Montgomery County Selective Service Board


W. G. WEBSTER-(1)


Of Nokomis, was in July, 1917, appointed a member of the Local Board, and continued as such throughout its organization. Having served the Republican party in different capacities. he was its nominee for County Judge in 1918. He is a successful practitioner of law.


M. J. McMURRAY-(2)


An Attorney at Law, of Hillsboro, was at its organization in July, 1917. elected Chairman. which position he filled most creditably during its existence. Havng been twice elected County Judge, he has a wide acquaintance in all parts of Montgomery County.


DR. H. A. SEYMOUR-(3)


Has for many years been actively engaged in his profession in Hillsboro, and was at the begin- ning of the Draft appointed Examining Physician and Member of Montgomery County Local Board, which position he most ably filled. Being for many years a Republican Central Com- mitteeman, he is well known throughout the county.


MISS CARRIE B. LATHAM-(4)


Chief Clerk, Montgomery County Local Board, served continuously from its beginning to the end. Her home is in Hillsboro.


THE EXEMPTION BOARD'S ACTIVITIES


On August 8th, 1917, the first Selective Service men were given medical examination for military service under the first rules, and were called from day to day until 1,060 men were examined, by the following physicians who constituted the Medical Examining Board during the entire period of the draft: Dr. W. W. Douglas, Dr. L. S. Brown and Dr. Z. V. Kimball, of Hillsboro, Dr. E. H. Herman, of Taylor Springs, and Dr. H. A. Seymour, Physician Member of the Board.


September 5th, 1917-12 men entrained for Camp Taylor, Ky., with Russell Brawley, Litch- field, Leader.


September 19th-93 men entrained for Camp Taylor, Ky., with Walter W. Davis, of Litch- field, Leader.


October 3rd-49 men entrained for Camp Taylor, Benjamin Brockmann, of Nokomis, Leader.


February 23rd-76 men entrained for Camp Taylor, Leo Heise, of Litchfield, Leader.


April 10th-4 men to Bradley Polytechnic Institute, Peoria, with Torney Ivy, of Witt, as Leader.


April 29th-4 colored men entrained for Camp Grant, Ill., with Joe Vanderburg, Leader.


April 30th-75 men entrained for Camp Dix, with Walter O. Frame, Hillsboro, as Leader.

May 29th-31 men were entrained for Ft. Thomas, Ky., Geo. H. Mumme appointed Leader. June 14th-13 men were entrained for Rahe Auto School, Kansas City, with Fred Grassel, of Butler, as Leader.


June 28th-350 men entrained for Camp Taylor, with Roy Wilson, Hillsboro, as Leader.


August 1st .- 10 men entrained for Camp Taylor, Lester R. Grimm appointed Leader.


August 3rd .- 7 colored men entrained for Camp Dodge, Iowa, with Colonel B. Carr, Litch- field, Leader.


September 5th-34 men entrained for Camp Custer, Mich., with Otis Frame, Leader.


The above contingents in no wise constituted all the entrainments, as the Board was con- stantly sending out men separately and in small numbers to all parts of the United States for services in all branches of the Army. It was not possible to have demonstrations for these men, who quietly and without display embarked for their different destinations alone or in groups to answer their country's call.


When possible, a large demonstration was given each contingent on leaving, the people of Hillsboro and surrounding towns providing them with eatables, music and speaking at the Court House.


9,524 men were registered in this county, and taken care of by this Board, of which number 2,717 were examined physically, and 1,104 entrained. All but about 165 men were mailed questionnaires, the Board at the time of signing of the Armistice having mailed them to all of the last registration.


The shipping to the War Department in Washington of 4,000 lbs. of records closed the last chapter of the Local Board of Montgomery County, at}Hillsboro, Illinois.

2nd Lient., Air Service, Brooks Field. Born Nov. 24, 1892. One of two sons of Rev. and Mrs. W. F. Barnett, Fillmore, Ill., in the service. He joined the colors Dec. 14, 1917; promoted to 2nd Lient., Ang. 22, 1918; wounded in an accident at Brooks Field. Discharged Jan. 3, 1919.

Sergeant, 6th Co., 5th Regt., U. S. Marines. Born June 13, 1893, Hillsboro. His nearest relative is Chas. W. Rutledge, 810 Boatmen's Bank Bldg., St. Louis. Drexel joined the colors April 15, 1918; sent to Paris Island, S. C., for training; overseas with Co. A. 2nd Casual Btn. Served in France in Intelligence Department on spe- cial work; also in 5th Infantry. known as the "Famous Fighting 5th Marines." Fought on St. Mihiel Salient August to Novem- ber; wounded six times in bat- tle of Argonne Forest, Nov. 4. 1918. Won sharpshooter's medal; promoted to Sergeant, and on July 16, 1919, was decorated with the Croix de Guerre.

In Conclusion "WHEN ALL WARS END"


No deadlier weapon was ever devised than the Roman short sword. This information may be nursed advantageously by those who have been deriving comfort recently out of the smug reflection that new engines of destruction and new gases are so devastating as to prohibit future conflicts.


Each war has produced new and violent machinery to destroy the enemy. Knights errant in their pot-metal were considered invincible until the Swiss upset them and proved the age-old theory that infantry is most dangerous. ' Artillery was once considered so destructive as to make all warfare seem impossible.


Before the World War we heard much of mysterious acids which would blot out whole cities, ammunition capable of destroying armies. Infantry remained the back bone of the military forces. The acids, gases, high explosives, planes, electricity all played their parts, but the controlling factor of warfare is unchanged.


An automobile is impelled by a new energy, has more comfortable seats, many conveniences; runs on four wheels just the same; the ox-cart hasn't changed so greatly after all.


War never depended upon the destructiveness of the weapons employed, but upon the temper of human beings. The wheels of human desire, human jealousy, human loyalty, and human ambition are the same, though we have built round them a modern carriage of diplomacy and commerce.


A great shell might destroy a whole army if that army were conveniently assembled for that purpose. But when one belligerent devises a gun big enough to kill 1,000 men the other belligerent will see that a thousand men are never to be found together. Bombs may destroy cities, but the wise inhabitants of those cities will not be there when it happens, or they will devise a new bombproof.


War is not of powder but of human thought and will.
