To any of the Constables of the Town of Wayland, in said County:
GREETINGS ;
In the name of the Commonwealth you are required to notify and warn the inhabitants of said Town qualified to vote in town election to meet at their respective polling places on
MONDAY, MARCH 2, 1936
at six o'clock in the forenoon, there and then to bring in their ballots for a Moderator, Town Clerk, three Selectmen, a Treas- urer, a Collector of Taxes, a Surveyor of Highways, a Tree Warden, seven Constables, all for one year.
One member of Trustees of Public Library for two years.
One member of the School Committee, one Cemetery Com- missioner, one Commissioner of Trust Funds, two Trustees of Public Library, one member of the Board of Public Welfare, one Assessor, one member of the Board of Health, one Water Commissioner, one Park Commissioner, and two members of the Planning Board, all for three years.
Also to bring in your "yes" or "no" on the following question :
1. "Shall the operation of Section 105B of Chapter 131 of the General Laws, requiring for the taking of fur-bearing animals the use of traps that kill at once or take such animals alive unharmed, be suspended within this Town?"
All the foregoing to be voted on the official ballot. The polls will be open at 6.15 o'clock in the forenoon and will remain open continuously until four in the afternoon, when they shall be closed.
And you are required to notify and warn the inhabitants of said Town qualified to vote in town affairs to meet at the Town

Article 1. To hear reports of the Town officers, agents, and committees and act thereon.
Article 2. To choose all necessary Town officers, agents and committees not elected by the official ballot.
Article 3. To grant money for necessary Town purposes. See Finance Committee's Report.
Article 4. To see if the Town will authorize the Treasurer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1936, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than a year in accordance with Section 17, Chapter 44, General Laws.
The Finance Committee recommends the approval of this article.
Article 5. To see if the Town will appropriate and assess the sum of $3,115.91 to pay the following 1935 bills which were presented for payment after the Town books were closed, or do or act.

Article 6. To see if the Town will accept the following gift : $50 received from Mrs. Mabel L. McKewan to be added to the Mabel L. McKewan Fund already established, income from this additional money to be used for flowers on lot No. 63, Section C on Memorial Day.
The Finance Committee recommends the approval of this article.
Article 7. To see if the Town will accept the following gift : $100 received from Mrs. Sydney G. Hahn to establish the Sydney G. Hahn Fund," income from which to be used for perpetual care of lot No. 42, Section G, Lake View Cemetery.
The Finance Committee recommends the approval of this article.
Article 8. To see if the Town will accept the following gift : $100 received from Mrs. Arthur G. Bennett to establish the "Arthur G. Bennett Fund," income from which to be used for perpetual care of lot No. 220, North Cemetery.
The Finance Committee recommends the approval of this article.
Article 9. To see if the Town will accept the following bequest : $1,000 under the will of the late Alfred Wayland Cut- ting to establish a fund to be known as the "Alfred Wayland

Cutting Fund," the income from which to be used for the per- petual care of the burial lots known as the Charles A. Cutting, Charles S. Drury and Abel Gleason lots in the North Cemetery.
The Finance Committee recommends the approval of this article.
Article 10. To see if the Town will appropriate $125 for general improvement in any of the Cemeteries, same to be taken from money in the Town Treasury received from the sale of Burial Lots in 1935, in accordance with Chapter 114, Section 15, of the General Laws, or do or act.
The Finance Committee recommends the approval of this article.
Article 11. To see if the Town will appropriate for "Water Department Maintenance," the sum of $5,741.40 to be taken from "Water Receipts Reserved for Appropriations in 1935," or do or act.
The Finance Committee recommends the approval of this article.
Article 12. To see if the Town will appropriate for pay- ment of Water Main Extension Notes maturing in 1936 the sum of $4,500 to be taken from "Water Receipts Reserved for Appropriation in 1935," or do or act.
The Finance Committee recommends the approval of this article.
Article 13. To see if the Town will appropriate for pay- ment of interest due in 1936 on Water Main Extension Notes the sum of $1,535, same to be taken from "Water Receipts Re- served for Appropriation in 1935," or do or act.
The Finance Committee recommends the approval of this article.
Article 14. To see if the Town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money for municipal purposes, under authority of and in ac- cordance with the provisions of Chapter 49, of the Acts of 1933, as amended by Chapter 313 of the Acts of 1934 and as amended by Chapter 300 of the Acts of 1935, or take any action thereto.
The Finance Committee recommends the approval of this article.
Article 15. To see if the Town will vote to purchase a truck for the Highway Department, and to appropriate, grant,

