* * * PROEMIAL ¢
N presenting this my latest work to you, I preface my Introduction with the promise that it shall be brief. My able historian will tell you all that is known of the past of our city, and should blanks occur, or the chain of the abstract be broken, his brilliant imagina- tion will most ably make good any deficiency.
But while he may elaborate facts or revel in fancies ; may trace the lineage of the pioneers who built the first rude cabin of logs on the banks of the Kaw to the sturdy Pilgrim Fathers who landed on "the bleak New England coast," or repeat the pretty romance of the Spanish wanderers whose weary feet traced over boundless prairies kissed by the sun, bathed by dew, billowed by rich ver- dure, and gloriously embossed by wild flowers, the first paths ever trodden by white men in the West ; while he may call upon the gods of mythology or " the unanswering Pyramids of Egypt" to substantiate his statements, it is my province to deal with Topeka as it is-as you have made it, and as you see it ; with her growth, her wealth, her people, her development as you know it, and the happy future we believe will be hers.
A Directory must be an absolutely perfect mirror, into which one may look, assured that nothing is distorted, nothing omitted, nothing exaggerated, nothing underestimated, and "naught set down in malice." I have endeavored most earnestly to make my Directories all that they should be- a guide to the city and to the door of every dweller therein : a gazetteer of valuable information that is in itself priceless to the student, the statistician, the business man, or the family ; an album containing not only your own photo, but those of statesmen, municipal officers, business men, professionals in every walk of life, as well as friends and neighbors, whose honest eyes will look back at you from these pic- tured pages when grass may grow above the original it represents.
I have endeavored to make them something you could send out with pride, to give the world a true record of what we are, through its advertisements no less than through its compiled columns of residents.
I am happy to be spared the necessity of recording another disastrous "boom," but l rejoice to be able to say of Topeka that never before was she so prosper- -2

ous, and never before was her prosperity based upon so broad and permanent a foundation as to-day. But very little is needed now to bring Topeka up to the standard of a city in the highest and best sense first-class, but the pressing need of that little is so keenly felt that it can safely be left to legislative and muni- cipal powers, backed by the influence, supported by the energy, and, if neces- sary, forced by the will of the sovereign citizen, to give us all that is desired ; and that, at present, is an auditorium, a park, and a few more miles of paving.
Topeka is peopled with American patriots. She has given a generous num- ber of those who defend our flag where they have planted it on sea-girt isles, and who -
wait in heavy harness, On fluttered folk and wild - Those sullen, silent people, Half devil and half child " ;
and she has emulated the cities of the East in extending her borders to include a sister city that should always have been part of her municipality. We believe in expansion -in expansion of national territory, of city limits, of all avenues of honest wealth, of factory and mine, of field and ranch ; expansion of intel- lect, of mental power, of educational facilities, and of all means that may bring comfort or happiness to our citizens.
And finally, we believe in Topeka, in her resources, her development, her progress,-in her wealth and independence. We believe in an unsullied career and a glorious future, when, as the capital of the richest, most advanced and prosperous State in the Union, she shall be the brightest star in the galaxy of Western cities. We believe this with no mental reservation, because she is what her people and the people of the State have made her and will yet make her. In their hands lies her future ; and as they have been proud of and true to her from the days when the new-born State, whose heart she is, was swad- dled in the Stars and Stripes and baptized in the blood of freemen ; when her lullaby was the boom of cannon and the war-cry above her was "The Union forever," so will you be true and faithful to her to the end.
With renewed promises of the publication of this Directory as the future needs of the city may require, I hereunto subscribe my autograph.

TOPEKA
BY JOSEPH G. WATERS.
E ARE for expansion and imperialism in city affairs. Our history as a city is one of conservatism and honesty. It has got to stop. For ten years we have been humiliated by three things : We have 165 outlying additions that refuse to be made a part of our city ; the pretensions that Kansas City, Kansas, has made to being the big city of Kansas ; and thirdly, and the most galling, because Lincoln, Nebraska, laid it over us in the census of 1890. On the threshold of a new century the order is, " Forward !" Potwin, by coming in, has done a belated act of good- citizenship. If all the other populations that hug our border were made a part of our city, we would have a population of forty thousand souls, as souls go. Kansas City, Kansas, is not a city : it is the overflow of a Missouri town, wholly without civic spirit, pride of ancestry, hope of a future, or a good hotel. Lin- coln employed a veritable genius to take the last census. He could find popula- tion on the circumference of a constantly used billiard ball. He made an unctuous and padded friar of the skeleton truth. He stood a figure 6 on its head and made it do duty for the figure 9. He lied worse that General Eagan could describe. And the result is, Topeka for the last ten years, has taken a back seat to Lincoln, when in everything that goes to make a city, Lincoln is to To- peka as a lone and measly chigger is to a herd of Asiatic elephants. We have one live thing in Topeka, and to which all the other sheaves make obeisance: the Commercial Club. The illuminated motto of Topeka for the next hun- dred years should be, "Take step with the push, or go out and hang yourself." All any town lacks to go ahead is public spirit, or some funerals. There never has been a time when Topeka did not stand head and shoulders above any other town of fifty thousand people on the face of the earth. And the reasons for the faith within us are tersely these :
We have the brightest people that ever voted in a city ward.
We have more literary clubs, of both men and women.
