On letters in the United States, 3 cents for half ounce or fraction thereof, to be pre-paid.
City or drop letters must be pre-paid at the rate of 2 cents per half ounce, or fractional part.
Newspaper Postage.
Weekly Newspapers, within the County free.
Weekly Newspapers, 5 cents per quarter.
Semi- Weekly Newspapers, 10 cents per quarter.
Tri- Weekly Newspapers, 15 cents ; and so on, provided the paper does not exceed four ounces in weight. For each increase of four ounces the rate is doubled. These rates are based upon 5 cents per quarter for each day's issue.
Transient newspapers, periodicals, pamphlets, and other articles of printed matter, (except beoks and circulars,) seeds, cuttings, photographs, blanks, maps, engravings, envelopes, paper, book manuscripts and proofs, 2 cents for each four ounces or fraction thereof.
Book Postage.
Books 4 cents for each four ounces or fraction thereof.
Unsealed circulars 2 cents for each three or less in one inclosure to one address. A business card upon the envelope of a circular does not subject it to extra postage.
All mail matter must be pre-paid by postage stamps.
All transient matter must be sent in a cover open at the ends or sides There must be no word or communication written or printed on the same after its publication, or upon the cover except the same and ad- dress of the person to whom it is to be sent. There must be no other inclosure in or with such printed matter. Every such addition will subject the entire package to letter postage.
Letters to or from the British Provinces or Canada, per half onnce, 10 cents, pre-payment optional, except to Newfoundland, which must be pre-paid by postage stamps.
Other foreign postages remain, as heretofore, subjects of arrangement between foreign governments and our own, and are not affected by this law.
If a letter is deposited in the post office iusufficiently pre-paid, double postage is to be charged upon the amount remaining due, and the letter is to be forwarded to its destination, where the double rate must be col- lected before delivery.
Letters addressed to the departments at Washington, except from parties having official relations to such departments, must be prepaid in the same manner as other correspondence.
Fee upon registered letters twenty cents, and the receipt of the party receiving the letter will be returned to the sender.
Miscellaneous matter, either written or printed, if sent by mail, is subject to letter postage.
Persons wishing to pre-pay Postage in money out of regular office hours, should inclose the letter and money in additional envelope, mark- ing it " Postage Inclosed," and drop it into the letter box in the door.
