Article 9. The affairs of said Association for the first year shall be managed by the above name incorporators, wlio are hereby appointed and constituted the Board of Trustees of said Association with all of the powers by these articles granted to the trustees of said Association, with the full right, power, and authority to elect and appoint successors, and to make said body perpetual as provided in this charter.


- Article 10. Said Association shall maintain buildings for said purpose and employ teachers and conduct schools for the purposes aforesaid, at said Town of Colburn, and the funds and revenues neces-

Report of Committee on Western Lutheran


Through the efforts of your Committee, the deficit on the ad- vance subscription was met and all bills for the first year have been paid. The paper can be improved and it's influence extended, if it receives the united support of it's constituents. We are fully con- vinced of the usefulness of such a paper, and urge upon the brethren the importance of furthering it's interests in every way possible.


The Board of Publication has been very lenient and liberal, and our constituency should be more appreciative and responsive, and we will be able to make the paper what we should like it to be. As it is, we have gone beyond what the support would warrant.

Report of the Auditing Committee


I. We, your Committee to whom was referred the report of the Treasurer, would respectfully report, that we have carefully compared the items of the report with the cash book, accounts and vouchers and find the report correct.

Report of Committee on Protocol and Minutes of Previous Convention


Your Committee would respectfully report:


I. That it has carefully examined the Protocol of the 33rd Annual Convention of the Chicago Synod, held in the Mulberry parish, and finds it neatly and correctly written.


2. On page 30 of the printed minutes, we find in the report of the "Special Committee on report of Board of Directors of the Dieck- manı Memorial Home for the Aged," that the Officers and Trustees of Synod were directed to execute a Quitclain Deed to the donor of the property, and we inquire; has this been done?


3. On page 24 of the printed minutes, we find a resolution directing first, that all our Congregations and Sunday Schools take up an annual announced envelope offering for the Chicago Seminary, in envelopes furnished free by the Seminary, and secondly, that the Roll of Ministers be called at each convention of Synod, and that inquiry be made as to what has been done by each parish. We recommend that this be done after the adoption of this report.


4. On page 48 of the printed minutes, we find that the term of Mr. Nels Johnson as one of the Trustees of Synod expires in 1904, which necessitates the election of a Trustee, and we recommend that this be done after the matter referred to in item 3 has been attended to.

Under Election of Trustees, the term of Mr. Nels Johnson of Chicago, having expired, he was re-elected for a period of three years, making the list of Trustees as follows:

A. G. Webber, Esq., Decatur, Ill., term expires 1906.


Mr. Nels Johnson, Chicago, term expires 1907.


At 3 o'clock Synod heard a paper read by the Rev. A. L. Boliek, of Newberry, Ind., on the Subject: "The Debt which the World owes to the Church."


The discussion was opened by the Rev. A. D. Crile of Chicago.


Adjourned with prayer at 4:30, led by Rev. W. J. Finck.

The minutes were read and adopted.


Report of Committee on Parochial Reports and Apportionments


I. We recommend that the Goshen and Lafayette parishes be excused from the deficit of 1903, on condition that they meet their apportionments for 1904, 1905, 1906.


2. We herewith submit the tabulated statistical report for the past year. (See appendix).


3. We have made the following apportionments for the year 1904-1905: (See table, page 43).


4. We recommend that a Special Committee composed of three ministers and two laymen be appointed, to prepare and submit a plan to Synod for apportioning congregations,, the same to report .

Report of Committee on Foreign Missions


Your Committee on Foreign Missions begs leave to report that the Committee arranged for a service on Friday evening, but whereas the storm then prevented the holding of this service, we request that Synod permit the holding of the service in the interest of this cause to-night.

Also, that in accordance with the instructions of Synod a year ago, your Committee has corresponded with the Board of Foreign Missions of the General Council in reference to the conditions upon which our Synod may support a native pastor in India. Under date of March 12, 1904, we received the reply from the Secretary of the Board, that the Board had four native pastors,: tlie annual salary of each being about $125.00. The Chairman of the Board asks the question if our Synod might not furnish an American pastor from it's own field, so that lie might represent our Synod in our Foreign Mission. In view of the urgent need of missionaries for the carrying on of our work among our brethren in India, we present this petition for the prayerful consideration of our pastors and the young men and women of our congregations.


Your Committee recommends:


I. That Synod request the General Council Foreign Mission Board to assign a native pastor to our Synod for support, and that we appropriate $125.00 for his support the ensuing synodical year.


2. That Synod appropriate $125.00 and the Foreign Mission offering received during this couvention of Synod, to the India Mission.