borrow or otherwise provide the sum of $4,000 to pay for the same, or do or act.
The Finance Committee is advised that a big Mack truck can be hired for $4.25 per hour for snow removal or other work requiring a truck of this size and capacity. It is the opinion of the Committee that it would be more economical for the Town to hire a big truck for the few occasions when a heavy truck is really needed. A 112 ton truck involves a smaller in- vestment, lower cost of upkeep, smaller depreciation and meets most of the ordinary needs. The Finance Committee recommends the purchase of a new 11/2 ton truck and an appropriation of $1,000.
Article 16. To see if the Town will authorize the High- way Surveyor, with the approval of the Selectmen, to sell, trade or otherwise dispose of the Four Wheel Drive (two ton truck), or do or act.
The Finance Committee recommends the approval of this article.
Article 17. To see if the Town will vote to appropriate and assess a sum of money for the purchase of 1,000 feet of 21/2 inch hose for the Fire Department.
The Finance Committee recommends the approval of this article and an appropriation of $1,100.00.
Article 18. To see if the Town will appropriate and assess the sum of $600 for equipment in the gymnasium of the High School, or do or act.
The Finance Committee understands that $300 will completely equip the gymnasium for basketball. The Finance Committee recommends an appropriation of $300 this year for that purpose and recommends that the purchase of other equipment be deferred.
Article 19. To see if the Town will vote to appropriate and assess the sum of $400 to collect garbage in Precinct 2, or do or act.
The Finance Committee does not recommend the approval of this article.
Article 20. To see if the Town will vote to raise and ap- propriate a sum of money for the improvement of Concord Road; said money to be used in conjunction with any money

which may be allotted by the State or County, or both, for this purpose ; or take any action in relation thereto.
The Selectmen advise the Finance Committee that an appropriation of $6,000 by the Town is necessary to surface and complete the section of road started last year. The primary reason for doing this work this year is to give work to some men in distress but who have kept off the Welfare and so are not eligible for W. P. A.
The Finance Committee recommends the approval of this article and an appropriation of $6,000.
Article 21. To see if the Town will appropriate and assess a sum of money to be used in connection with W. P. A. pro- jects, or do or act.
The Finance Committee recommends an appro- priation of $20,000 for the year to be used in connec- tion with projects under W. P. A. or a similar Federal agency providing labor, including projects recom- mended in other articles of the Warrant and the fol- lowing :
Graveling Stone Bridge Road $1,520 Graveling Glezen Road 2,965
Grading and work around new High School 750
The balance is to be used at the discretion of the Selectmen and the entire amount is to be administered by the Selectmen.
Article 22. To see if the Town will vote to purchase a truck for the Water Department, and to appropriate and assess or otherwise provide a sum of money to pay for the same, or do or act.
The Finance Committee recommends the approval of this article and an appropriation of $880 for the purchase of a new truck.
Article 23. To see if the Town will authorize the Water Commissioners with the approval of the Selectmen, to sell, trade, or otherwise dispose of the Chevrolet truck, or do or act.
The Finance Committee recommends the approval of this article.
Article 24. To see if the Town will vote to lay a cast

iron main from the existing main to connect with the Town of Framingham water supply, and install the necessary valves and appurtenances in connection therewith, and appropriate and assess a sum of money therefor, or do or act.
This article involves the lawing of 200 feet of main with valves and appurtenances. The Water De- partment particularly desire this to be done as it would make it possible to take water from Framingham in case of trouble with own system.
The Finance Committee recommends the approval of this article, the work to be done as a W. P. A. project and $190 of the money provided in Article 21 to be used for the same.
Article 25. To see if the Town will vote to lay a six-inch water main on Ridgefield Road, replacing four-inch main now in use, and install the necessary valves, hydrants, and appur- tenances in connection therewith, and appropriate and assess a sum of money therefor, or do or act.
There is a four-inch main here now which is cap- able of serving all its houses. As a W. P. A. project it would cost the Town $650. There are many places where the money is more needed.
The Finance Committee does not recommend this article.
Article 26. To see if the Town will vote to replace the two-inch water main on Edgewood Road with six-inch cast iron pipe and install the necessary valves, hydrants, and appurten- ances in connection herewith, and appropriate and assess a sum of money therefor, or do or act.
This line is 3,200 feet long at present supplying 50 takers from a two-inch main approximately 20 years old. The work proposed in this Article will cost the Town $2,900 and will require $2,040 from the Federal Government for labor if the work is done as a Federal project.
The Finance Committee recommends the approval of this article as a Federal project, money for the Town's expense, $2,900, to be taken from the Article 21 ap- propriation provided for such work.
Article 27. To see if the Town will replace the two-inch water main on Dudley Road with six-inch cast iron pipe and

