Third Class-Printed matter, books. chromos, engravings, music. photographs, all productions on paper, except handwriting and typewriting, unsealed, 1 cent each two ounces or fraction. Limit of weight four pounds. except for single books.
Fourth Class-All matter not included in above. unsealed. l'eent for cach ounce or fraction. Limit of weight. four pounds."
A package, whether scaled or unsealed, containing writing, sub- jeets it to postage at 2 cents per ounce.
UNMAILABLE MATTER.
Animals, reptiles, alive or dead (not stuffed), inseets, except a queen bee when safely seenred, are excluded from the mails. Also liquors, poisons, explosives, or inflammable articles, no matter how carefully wrapped, are excluded.
REGISTERED LETTERS.
Letters and valuable packages may be registered to any post- offire mn the I'nited Wates, C'anada and our new possessions on the payment of a fee of 10 cents and regular postage.
FOREIGN RATES OF POSTAGE.

Letters and newspaper postage to Canada same as in the U'nited States. Merchandise by mail to Canada must not exceed eight. ounces in weight. and the postage is 10 cents, whether the package wrighs one ounce or eight ounces.
Samples of merchandise for dispatch in mails in foreign .coun- tries ure restricted to bona fide trade samples or specimens having no salable or commercial value in excess of that actually neessary for their use as samples or specimens. Goods sent for sale in execu- tion of an order, or as gifts, however small the quantity may be. are hot adusissable at sample rates and conditions.
SPECIAL DELIVERY SYSTEM.
Was introduced October 1. 1885, and is now extended to all post- (m . in the U'nited States and to all classes of small matter. Ac- mohngly every article of mailable matter to which a 10-cent special Todivery stamp is affixed. in addition to the postage required by law. will upon its arrival by mail, have immediate delivery by a special Messenger within the carrier's limits of any free delivery postoffice. or within one mile of any other postoffice, in the United States, to which it may be addressed. A letter bearing a special delivery Jump together with the regular postage, may be mailed at any postoffice A special delivery stamp costs 10 cents.