3. That Synod appropriate $50.00 to the Porto Rico Mission.


4. That whereas these appropriations are by no means the measure of our duty and responsibility to the great heathen world which God has placed at the very door of the Church of to-day, by means of modern inventions, facilities for travel and the opening up of the heathen world to our missionaries, that our people be urged by their pastors to give regularly, systematically and liberally to this cause, so that the Church may carry out the commission of her risen Lord, to "make disciples of all nations."


5. That congregations, societies, and individual menibers of means be urged to support native students, and that our Committee on Foreign Missions include in it's report, a list of such scholar- ships supported by parishes or individuals connected with Synod.

6. That pastors seek to keep our people informed concerning our Foreign work, and see that the "Foreign Missionary" is regularly distributed as far as possible, in the Sunday Schools and congre- gations.

Report of Committee on Benevolence


We your Committee respectfully submit the following:


We arranged and held a service in the interest of Benevolence in connection with meeting of Synod on last Wednesday evening.


We recommend, that the offering gathered at this meeting, be equally divided between the Hospital at Chicago and the Orphan's Home at Zelienople, Pa.

On motion of the Rev. Mr. Boulton it was


Resolved: That there be appointed for the ensuing year, a "Committee on Parochial Reports and Statistics."


On motion of the Rev. W. L. Hunton, Ph. D., it was Resolved: That a Committee of three be appointed, to be known as "Committee on the History of Synod, and Historical Monographs of the Parishes."


The following action was taken:


Resolved: That we as a Synod request the Rev. M. L. Wagner of Dayton, Ohio, to continue and complete his history of the Chicago Synod in co-operation with "The Committee on the History of Synod."


The Rev. A. L. Boliek was appointed to prepare a brief obituary of the late Rev. J. M. G. Sappenfield, for publi- cation in our minutes.


The Secretary was ordered to have 3,000 copies of the minutes printed.


Synod adopted the following, on motion of the Rev. A. D. Crile.

Resolved: That the Rev. Luther Hogshead, be appointed to investigate the Charter and Constitution of Synod, regarding the status of Trustees, and that he be instructed to report at our next convention.

Seventh Session

The Special Committee on the Publications of the General Council Publication Board, offered the following Report, which was adopted:


Whereas the object of all church organization is to spread the truth of God's Word, by means of which sinners are to be renewed, sanctified and developed into becoming workers together with God, therefore,


Resolved: I. That it should be the first and chief object of all the Publication Boards of the Church, to circulate the literature of the Church at the lowest possible price, without any thought of making profits for her beneficent operations.


Resolved: 2. That we as a Synod do most respectfully petition the General Council to instruct it's Publication Board to work hereafter on this basis.

After the close of the evening service, the Synod was called to order by the President. He presented the thanks of Synod to the pastor and people of the Phanuel Church for their hospitality.


The Secretary reported that the brethren ordained at the morning service had signed the Constitution, and that their names had been added to the Roll of Ministers.


Synod adjourned at 10 p. m. according to the prescribed Order in the Church Book.

The Rev. J. M. G. Sappenfield


The subject of this notice was descended from a family of Lutherans who migrated to America in early times, settling in North Carolina. His parents moved to Indiana in 1828, locating in Park County. Here the deceased was born, Aug. 22, 1838, and was bap- tized by the Rev. J. L. Morkert.


In childhood he formed the resolution to enter the Gospel Ministry. Many obstacles however were in his way. It was not until he reached his thirty-sixth year, that his long cherished hopes were realized, the Indiana Synod ordaining hin September 27, 1874.


He served four charges during his ministry; the Wallace, New- berry, Gila and Claremont parishes, all of the Chicago Synod. In addition to his regular work, he did much missionary and supply work. In this way lie cared for the Corydon field for twelve years. Many of the scattered Lutherans, remnants of old congregations that had died of neglect, were visited by him and ministered to.


The Rev. Mr. Sappenfield was a man of sterling worth and Christian character. He was without guile, open-hearted, frank and generous to a fault. While not having had the advantages of a thorough training for the Ministry, his good sense and judgment compensated for other deficiencies he may have had.


He fell asleep in Christ and in peace, Jan. 24, 1904, at the age of 65 years, 5 months and 2 days.

The Congregation's Obligation to Pay the Synodical Apportionment

The question of apportionments is one of the important ones with which every Synod has to deal. It is a question which does not stand by itself, but which affects to a degree at least, every depart- ment of the Synod's distinctive work. It is the result of other questions, yet their activities are largely controlled by it. Whenever apportionments are regularly paid, the work along the various lines runs smoothly, but when from any cause apportionments remain unpaid, distress at once results, and a distress in proportion to the amount of delinquency.
