The Water Rents collected for the year ending March 1, 1867, amounted to $62,329.08, and expenses to $58,919.12, leav- ing a balance over current or running expenses for the year, of $3,409.96. Every cent for the water rents has been collected.
There has been laid for extension and improvement of the distribution, 5,988 feet of wrought iron and cement pipe, and 4,125 feet of cast iron pipe, making 10,113 feet added the past vear, which with the 21,270 feet of twenty inch West Hartford main, make thirty eight miles 5,106 feet of pipe now in use.
The number of hydrants for fire purposes now in use is 184. Nine of these have been added the past year.
One hundred and six new service pipes have been laid the past year, making the number now in use, 2,760.
The expenditures incurred in the construction of the works at West Hartford up to March 1, 1866, were $63,206.90, as sta- ted in the last annual report. Since that time there has been expended $142,335 62; making a total of $205,542.53.
Reservoir No. 1 has been completed, and at high water flows 32 acres. Its capacity is 165,000,000 United States gallons. The altitude of the reservoir at top water above low water of Connecticut River is 260 feet, and gives a head at the State House of 135 feet more than the old works.
With a view to increase the storage capacity, surveys have beca made of three reservoirs above reservoir No. 1, two of

"which, Nos. 2 and 3 are located on the north branch, known as "Mine Brook." No. 3 lays about one 1-10 mile in a north- erly direction from No. 1, on the same stream with No. 2. Its area, as located, is 49 acres, capacity can be increased to over 400,000,000 gallons. No. 4 is situated on the middle branch of "Trout Brook," about 4000 feet northwesterly from No. 1. It covers an area of 35 acres, with a capacity of over 278,000,000 gallons, which if desirable, could be increased to upwards of 334,000,000 gallons. Thus it will be seen, that, if it should be deemed desirable hereafter, the storage capacity can be increased to over 1,000,000,000 gallons by buidilng these reservoirs.
The Board have decided to locate the second reservoir on the site mentioned above as No. 3. A portion of the land has been purchased, and the work is to be commenced at an early day and pushed to a rapid completion.
The project of turning the waters of a stream on Talcott Mountain, at a point about one mile west of the "Toll Gate" on Albany Turnpike, into Mine Brook, has received the earn- est attention of this Board. The necessary surveys have been made, and the land and right of way purchased and deeds ob- tained.

An ordinance was passed by the City Council, Oct. 10, 1864, creating a paid Fire Department, and on the 24th of the same month the first Board of Fire Commissioners was elected.
