The form of return card which should be used on second, third and fourth class matter is as follows: "If not delivered within 10 days, postmaster will please notify John Jones, 236. 50th street, Chicago, Ill., who will provide re- turn postage.' Post Cards.
Unfolded pieces of cardhoard not exceeding 3 9-16 by 5 9-16 inches and not less than 2 3-4 inches hy 4 inches are transmissible in the domestic mails, including the Island possessions and to places in Canada, Mexico, Cuba, the republic of Panama, the U. S. postal agency at Shanghai, China, and the Canal Zone at the postage rate of one cent each. To all other countries the postage is two cents. Postage
must be prepaid hy affixing atamps of the
proper value. Weight and Quality-Must be substantially that of the Government postal card of like size. Color-Any that will not interfere with a legible address and postmark. They may, or may not, at the option of the sender, bear near the top of the face the words, "Post Card."
The face of the card may be divided by a vertical line: the left half to be used for a ines- sage, etc., but that to the right for the address only. Very thin sheets of paper may be attached to the card, and then only on condition that they completely adhere thereto. Such sheets may bear hoth writing and printing. Advertisements and illustrations may appear on the hack of the card and on the left half of che face.
When post cards are perpared by printers and stationers for sale. it is desirable that they bear in the upper right-hand corner of the face an oblong diagram containing the words "Place postage stamp here," and at the bottom of the space to the right of the vertical dividing line, the words "This space for the address."
Cards which do not conform to the conditions prescribed by these regulations, are, when sent in the mails, chargeable with postage according to the character of the message-at the letter rate, if wholly or partly in writing, or at the tbird-class rate, if entirely in print. Cards hearing particles of glass. metal, mica, sand, tinsel, or other similar substances, arc unmailable, except when enclosed in tightly sealed envelopes.
The address may be in writing, printing, by means of a stamp, or hy an adhesive label of not more that three-fourths of an inch by 2 inchies in size. The sender may in the same manner indicate his name and address on the face or back of the card.
The message on the cards may he either in writing or print.
Any card of foreign origin which, from its title in any language, appears to be a Post Card, and conforms to the above requirements, shall he admissible to the mails (domestic or international), when prepaid in United States postage stamps.

Undeliverable third-class matter is not given directory service, and when not of obvions value. is consigned to the waste. When it hears the proper return card, with promise of stamps in case of notification, notice of non-delivery is mailed to the sender. If due attention is not paid to these notices they are not sent there- after, but the matter is disposed of just as it no card existed. Third and fourth class matter can neither be returned nor forwarded without the prepayment of postage anew. Limit o weight is 4 pounds, except aingle books, to which there is no limit.
Mail Matter of the Fourth Class. Rate of postage: 1 cent for each ounce or fraction thercof. Limit of weight, 4 pounds. Fourth Class Matter consists of merchan- dise admissible to the mails and all matter not included under the first, second, and third heads. The matter in all cases must he prop- erly wrapped or packed to bear transportation in the mails. Liquids to the extent of 4 ounces are accepted only nnder rigid conditions as to
packing. For these conditions inquire at the post-office or a station, Spirits, wines, etc., ex- cept communion wines, are not mailahle ; neither are poisons nor any matter liable to decompose or which exhales a bad odor, or hy its nature is

Letter postage to Germany is 2 ceuts an ounce or fraction (in direct German steamers only) ; to Newfoundland, Great Britain and Ireland, 2 cents an ounce or fractiou.
Ordinary letters for countries of the Postal Union (except Canada and Mexico) will he forwarded, whether any postage is prepaid on them or not. All other mailahle matter must be prepaid, at least partially.
Note The postage rates and conditions to Alaska, Hawaii, Guam, Porto Rico, the Philip- pines, the Island of Tutuila, and the Canal Zone are domestic in every particular.
