Children under five years of age accompanying any person who has paid full fare shall not be charged fare, and children between the ages of five and ten years shall be charged half fare. Any person violating any of the provisions of this ordinance shall be subject to a fine of not less than five nor more than one hundred dollars.
PUBLIC SCHOOLS.
The Independent School District of Des Moines under the consolidation law embraces all of the territory and school houses within the corporate limits of the city. Seventeen dis- tricts enter into this consolidation. Twelve of these were partly in and partly out and those portions of the districts inside of the city are now a . part of the consolidated district. The territory of the other five districts was wholly within the city so that three districts were taken in entire.

WARD BOUNDARIES.
First Ward-The first ward shall embrace all of that part of the city lying west of a line described as fol- lows: Beginning on the south line of the city, in the center of Section 21, Township 78, Range 24, running thence north through the center of Sections 21, 16 and 9, Township 78, Range 24, to the middle of the Rac- coon river; thence westerly along the middle of said river to a point in line with the center line of Nine- teenth produced south; thence north along the center line of Nineteenth to the center line of Grand av; thence east along the center line of Grand av to the Center line of Seventeenth, thence north along the center line of said Seventeenth to the center line of University av; thence west along the center line of Uni- versity av to the center line of Twentieth; thence north along the center line of Twentieth to the cen- ter line of Mondamin av; thence north along the center line of Twen- tieth produced to the middle of the Des Moines river; thence northerly following the middle of said river to the north line of the city.
Second Ward-The second ward shall include all of the territory lying east of the first ward, north of the Raccoon river and west of a line de- scribed as follows, to-wit:

Beginning at a point in the middle of the Raccoon river, whence it is intersected by the center line of Ninth; thence north along the center line of Ninth to the center line of Market; thence west along the center line of Market to the center line of Tenth; thence north on the center line of Tenth to the center line of Pleasant; thence westerly along the center line of Pleasant to the center line of the north and south alley between Lots 1 and 2, of Holland's Sub-division of Lots 3 and 4 of Rose's Addition; thence north along the cen- ter line of said alley to the center line of Park; thence east along the center line of Park to the center line of Twelfth; thence north along the center line of School to the Center line of Twelfth north; thence west along the center line of Twelfth north; thence north along the center line of · said Twelfth to the center line of Jef- ferson av: thence west along the center line of Jefferson av to the line be- tween Lots 11 and 12, Official Plat of; the southwest quarter of Section 27. to the middle of the Des Moines river; thence westward along the middle of the said river to the east boundary line of the first ward.
Third Ward-The third ward of the city shall embrace all the territory lying east of the boundary lines of the first and second wards above given and west of the following line:
Beginning at a point in the middle of the Raccoon river, on the center line of Ninth; thence easterly follow- ing the middle of said river to a point in line with the center line of Sev- enth as originally located; thence northerly along the center line of said Seventh as originally located to a point where the center line of said Seventh intersects the center line of Sixth av; thence northerly along the center line of Sixth av to the center line of Elm; thence east' along the center line of Elm to the center line of Fifth; thence north along the cen- ter line of Fifth to the center line of Grand av; thence west along the cen- ter line of Grand av to the center line of Sixth av; thence north along the center line of Sixth av to the mid- dle of the Des Moines river; thence southeasterly following the middle of said river to its point of intersection with the east and west center line of Section 35, Township 79, Range 24; thence east along said center line to the north and south center line of Section 35, Township 79,Range 24; thence north along the center line of Sections 35, 26 and 23, Township 79, Range 24, to the north line of the city.
Fourth Ward-The fourth ward shall consist of all that portion of the city lying east of the east boundary lines of the first and third wards and west of the following line:
Beginning in the center of Section 22, on the south line of said city; thence north through the center of Sections 22, 15 and 10 to the middle of the Des Moines river; thence nor- therly up the middle of the Des Moines river to Sixth av bridge where it crosses the river.
Fifth Ward-The fifth ward shall consist of all that portion of the said city lying east of the east boundaries of the third and fourth wards and lying west of a line as follows, to-wit:
Beginning in the middle of the Des Moines river, where it is intersected by the center lne running north through Section 10, Township 78, ! Range 24; thence eastwardly along the middle of said river to a point opposite Seventh; thence north on
