This is the first Department of Ag- riculture established, (as a branch of the State government, under the con- trol of a salaried State officer) in the United States. Georgia took the lead in this measure, and has been amply repaid for it.


In the Department are displayed samples of the products of the State, which are examined with much inter- est by strangers visiting Atlanta.


The Commissioner has had compiled and published, a Hand Book of Geor- gia, and manuals on Sheep and Hog raising in Georgia, which have given great satisfaction and an enviable repu- tation to the State abroad, which she, though known as the Empire State of the South, never had before.


The inspection and analysis of Com- mercial Fertilizers, are placed under the charge of the commissioner, and no Fertilizer can be admitted to sale with- out his consent. The result is that a worthless or very poor fertilizer can- not be found on the market in Georgia. Thus the farmer who cannot judge of the worth of a fertilizer by any test he can apply, is protected from imposition. Georgia is the only State in the Union having and enforcing such a law.


The analyses of fertilizers are regu- larly published by the com" issioner, and circulated throughout the State, from which every person can see the exact value of every brand sold in the State.


The fees for inspecting fertilizers are 50 cents per ton. For the season of 1877-8, almost 100,000 tons were in-

spected, bringing nearly $50,000 into the State Treasury.


The commissioner has appointed five inspectors who are paid salaries-the highest not exceeding $1,500. These inspectors are, G. P. Harrison, Savan- nah ; E. T. Davis, Brunswick ; T. J. Smith, Augusta ; B. D. Lumsden, Macon; J. S. Lawton, Atlanta.


Prof. W. J. Land is the Chemist of the Department for the analysis of fertilizers. Salary, $3,000 per an- num.


The entire expenses of the Depart- ment, including salaries of the chemist and inspectors, is less than $23,000. It thus brings into the State treasury fully twice as much as all its expenses.


For a time after the Department was established, efforts were made in the legislature to abolish it, but all have signally failed, and it is now fully es- tablished in the hearts of the people of Georgia.


GEOLOGICAL SURVEY-Establish- ed February 27th, 1874. Survey com- menced September 1st, 1874. Annual appropriations of $10,000 for five years.
