CITY AND TOWN OFFICERS.
CITY GOVERNMENT.
The city holds its privileges and immunities under a charter which was granted by the Legislature in January, 1784, to which additions and amendments have been passed at various times.
The administration of the fiscal, prudential and municipal departments of the city, with the conduct, direction and government of its affairs is vested in a Mayor, four Aldermen and twenty Common Councilmen.
The Board of Common Council (of which the Mayor is moderator) is composed of the Mayor, Aldermen and Common Councilmen. The meetings of the Board are held on the first Tuesday in each Month. It has authority to make by-laws rela- tive to markets, commerce, city jurors, streets, highways, nuisances, wharves, an- choring and mooring of vessels, shade trees -- public or private, trespasses, public walks, buildings, chimneys, fires, produce, city watch, burials, public lights and lamps, the mode of taxation, and the infliction of penalties for the breach of such by-laws. Such by-laws to be approved by the city in legal meeting assembled.
The annual meeting of the city is holden on the Monday preceding the first Tues day in June, when the Mayor, (who is also judge of the City Court,) a Clerk, four Aldermen, (two of whom are designated as Associate Judges,) twenty Common Councilmen, two Sheriffs, a Treasurer, an Auditor, and a Collector of Taxes, are chosen by ballot.
The City Court has cognizance of all civil causes where the title of land is not concerned, and has the same power and authority, and proceeds in the same manner in granting executions as the County Courts of this State, provided the cause of action arise within the limits, and one or both of the parties is a resident of the city ; and an appeal from this Court lies to the Superior Court.
The Mayor and Aldermen are severally possessed of the powers and authority which by law are given to a Justice of the Peace.

The aggregate amount of hose belonging to these Companies is about 3,000 feet.
In addition to the above, the by-laws of the city (by which the de- partment is governed,) provide for a " Sack Company." The object of this Company is to secure and protect books, papers and other valuables, in case of fire. It does not appear, however, that any such company is now in existence.
In making repairs, or creating bills in any way against the Fire De- partment, particular care should be taken to act under the authority of the proper Standing Committee.
