The Lutheran.
We should deeply regret if the monthly edition of THE LUTHERAN should interfere with the increase in circulation of the weekly edition among our people,-especially at this time when THE LUTHERAN itself

is making a special effort to secure 3,000 additional subscribers, and is appealing to us as pastors to help in this laudable undertaking. We rather hope that the reading of the monthly edition will whet the ap- petite of our people for the weekly edition. At least this is one of the objects to be kept in view. As the official organ of the General Council, as our representative and spokesman to the outside religious world, as the criterion by which we shall be measured, weighed, and judged, by others, the church owes it to herself to make THE LUTHERAN all that it can be made in its own sphere which it now already fills so well.
The Chicago Seminary.
Although much has been said in previous reports in praise of this institution on our territory, we owe it to ourselves and to the Church to bear witness again to its ever increasing usefulness to us as a Synod. Out of some 36 names which will appear on our Synodical roll for the coming year, 28 will be the names of men who are, or have been, in connection with the seminary long enough to catch its esprit de corps, either as professors, graduates, post-graduates, or students. This fact will speak louder than words of the debt of gratitude we owe as a Synod to this timely, thorough-going, whole-souled, and intensely-practical school of the prophets.
Recommendations.
1. PASTORS' HOMES. Two of our parishes have secured homes for their pastors during the year. The one is that of our Mission at Mish- awaka. Here a lot adjoining that on which the new church now stands was bought and donated by one of the members, and a modern, eight- room parsonage has been erected upon it, at a cost of $1600. It was begun, completed, and occupied, before the corner-stone of the new church was laid.
The other is that of the Newberry charge. Under date of May 19th, Pastor Boliek informed me that his congregation at Newberry had purchased a property for the pastor's home, consisting of a double lot adjoining the church lot, with a cottage and all necessary out build- ings upon it. The price was $650, which has nearly all been raised. Steps will soon be taken to enlarge and iniprove the premises.
I mention these two instances, in this place, to direct the attention of Synod to them, and to raise the question as to whether some- thing cannot be done to interest our congregations and charges more largely and actively in this branch of congregational work and liberality.

2. A NEW CONFERENCE .- The district in the territory of every Synod which is most liable to be neglected in the ministration, and which has been as a matter of fact so neglected in the past, is that which is furthest removed from the centers of Synodical activity. With us this district is composed of the southern portion of the State of Indiana, and the southern and central portions of Illinois. I would raise the question as to the advisability and feasibility of Synod, in the near future, forming a new Conference in this territory, to which might be assigned, as a beginning, the following charges: Decatur, Vandalia, Gila, Claremont, Newberry, and Corydon.
3. MISSION DIRECTOR .- On account of the growing importance of our Home Mission work, and the power and privilege exercised by the Mission Director, I would recommend that the office of Mission Director be made a Synodical one, and its incumbent, upon nomination by the Mission Committee, be elected by Synod; and that the duties and priv- ileges of installing missionaries, laying of corner stones, and consecra- tion of Mission Churches, be placed in his hands, with the sole restric- tion that he report the same to the President of Sy nod.

I desire before closing to express my appreciation of the uniform courtesy and responsiveness, with which all my requests, counsels, and appointinents have been received and carried out by all the brethren so addressed. It is a pleasure to labor among such brethren.
With the prayer that the Great Head of the Church, Whose we are and Whom we serve, will preside over us and direct us in all our doings. to His greater glory and our greater good.

