One Dollar.


A First Paper may be used in any State in applying for Second Papers.


SECOND PAPERS


An applicant who desires to petition for Second Papers must have a First Paper at least two years old. He must have resided in the United States at least five years and he must appear in person to the Clerk of the Circuit Court with two (2) witnesses who have known the applicant personally for at least five years in the United States immediately preceding the date of filing the application, except where a por- tion of such residence was in another State.


Applicant should know the name of his wife if married-place of her birth and

residence-children's names -date and place of their birth (if any), and the same of himself-date and place of arrival in the United States-name of ship-port of em- barkation-date of arrival in the State where now living.


THE FINAL HEARING is the con- sideration of the petition by the Court and its decision thereon. The petitioner must be examined in open Court. The Law re- quires that at least 90 days shall elapse after the filing and posting of the notice of the petition before the final hearing.


Cost of Second Papers is Four Dollars ($4.00) which must be paid when applica- tion is made.
