Report of the Board of Finance


March 1, 1928


To the Town Council of West Hartford:


The Board of Finance respectfully submits its Sixteenth Annual Report of estimated receipts and recommendations for appropriations for the fiscal year ending February 28, 1929, together with a statement of the present financial condition of the Town.


The closing of the books of the Town for the year 1927-1928 showed a balance of receipts above expenditures, consisting of $28,056.27, indicating that the Town again has been able to live within its income; and that the various boards and town officials have exercised great care in the con- duct of their various departments.


Early in November, this Board called your honorable body's atten- tion to the necessity of a bond issue of $500,000 for the permanent financing of extensions to the Public School System. It is expected that this bond issue will be sold within a few days and that the money received there- from will be used to pay the temporary borrowings which have been neces- sary on account of the building of the Fern Street and the Elmwood Schools. Plans are already being prepared for an addition to the Alfred Plant School, which will require additional financing. It also seems probable that in the course of the next five years, two at least and probably three additional school buildings will be necessary, which, in connection with the construction of a new town building, if all are approved, will require large additional bond issues.


The income to be received from the corporation tax in April of this year gives a net to the Town of about $205,000 as against $230,000 last year, being a decrease of about $25,000, in spite of the fact that on October 1, 1927, the day on which the values for taxation are determined, the prices of the taxable securities were on much higher levels than they were a year previously. This is the first year that we have received the tax on the basis of the minimum rate of four mills and, unless the high market value of securities continues, there is much danger that the taxes which we will receive on the basis of prices of October 1, 1928, will be less than the amount which we have received this year. It does not seem possible that the high speculative market which we have had for several years can continue indefinitely, and when it does break, the income of the Town from this source is liable to be decreased again.


The Grand List has been increased largely during the year just passed and it is anticipated that there will be further large increases during the

present year. These increases may, in a measure, be required to offset a possible decrease in the income received from the corporation tax, and partly to take care of an additional fixed charge of about $29,000 required for the retirement and interest of $500,000 in bonds now being issued. If the demands for increased expenditures increase at the rate that they have been increasing during the last three years, it will probably be impos- sible a year from now to provide for the expenses of the Town without an increase in the tax rate, and it appears to this Board that it would be more equitable for such an increase to be made at that time, if necessary, when it is expected that the re-assessment of taxable property in the Town will have been completed, than this year when this re-assessment has been only partly completed. * We are, therefore, recommending that the South Main Street Improvement, which has been requested, be spread over a period of two years, and only the proceeds of the one mill tax for highway improvement be utilized for that purpose at this time.


Attention is called to the fact that the appropriation for the Assess- ment Commission has been increased to enable them to complete the reassessment of the Town this year.


There is appended to this report a schedule of proposed appropria- tions and estimated receipts for the fiscal year 1928-1929, in connection with which we recommend a tax rate of seventeen mills, exclusive of fire district taxes, to be laid on the Grand List of October 1, 1927.


We again wish to take the opportunity of including in our report our thanks to the members of the various commissions and other town officers for the help that we have received from then all in the performance of our duties on this Board.
