MISCELLANEOUS INFORMATION
The rate of postage on third-class mat- ter is 112 cents for each two ounces or fraction of two ounces up to and includ- ing eight ounces, except that the rate on books, catalogs, seeds, cuttings, bulbs, roots, scions and plants not exceeding eight ounces in weight is one cent for each two ounces' or fraction of two ounces. Miscellaneous printed matter may not accompany books and catalogs at the lower rate.
Special Rate for Bulk Mailings-Iden- tical pieces (contents must be identical) of third-class matter in quantities of not less than 20 pounds or not less than 200 pieces with precanceled stamps affixed, or under the perinit system, when the pieces are separated to States and Cities and tied in bundles properly labeled, are subject to postage at the rate of 12 cents a pound or fraction of a pound. How- ever, books and catalogs are subject to postage, under these provisions, at the rate of 8 cents a pound or fraction of a pound. Provided, however, that the rate of postage on third-class matter shall be not less than one cent per piece.
Persons desiring this privilege should make written application to the postmas- ter.
Post office definition of book or catalog is printed matter bound in that form having 24 or more pages including the covers. Twenty-two pages must be printed.
Fourthi-Class Mail Matter (Parcel Post) consists of books, catalogs, printed mat- ter, merchandise and all mailable matter weighing over eight ounces and not over 70 pounds, not included in first class. All such matter weighing over eight ounces is subject to zone rates according to weight and distance as indicated in table on Page 18.
Special Handling Fees: (in addition to zone rates) Fourth-Class Matter only- Up to 2 pounds, 10 cents; over 2 pounds but not more than 10 pounds, 15 cents; over 10 pounds, 20 cents.
This service accords parcels same treatment in dispatch, transportation, and delivery as first-class mail matter. ( See special delivery fees if you want parcels specially delivered after arrival.)
