Mr. Bell became Marshall County Fuel Administrator in November, 1917, when the office was created. It was his duty to see that fuel prices were kept regular and that a good supply of fuel was always on hand, to prevent any serious shortage. This service he performed most satisfac- torily and at all times had the hearty co-operation of the dealers. He worked under the direction of State Fuel Administrator Webster.
A close check was kept of all fuel stocks on hand, the sales, the prices received and the amount of coal received by dealers. Even when a serious shortage threatened, the office was so competently administered that there was no suffering from lack of fuel in this county.
The labor bureau was turned over to Mr. Bell about April 1, 1918. This office was under the direction of Urick and Metcalf, the state supervisors, and it still is active in securing employment for returned soldiers and sailors. It has been instrumental in placing in good jobs many men who had returned from training camps and from overseas.

WAR WORK OF COUNTY Y. M. C. A.
THE Young Men's Christian Association in Marshalltown was built by the citi- zens of Marshall County to serve the inter- ests of the men and boys. Ever since its erection it has been the purpose of those in charge to make the building a community center, bringing under its roof all the activi- ties of the county it was possible to secure. While the Association must have members who pay a certain sum for the privileges of the Association, it has never been the policy of the officers in charge to restrict the use of the building to the membership. With this program in force the men and boys of Marshall County have been making this their headquarters.
At the outbreak of the war the program of the Y. M. C. A. was immediately shifted J. B. NORTHCOTT to such a place as to enable the officers and membership to give their time to help win the war. The building with all its equipment and the force of the Asso- ciation was turned in this direction. Two men on the staff, Mr. Robert Davis and Mr. E. E. Micklewright, went to war. Mr. Davis joined the cavalry and Mr. Micklewright the medical division of the Engineers' Corps. Mr. Gilman, the physical director, left the services of the local Association and entered the service of the Army Y. M. C. A. at Camp Dodge.
The Association, so well equipped, became the center for many war activities. When the fund was raised for securing and giving watches and medals to Marshall County boys, the general secretary of the "Y," Mr. J. B. Northcott, was asked to handle the details of the work, working under a most efficient committee. It was the privilege of the "Y" staff to meet each contingent which went to camp. The secretaries met each group, saw to it that each man was provided with a watch and medal. that he was given advice as to the best way to act upon entry into camp and when the group entrained, went with the boys to their camps, taking with them supplies of writing material, reading matter, games, etc., to make the trip as pleasant as possible, and to break the strain due to leaving home for war.
Marshall County having the only "Y" in this immediate territory, the secretary of the local "Y," Mr. Northcott, was made district manager for all the campaigns raising money for the War Y. M. C. A. work. The terri- tory included Marshall, Hardin, Butler, Franklin, Hamilton, Grundy and Wright counties. Between campaigns Mr. Northcott spent three months in Army "Y" service at Camp Dodge.
The "Y" officers assisted in every way possible in organizing and putting across all the war fund campaigns and left nothing undone in their power to help win the war. Now that the boys are returning, one secretary has been asked to give his time in assisting the boys and each man returning from service is being given a free membership for three months of privi- leges. Many other phases of the work could be mentioned but all that is necessary is to say that the Association through its members, officers, equipment and all that it had, did everything in its power to help back our boys at the front and at home to win the war.