The Program presented by the Committee on Pro- gram was indorsed by Synod, with the proviso, that it may be departed from if deemed advisable.
Report of the Examining Committee.
Seven applicants for membership appeared before your Committee. All requirements of the Constitution were complied with.
We recommend that the following named brethren be received, and, on signing the Constitution enrolled:
1. Rev. M. E. Boulton, called to the Mishawaka Pastorate, and honorably dismissed from the Synod of the North West.
2. Rev. A. L. Boliek, called to the Newberry Pastorate, and honorably dismissed from the Evangelical Lutheran Tennessee Synod.
3. Rev. J. C. Dietz, called to the Alexandria Pastorate, and honorably dismissed from the Evangelical Lutheran Tennessee Synod.
4. Rev. J. A. Miller, Pastor of St. Paul's Evangelical Lutheran Church, Detroit, Mich., has formally applied for membership. Your Committee held a somewhat extended colloquium with him, and carefully considered the circuinstances which induced him to seck membership in this body. We recominend his reception and enroll- ment, as soon as his congregation shall have been received.
5. Student Paul W. Roth, is a graduate of the Chicago Theolog- ical Seminary. A special examination has satisfied your Committee of his fitness for the ministry of the Evangelical Lutheran Church. He has been regularly called by Evangelical Lutheran Trinity Church at Elgin, Ill. We recommend that he be ordained and enrolled.
6 Student Paul J. Gerberding, also a graduate of the Chicago Theological Seminary, has been called to the Pastorate of St. Matthew's English Lutheran Church of Chicago. He was likewise examined as to his fitness for the ministry, to the satisfaction of your Committee. We recommend that he be ordained and enrolled.

7. Student L. P. Pence, also a graduate of the Chicago Seminary, and called to the Church of the Atonement, Chicago, III., has been examined and found qualified for his calling. We recommend that he be ordained and installed.

The above named ministerial brethren and candi- dates for ordination, were then introduced to Synod by the President of the Examining Committee, and were welcomed by the President of Synod.

The roll was called, and the minutes of the previous session were read and approved.
Report of the Directors of the Dieckmann Memorial Home.
The Corporation and Board of Directors of the Dieckmann Memorial Home for the Aged, of the Evangelical Lutheran Church, would respectfully submit the following report:
1. At the last annual meeting of the Corporation and Board of Directors, after carefully considering the whole question involved, it unanimously resolved to return the property in its possession to the donor, Mrs. Elizabeth L. Dieckmann.
~ 2. That in order that all legal requirements be complied with, all debts of the Corporation be paid, and all funds contributed to- wards the Home be refunded to the respective donors, and a transfer of the title to Mrs. Elizabeth L. Dieckmann be made by the officers of the Corporation.
3. That when all these requirements have been met, the Corpo- ration be dissolved, and the Secretary of State be duly notified of the dissolution.
In the examination of the deed made to the Corporation, by the said Elizabeth L. Dieckmann, it was found, that the Chicago Synod of the Evangelical Lutheran Church is made a party in the title to the realty. In view of the above action of the Corporation and Board of Directors, and of this interest of the Chicago Synod of the Evangelical Lutheran Church, we recommend the following;
Be it resolved:
That the Chicago Synod of the Evangelical Lutheran Church, in annual convention assembled, at Mulberry, Indiana, June 10, 1903. hereby approves the action of the Corporation and Board of Directors of the Dieckmann Memorial Home for the Aged of the Evangelical Lutheran Church, of Vandalia. Illinois, in reconveying the property owned by it, to Mrs. Elizabeth L. Dieckinann, of Vandalia, Illinois, the donor, because it was impracticable to carry out the wishes and

purposes of the donor, and unjust to hold the property any longer under these conditions; and in order to make a perfect and clear title again, in Mrs. Elizabeth L. Dieckmann, the Chicago Synod hereby Alic votes, that a Quitclaim Deed to said same property, be made by the to Chicago Synod to Elizabeth L. Dicekmann; that said deed be made pro and executed by the President and Secretary and the thrce (3) Trustees of the Synod. and signed, sealed, acknowledged. and delivered by them to her, with the seal of the Synod attached thereto. convey- fin ing the property heretofore conveyed to her by the President and Secretary of the Dieckmann Memorial Home for the Aged of the Evangelical Lutheran Church, described as follows: Part of Lot in Ifo W Two (2) of Block Thirty-eight (38), described as follows: Commencing at the southeast corner of Lot Two (2), running thence west forty-six (46) feet, thence north twenty (20) feet, thence west forty (40) feet, thence north forty-two (42) feet, thence west sixty -six (66) feet, thence north eighteen (18) feet, therice east one hundred and fifty-two (152) feet, thence south eighty (80) feet to the place of beginning; all of Lot Three (3), and forty-five (45) feet off of the south side of Lot Four (4), forty-five (45) feet off of the south side of Lot Five (5), and all of Lots Six (6), Seven (7) and Eight (S), all in Block Thirty-eight (38) of the City of Vandalia, according to the original plat thereof, situated in the County of Fayette, and State of Illinois, and releasing and waiving all rights under and by virtue of the Homestead Laws of the State of Illinois.

