Immediate delivery by special messen- ger to any part of the city, 10 cents in addition to postage.


Canada and Newfoundland-Two cents per ounce; prepayment compulsory. Newfoundland-Five cents per ounce; must be paid by stamp.

Domestic mail matter is divided into four classes.


FIRST CLASS.


Rate, 2 cents for each ounce or frac- tion thereof. United States postal cards 1 cent each; post cards, 1' cent each.


Includes: Letters, United States postal cards, post cards manufactured by private persons; all matter sealed or otherwise closed against inspection, and all matter wholly or partly in writ- ing, whether sealed or unsealed.


Note-Typewriting and carbon and letterpress copies thereof are written matter and subject to the first-class rate.


SECOND CLASS.


Unsealed-Rate, 1 cent for each 4 ounces or fraction thereof. Full pre- payment required. No limit of weight.


This is the rate which applies to newspapers and other periodical publi- cations bearing notice of entry as sec- ond class matter, etc., when they are inailed by the public.


Note-The rates of postage on and the conditions applicable to second class matter, when mailed by publishers or news agents, are not treated in this article.

PARCEL POST.


The Parcel Post was established by Congress and put into effect on January 1st, 1913, to take the place of fourth-class mail matter, including farin and fac- tory products not previously embraced in mailable matter. The limit of weight is 50 pounds for delivery within the first and second zones, and 20 pounds for all other zones. In size the limit is 72 inches in length and girth combined.


Anything may be mailed that will not injure the person of any mail employee or damage the mail equipment or other mail matter and anything that is not perishable within a period required for transportation.


- The rates for Parcel Post are as follows: 4 oz. or less, 1 cent per oz. Pack- ages weighing 8 oz. or less, 1c for each 2 ozs. Packages weighing more than S ozs. containing books, seeds, plants, etc., those of miscellaneous printed matter weighing more than 4 pounds, and all others of 4th class, are chargeable accord- ing to distance or zone, at the pound rates shown in the following table, a frac- tion of a pound being considered a full pound.

Zones-Parcel Post Guide and Maps .- For par- cel post purposes the United States is divided into units of area thirty minutes square. Such units form the basis of the eight postal zones. To ascer- tain in which zone a post office is located from the office of mailing, a parcel post guide, costing 55 cents, and map, costing 20 cents, are jointly used. The guide applies to all offices, but a separate map is required for each unit. A zone key is furnished with the guide for use in the units of area in which the 50 largest post offices are located, and makes the map for those units unnecessary. The guide and maps may be purchased by sending a money order to the Third . Assistant Postmaster General, Washington, D. C. Stamps are not accepted.
