NEW ASSESSMENT LAW
The Legislature of Illinois in the winter of 1918-19, enacted a law which has changed the old rate of assessment in the State which was one-third of the actual value of real estate, to one-half. So that now where the assessor places the amount of "assessed valuation" on a given property to be $1,000, it signifies that such property has a supposed actual cash value of $2,000.
This law went into immediate effect and this eaused quite an extra burden upon the part of county officials in order to comply with the new enactment. In most cases the assessor's hooks had already been turned over to the county clerk and now this officer is compelled to assist the board of review in carrying out or extending a new column in all books relating to realty in the several townships, in order that the "valuation" be in accord with the provisions of the new law. This does not mean, necessarily, that the taxes will be any higher than heretofore. This is a matter of the disposition of the people in each county. The former pro- vision was one by which there could not be raised at the legal amount of levy allowed on each dollar's worth of property, a sufficient amount to meet the demands in some of the counties in the commonwealth. But by

giving a higher "assessed value" a larger sum ean be obtained within the constitutional tax limit per dollar.
In MeHenry County there has in reality not been much change of "assessed valnations" for the last ten years. The board of review had complex work in adjusting the assessments to correspond with the times and with the new valuation law above named.
CHAPTER VI POLITICAL REPRESENTATION

SEVERAL APPORTIONMENTS-EARLY REPRESENTATIVES-LATER REPRESENTA- TIVES-A CAPABLE OFFICIAL-MEMBERS OF THE GENERAL ASSEMBLY- STATE SENATORS-STATE REPRESENTATIVES-POLITICAL STATISTICS- PRESIDENTIAL VOTE.
Under the constitution of 1848 Mellenry County became a part of the Twenty-fourth Senatorial district with Boone and Winnebago counties, and with Boone County formed the Fifty-first Representative District. In 1854 it was associated with Lake County in a Senatorial and with Boone in a Representative District. In 1881 it was made a part of the Twenty-third Senatorial District, with Boone, Winnebago and Lake, and this politieal unit existed until the apportionment of 1872, which nshered in what became known as the minority system of representation, each distriet being entitled to one senator and three representatives.
MeHenry and Lake counties formed the Eighth District, Boone having been added in 1882 and this political division had made up the Eighth Senatorial Distriet to the present time.
EARLY REPRESENTATIVES
MeHenry County obtained its first resident representative in the general assembly in 1848, when John F. Gray was elected to the lower house. Two years later the county had two representatives at Springfield in the persons of A. H. Nixon and George Gage, the former being re- elected for the third term in 1854, when George Gage, after a service in the lower house, was elected to the State Senate, thus being entitled to the distinetion of being the first state senator elected from MeHenry County.
Westley Diggins was elected to the lower house in 1856 and Lawrenee S. Church in 1858, 1860 and 1862, in which year Thaddeus B. Wakeman was elected to the lower house. Merritt L. Joslyn was elected to the lower

house in 1864 and was sureceded by T. B. Wakeman in 1866. Peter W. Deitz was elected in 1868, while William AA. MeConnell and Ira R. Curtiss were both elected in 1870, in what was known as the Ninety-third district.
Richard Bishop was the first Democrat ever elected from Me Henry County, his election taking place in 1872, in which year F. K. Granger was the Republican elected. Mr. Granger was re-elected in 1871. Merritt L. JJoslyn was elected to the state senate in 1876 and Mr. Granger re- turned to the house in 1878.
LATER REPRESENTATIVES
Orson C. Diggins, a Republican, and James Thompson, a Democrat, were both elected to the lower house in 1880. Charles H. Tryon was elected in 1882 and Ira R. Curtiss elected state senator in 1884. Gardner S. Southworth was elected to the house in 1888 and Robert J. Beck chosen at a special election to sneeeed E. M. Haines, deceased, July 15, 1890. Mr. Beek served in two later sessions of the general assembly, hav- ing been elected in 1892 and 1894. JJohn C. Donnelly was elected to the house in 1890, re-elected in 1892 and 1898.
Edward D. Shurtleff was elected in 1900 and has served continuously for twenty years, his first election to the house taking place in the autumn of 1900, making ten terms he has served this county and district. James HI. Viekers was elected to the house in 1910, re-elected in 1914, 1916 and 1918.
A CAPABLE OFFICIAL
While MeHenry County has always been fortunate in the high type of men it has chosen as its representatives at Springfield it is not dis- paraging to any of them to say that to Edward D. Shurtleff belongs the distinction of exerting the greatest influence as a legislator and attaining the greatest reputation.