1. The Church of the Atonement, Chicago, Ill., with nineteen charter members, at a congregational meeting held June 7, 1903, unanimously voted to apply for membership in our body. Its consti- tution having been approved. the Committee recommends that this congregation be received.
2. The Church of the Holy Trinity. Elgin, Ill., with forty-one charter members, now numbering seventy-five members, at a congre- gational meeting held January 30, 1903, voted to apply for niember- ship in this body. Its constitution being approved, we recommend that this congregation be received.

Partial Report of Committee on Absentees and Excuses.
We, your Committee on absentees, wish to submit the following report concerning absent brethren:
Revs. D. L. Reese, P. W. H. Frederick, C. L. V. Dozer, A. H. Arbaugh and Rev. Dr. R. F. Weidner, have sent letters explaining their inability to be present at this convention of Synod. We recom- mend that they be excused.

Your Committee on Synodical Paper would respectfully report, that after reviewing the entire situation, and considering propositions from various sources, and on different plans, we have accepted an offer made by the Board of Publication of the General Council, whereby at a marvelously low figure, we have been able to issue a Western Monthly Lutheran, of eight pages, all of which is expressly selected or written with a view to our own constituency.
To accomplish this, it was necessary for the Committee to assume a financial responsibility beyond the amount of the advance subscriptions, of about $75.00, and the continuance of the paper beyond the present contract of the Committee, depends upon the co-operation of the members of Synod, to the extent of furnishing a minimum of 1000 subscribers, in addition to the regular circulation, at the actual cost of press work and paper; certainly a most liberal proposition.
Contributions towards the special Guarantee Fund, and subscrip- tions, should be given to Rev G. P. Kabele, Business Manager. All news, etc., to the Chairman of the Committee, who is the Editor. Respectfully Submitted,

Report of Committee on Foreign Missions.
We, your Committee on Foreign Missions, beg leave to report, that the service in the interest of this great cause was held on Wednes- day evening, when the Rev. Prof. G. H. Gerberding, D. D., and the Rev. M. E. Boulton, presented the needs of the Foreign Field.
Reports concerning the Foreign Mission of the General Council and the Porto Rico Mission from the chairmen of the respective Boards, were also read. The offering taken amounted to $20.36.
Your Committee recommends:
1. That the Wednesday evening offering be divided between the India and Porto Rico Missions as follows :- The India Mission $15.00; Porto Rico, $5.36.
2. That Synod appropriate $200.00 to the India Mission, and $50.00 to the Porto Rico Mission.
3. That Pastors urge their people to give regularly and system- atically to this cause, and encourage their congregations, societies and individual members of means to support native Students.

Synod adopted the following resolution, offered by the Rev. Wm. J. Finck.
RESOLVED: That Synod authorize its Committee on Foreign Mis- sions to enter into correspondence with the Board of Foreign Missions of the General Council, in reference to the conditions on which our Synod can support a native pastor in India.
NEXT CONVENTION.
Invitations were received for entertaining the next Convention, from Emmanuel's congregation of the Wallace, Indiana, parish, and from St. John's congregation of Anderson, Indiana.
The invitation of Emmanuel's Church, Wallace, Fountain County, Indiana, was accepted.
Time of the next Convention: Wednesday after Trinity Sunday, 1904.
