UNITED STATES POST OFFICE Rates of Postage


Postal cards shall be transmitted through the mails at a postage charge of one cent each, including the cost of manufacture


Upon aii matter of the first class . . postage shall be charged . . . at the rate of two cents for each ounce or fraction thereof; and drop letters shall be mailed at the rate of two cents per ounce or fraction thereof, including delivery at letter-carrier offices, and one cent for each ounce or frac- tion thereof where free delivery by carrier is not established


2 Postage on letters deposited in rural or star-route boxes, or mailed to persons who are served by rural or star-route carriers, shall be charged at the rate of two cents for each ounce or fraction thereof


3 When persons or concerns of any city or piace send their letters in bulk for mailing for local delivery at a post office at another place where the one-cent drop-letter rate is applicable, such letters are not drop- letters, and are not entitled to the one-cent drop-ietter rate, but shall be charged with postage at the rate of two cents for each ounce or fraction of an ounce


FIRST CLASS Letters and ali other writ- ten matter, whether sealed or unsealed, and all other matter, sealed or fastened in any manner so that it cannot be examined, twe cents for each ounce or fraction thereof


SECOND CLASS-Newspapers and period- icals (regular publications) can be mailed by the public at the rate of 1 cent for each 4 ounces or fraction thereof


THIRD CLASS-Printed matter in un- sealed wrappers only (ail matter enclosed in notched envelopes must pay letter rates) 1c for each 2 ounces or fraction thereof which must be fully prepaid. This includes circulars, engravings, hand bills, lithographs, music, pamphlets, proof sheets and manu- script accompanying the same, and fac- simile copies of hand or typewriting, pro- duced by a mechanical process, such as the printing press, mimeograph, multigraph, etc., shall be treated as matter of the third class, provided they are presented for mailing at the post office windows in a minimum num- ber of 20 identical unsealed copies. Type- writing and carbon and letter-press copies thereof are first-class matter. Limit of weight, 4 pounds. Parcels of printed mat- ter weighing more than 4 pounds are sub- ject to parcel post rates


FOURTH CLASS MATTER-Ali mailable matter not included in the three preceding classes which is so prepared as to be easily withdrawn from wrapper and examined, 1 cent per ounce or fraction thereof up to 4 ounces. Packages heavier than this take parcei post zone rates

Any mailable article, except unsealed par- cel post matter (fourth class) may be reg- istered upon presentation at a post office or a station, or a rural or city carrier, at the rate of ten cents for each article in addi- tion to the regular postage, to be fully pre- paid by stamps. Each article must be in perfect condition and bear the name and ad- dress of the sender. In addition to the receipt issued the sender may have a card receipt returned from the addressee on re- quest. Up to $50.00 indemnity is payable in the event of loss in the domestic mails and $9.65 when iost in the foreign mails


Free Delivery


The free delivery of mail matter at the residences of the people desiring it is re- quired by law in every city of 50,000 or more population, and may be established at every place containing not less than 5,000 inhabi- tants


Foreign Postage


The rates of package to aii foreign coun- tries (except Canada, Cuba, Panama, Mexico and Shanghai, domestic rates), and (for letters only) are as follows:


Letters, first ounce or less 5 cents; each additional ounce 3 cents (except letters for Bahamas, Barbadoes, British Honduras, British Guiana, Canada, Cuba, Dominican Republic, Dutch West Indies, England, Ire- land, Scotland, Wales, Leeward Islands, Mexico, Newfoundland, New Zealand, Re- public of Panama, Shanghai, China, Trini- dad, including Tobago; and Windward Islands, 2c per ounce) postal cards each 2 cents; newspaper and other printed matter per 2 ounces 1 cent; commercial papers (such as legal and insurance papers deeds bilis and iading invoices manuscript for pub- lication, etc) packets not in excess of 10 ounces 5 cents; packets in excess of 10 ounces for each 2 ounces or fraction thereof 1 cent

Special Conditions


Ordinary postage stamps as well as special parcel post stamps may now be used on par- cels and all kinds of fourth-class matter Parcels will be mailable only at post of- fices branch post offices lettered and local names stations and such numbered stations as may be designated by the postmaster All parcels must bear the return card (name and address) of the sender otherwise they will not be accepted for mailing


Fourth-class matter embraces that known as domestic parcel post mail and includes merchandise farm and factory products seeds cuttings bulbs roots scions and plants books (including catalogs) ' miscellaneous printed matter weighing more than 4 pounds and all other mailable matter not embraced in the first second and third classes. Classi- fication excludes matter of a character per- ishable within a period reasonably required to transport and deliver and parcels of form and kind likely to injure postal employes or equipment or other mail matter


C O D-Sender of a mailable parcel of fourth-class matter on which the postage is fully prepaid may have the price of the article and the charges thereon collected from the addressee on payment of a fee of 10 cents in postage stamps affixed, provided the amount to be remitted does not exceed $50, and on the payment of a fee of 25 cents in postage stamps affixed, provided the amount to be remitted does not exceed $100. Such a parcel will be insured against Injury or loss, without additional charge, in an amount equivalent to its actual value, but not to exceed $50 when a 10-cent fee is paid, and $100 when a 25-cent fee is paid


Insurance fees and conditions-Fourth- class or domestic parcel post mail (but no other) may be insured against loss, rifling, and damage upon payment of a fee of 3 cents for value not exceeding $5, or 5 cents for value not exceeding $25, or 10 cents for Value not exceeding $50, or 25 cents for value not exceeding $100, in addition to the postage, both to be prepaid with stamps affixed. It may not be registered


Return Receipts for Insured Parcels may be obtained by indorsing the parcels "Re- turn receipt desired."
