BERKELEY.
BERKELEY lies on the eastern shore of San Francisco Bay, about five miles north of Oakland and facing the Golden Gate. It has about two miles of water front upon the bay, and ex- tends eastward and inland about three and one-half miles, to the tops of the first range of mountains. It was organized under a special town charter in 1878. East Berkeley, com- prising the east two-thirds of the town, is the seat of the State University, and contains numerous private schools, besides one of the best public schools in the State, from which students enter the University without further examination. The town is lighted by electricity; has a complete sewer sytem; a large hotel, costing $80,000; the streets are being macadamized, and it is a thriving and growing town. The present population is about 5,500.

Mechanics, Civil Engineering and Chemistry, in the Liter- ary Course, and in the Course in Letters and Political Science, these privileges are offered without charge for tui- tion to all persons qualified for admission. In the Profes- sional Colleges in San Francisco, except that of Law, mod- erate tuition fees are charged. The instruction in all the Colleges is open to all qualified persons, without distinction of sex. The Constitution of the State provides for the per- petuation of the University, with all its departments.
The University was instituted by a law which received the ap- proval of the Governor March 23, 1868. Instruction was begun in Oakland in the autumn of 1869. The commence- ment exercises of 1873 were held at Berkeley, July 16, when the University was formally transferred to its permanent home. Instruction began at Berkeley in the autumn of 1873.
The College of California, which had been organized several years before the University, transferred its property and students upon terms which were mutually agreed upon, and closed its work of instruction in 1869. It had been incor- porated in 1855, and through its agency a part of the Oak- land property of the University, and the Berkeley site now owned and occupied by the latter, were secured.
The site at Berkeley is a domain of about two hundred and fifty acres, situated on the slope of the Contra Costa hills, about five miles from Oakland, facing the Golden Gate. It is traversed by two water courses, is much diversified in aspect, and is adapted to a great variety of culture. A portion of it is reserved to illustrate the work in agriculture and horti- culture, and is now under cultivation.
The Undergraduate Colleges were the only ones actually in- cluded in the original organization, although the Organic Act contemplated the establishment of Colleges of Law and Medicine. The Professional Colleges in San Francisco have been added from time to time. The Lick Observatory was formally transferred to the University in June, 1888.
