Report of Directors of Public Library
The past year has been one of healthy growth and encouraging prog- ress for the West Hartford Public Library. Statistics for the circulation of books, the registration of borrowers, and the amount of reference work done, furnish the best proof of this statement.
During the year, 48,417 books and 46 pamphlets have been issued; of these, 1,575 have been sent to schools, and 1,046 were circulated at the Elmwood Branch. This is a gain of 9,307 over the circulation of last year, and 25,627 over that of the previous year, making a gain of 23.7% in the one-year, and 112% in the two-year period.
Re-registration of all borrowers was begun in April, 1926, and during the year, 2,226 were registered. A large proportion of this number were renewals, and only 585 were new borrowers. During this past year, how- ever, there has been a total registration of 1,166, but only 266 of this num- ber were renewals, while 900 were new registrations.
Figures show, too, that reference work continues to increase. The largest part of the reference work in West Hartford is for schools and clubs; it forms a very real part of the service of the library to the commu- nity. Last year 1,574 reference questions were recorded as having been answered by members of the staff, while this year the total is 2,116, a gain of 542, or 34%.
The library is becoming more and more an essential part of the life of every community, and is considered no longer a luxury but a necessity; for a modern library is one of the best evidences of a progressive commu- nity. West Hartford may justly be proud of its rapid progress and develop- ment, and it is sincerely to be desired that the library may reflect this progress and may grow into an institution that is worthy of such environ- ment.

Report of the Assessment Commission
During the year 1927 the Assessment Commission continued the re- valuation of property, which was begun in 1926. This is, of course, in addition to the regular work of recording and figuring the normal growth and development of the Town.
In our report of 1926, we called attention to the necessity for addi- tional office space and the condition, which is daily becoming more of a handicap, is again referred to.
Because of existing conditions, it is imperative that the revaluation, required by law to be made once in each ten year period, be completed this year. It will be physically impossible to do this work, with the present facilities.

Report of the Town Health Officer
During the past year there has been reported 190 cases of chickenpox, 7 cases of influenza, 42 cases of measles, 21 cases of mumps, 3 cases of in- fantile paralysis, 35 cases of scarlet fever, 20 cases of tuberculosis and 29 cases of typhoid fever. This is a very good report for a town of this size. The cases of scarlet fever have been of a very mild type fortunately. As has been previously recommended by my predecessors, I would urge that the Town take some action to provide a place for the care of contagious dis- eases in case of an epidemic.
The ordinance regulating the production, sale and delivery of milk cream and buttermilk in the Town was passed on September 6, 1927, and went into effect on the first day of January. Since that date 25 dairies have been inspected and approved.
In the past two months, the Health Officer has been co-operating with the health department of the schools and the State Department of Health in a campaign for the protection of the school children from diptheria. Very good results were obtained and now over 40% of the school children are protected. I would urge the school board to adopt compulsory vaccina- tion of all school children. The experience of Middletown this year should be a real warning to all towns not having compulsory vaccination.

Report of the Building Inspector
For the Year Beginning February 1, 1927, and Ending January 31, 1928
During and for the above period, there were 1,450 applications for building permits received, for various reasons only 1,427 permits were granted.
In the estimated cost of buildings erected, additions and alterations made, the amount was six million, two hundred forty-six thousand, two hundred twenty-seven dollars ($6,246,227.00). This shows a gain of six hundred twenty-three thousand, six hundred and six dollars ($623,606.00) from that of the previous year.
Comparing this previous year with that of 1926, with a gain in valua- tion and one hundred nine (109) additional permits issued, the following tabulation will show clearly the relative distribution of building permits as well as their estimated costs, with a relative comparison with the num- ber of permits issued and estimated cost of buildings in the two preceding years:

There were six hundred one (601) new living quarters added, a gain of fifty-nine (59) from that of last year.
Eighteen thousand, nine hundred thirty dollars ($18,930.00) in fees were collected for building and oil-burner permits; and three thousand ninety-six (3,096) building inspections were made during the year.
In the electrical department, one thousand two hundred sixteen (1,216) permits were issued. The permit fees amounted to three hundred forty-two dollars ($342.00), and the license fees to five hundred forty-five dollars ($545.00), with one thousand, six hundred fifty-nine (1,659) electrical in- spections being made during the year. We have eighty-nine (89) master electricians on our records.
In the heating department, five hundred forty-five (545) permits were issued. The permit fees amounted to seventy-six dollars ($76.00), and the license fees to six hundred fifty-five dollars ($655.00), with one thousand, one hundred fifty-three (1,153) heating inspections being made during the year. We have eighty-four (84) heating contractors on our records.
In compliance with an ordinance which went into effect April 7, 1927, we report three hundred seventy-two (372) affidavits received by this Department, showing a total actual cost as one million, four hundred twenty-five thousand, nine hundred sixty-seven dollars, eighty-eight cents ($1,425,967.88). The estimated cost on the permits represented by these affidavits amounted to one million, four hundred four thousand, two hun- dred eight dollars ($1,404,208.00), making a difference of twenty-one thousand, seven hundred fifty-nine dollars, eighty-eight cents ($21,759.88), on which there were additional fees amounting to two hundred eighty-two dollars ($282.00) and refunding fees amounting to sixty-six dollars ($66.00), making a total of two hundred sixteen dollars ($216.00) collected. The carrying out of this ordinance requires considerable clerical work in keeping our records up to date, besides sending out notices in practically every case.
