An act was passed by the Indiana Legislature In February, 1821, creating the present county of Henry. The act was not signed by the Governor, Jonathan Jennings, until Deember 31, 1821, when he signed bills creating Rush, Marion, Decatur, and several other coun- ties out of the "New Purchase." The act creating Henry County was not to take effect till June 1, 1822. Dy the same act a Board of Commissioners was created to locate the seat of justice for the new county. The members of the Board were Lawrence Brannon and John Bell of Wayne County, John Sample of Fayette, Richard Biem of Jackson, and J. W. Scott of Union. These Commissioners met the first Monday in July, 1822, and selected a site near the geographic center of the county. About one hundred acres of land had been donated for the location of the county-seat on this site by Absalom Harvey, Allen Shepherd, A. Lewis, John Brumfield and Rue & Hol. man of Wayne County. speculators, for they laid ont the first addition to the new village, as they also did to several other of the new county-seats.
Ezekial Leavell was the first county agent and is said to have been instrumental in the naming of the county-seat New Castle for his home town in Henry County, Kentucky. He started the sale of lots in July, 1822. He later served as sheriff.
Daniel and Asa Heaton were trading with the Indians in the county as early as ISIS, near the present site of Raysville. The first permanent settlers came to the county in 1819; among them were Asahel Woodward, Charles Jamison, Allen Shepherd, the Harveys, the Shannons, and George Hobson.
The first entry of land was by David Butler, August 8, 1821, within the present limits of Dudley Township. Within the next three weeks about eighty-five other parties bought land within the range of Wayne, Henry, Liberty, Dudley, Franklin, Greensboro, and Spice- land Townships.

The first Sheriff of the county was Jesse H. Healey, why was ap- pointed January 1. 1822. In 1824 he walked to Corydon, the State
Capital, with the county's tax, $112.00.
The first County Commissioners were Allen Shepherd, Samuel Goble, and Elisha Shortridge. They met at the Joseph Hobson farm, south of New Castle, till in May, 1823, they began meeting at the house of Charles Jamison. the first tavern keeper in New Castle. His tavern stood just west of the present Elks Lodge. The following Year they met at the tavern of John Smith, across the street from Jamison.
The plat of the county-seat was recorded April s. 1823. On the same date West Liberty, three-quarters of a mile southwest of Knightstown, was platted. The running of the National Road through Knightstown in IS27 killed West Liberty.

The first court-house, which was of logs, was ready for use iu May, 1824. It was used till 1831.
The first grand jury met in September, 1822, at a log heap where the Presbyterian Church now stands.
Lot Bloomfield, James Noble, James Rariden and Abraham Elliott were admitted to practice law at the September term of court, 1822. Bloomfield was sworn in as the first Prosecuting Attorney. He lived at Centerville, Wayne County.
In 1823, Abraham Elliott, who had moved two miles south of town, opened the first law office in the town.
In the fall of 1823 a fourteen-foot jail was built of ten-iuch square logs. By 1830 it had become too small, and a second one of logs was built. In 1835 a brick one was built. All three of these stood on the present public square.

Minor Fox was overseer of the stray pen, or pound, that oc- cupied the southwest corner of the public square.
William Mekfimmey was the first County Surveyor, appointed by Governor Jeunings, May 9, 1822.
William McDowell, "Uncle Billy Mack," was first bailiff of the court and served as such for over fifty years. He was also county coroner for more than thirty years.
The first State Senator, representing the county, was James Gregory of Shelby County.
The first County Clerk was Rene Julian. Ile died of milk sickness in 1828, and was buried in the Hobson cemetery, where the Wes- leyan Methodist Church now is located. Ile was an uncle of the Hon. George W. Julian.
William Shannon served as first County Treasurer, from 1822 to 1824. Three brothers held the Treasurer's office at various times. They were John W., Robert M. and Henry Clay Grubbs. The last died in office.

James A. McMeans served as County Recorder longer than any other ineumbent, from 1841 to 1859.
The office of County Auditor was not created till 1840. It was held the first ten years by James Hiff.
The Friends and the Baptists both lay claim to the honor of having erected the first church in the county. These were in Dudley Township in 1823. The Friends still have a flourishing meeting there, known as Hopewell.
The first church organization in New Castle was the Methodist Episcopal, formed by Rev. James Havens, in a log house on the west side of North Main street, about a half block north of Vine street.

The first school in New Castle was taught by Richard Huff, near the southwest corner of what are now Church and Twelfth streets. The next year Abraham Elliott taught a school on the present Jordan lot at the corner of Eleventh street and Indiana avenue.
The first store in the village was a twelve by sixteen cabin, with earthen floor, kept by Isaac Bedsaul. It stood on the ground now oe- cupied by Mrs. E. H. Bundy's residence.
The site of the old Shroyer corner, at Broad and Main streets, was first occupied by a merchant, William Silver. He sold out in 1830.
Thomas Ginn built the first brick house in the village before 1828. It stood where the Lynn drug store now is located.
The site of the present Bundy Hotel has been occupied by a hotel since the early days of the town. One of the proprietors in the forties was Dave Murphey, brother of the well-known merchants, Miles and Eli Murphey. For about twenty years the hotel was known as the Taylor House, because of Its proprietor, John Taylor.