install the necessary valves, hydrants, and appurtenances in connection therewith, and appropriate a sum of money therefor, or do or act.
This line is 2,800 feet long at present supplying 35 takers from a two-inch main approximately 20 years old. This line has caused much trouble and ex- pense by freezing. The work proposed in this article will cost the Town $2,800 and will require about $1,800 from the Federal Government for labor if the work is done as a Federal project.
The Finance Committee recommends the approval of this article as a Federal project, money for the Town's expense, $2,800, to be taken from the Article 21 ap- propriation provided for such work.
Article 28. To see if the Town will vote to replace the four-inch water main on Castle Gate Road with six-inch iron pipe and install the necessary valves, hydrants, and appurten- ances in connection therewith and appropriate and assess a sum of money therefor, or do or act.
This is a four-inch main at present supplying 10 takers. The pipe is ample for the present needs and to replace it would necessitate the digging up of a road recently accepted and put in as permanent construc- tion. The work proposed in this article would cost the Town about $600 for the water line and an additional amount for the repairing of the road.
The Finance Committee does not recommend the ap- proval of this article.
Article 29. To see if the Town will vote to replace the two-inch water main on Lake Road with six-inch iron pipe and install the necessary valves, hydrants, and appurtenances in con- nection therewith, and to appropriate a sum of money therefor, or do or act.
This article and Articles 30, 31, 32, 34, 35 and 36 would require appropriations totalling $15,630. Such appropriations would add about $3.25 to the tax rate. That is too much in addition to what is being recom- mended. The Finance Committee has selected for its favorable recommendation the Articles which seem to have the greatest merit and still give the various sec- tions of the Town some of the numerous benefits sought.

Article 30. To see if the Town will vote to replace the two-inch water main on Lake View Road with six-inch iron pipe and install the necessary valves, hydrants and appurtenances in connection therewith, and to appropriate and assess a sum of money therefor, or do or act.
The Finance Committee does not recommend the approval of this article.
Article 31. To see if the Town will vote to replace the two-inch water main on Crest Road with six-inch iron pipe and install the necessary valves, hydrants, and appurtenances in con- nection therewith, and to appropriate and assess a sum of money therefor, or do or act.
The Finance Committee does not recommend the approval of this article.
Article 32. To see if the Town will vote to replace the two-inch water main on Sunset Road with six-inch cast iron pipe and install the necessary valves, hydrants and appurten- ances in connection therewith, and to appropriate and assess a sum of money therefor, or do or act.
The Finance Committee does not recommend the approval of this article.
Article 33. To see if the Town will appropriate and assess a sum of money for the purpose of installing water mains in Hemlock Road, Lake Shore Drive and Beech Street.
There are 14 houses involved, 10 at present with- out water and four taking from other roads. The line is 1,500 feet. The proposed work in this article will cost the Town $1,400 and will require $1,000 from the Federal Government for labor if the work is done as a Federal project.
The Finance Committee recommends the approval of this article as a Federal project, money for the Town's expense, $1,400, to be taken from the Article 21 ap- propriation provided for such work.
Article 34. To see if the Town will appropriate and assess a sum of money for the purpose of installing a water main in Hawthorne Road from Old Connecticut Path to Beech Street.

All except two houses on the road are now getting water from Sycamore Road.
The Finance Committee does not recommend the ap- proval of this article.
Article 35. To see if the Town will vote to extend a water main with necessary hydrants, gates and fittings, from Commonwealth Road along Oak Street 1,400 feet and along Valley View Road 550 feet, to the residence of G. Doherty, K. Muhlberg, F. Black, W. Pazolt, E. Therburn, and C. Harrison.
The Finance Committee does not recommend the approval of this article.
Article 36. To see if the Town will vote to extend a six- inch water main with fire hydrants, gates, and fittings along Rice Road from Commonwealth Road to the residence of B. Y. Yanson, a distance of 2,800 feet, at a cost of $8,236.80, or do or act.
The Finance Committee does not recommend the approval of this article.
Article 37. To see if the Town will vote to accept as Town ways Pine Ridge Road, Pine Ridge Road Extension, and a por- tion of Lake Path to the intersection of Hemlock Road, or any portion thereof, all situated within or adjacent to Woodland Park Development, as laid out and filed by the Board of Select- men, substantially in accordance with plans prepared under the direction of the Planning Board by E. Worthington, C. E., dated August 9, 1935, and on file with the Town Clerk ; work to be done under the Betterment Act, and authorize the Selectmen to acquire any necessary land by eminent domain, purchase or otherwise ; appropriate a sum of money for acquiring such land and for building said ways, or do or act.
There is property with an assessed valuation of $135,000 in this area and 119 houses. The Finance Committee is informed that all necessary releases have or can be secured so that there will be no land damages and that the work can be done under the Betterment Act. The proposed street would greatly improve this district in the opinion of the Planning Board. This work will cost the Town $4,250 if a 40-foot taking is made now and a 26-foot road graded at this time or $5,575 if a 40-foot road is completed at this time. As a Federal project labor would amount to $4,875 for

the 26-foot road or $6,500 for the 40-foot road. The Finance Committee considers this the best of the road projects. The Finance Committee is of the opinion that the maximum expenditure which the Town should make this year for all Federal projects is the $20,000 provided in Article 21 and that the Selectmen should be left with some discretionary power over part of this money.
If all necessary releases are obtained so that there can be no land damages and the work be done under the Betterment Act, the Finance Committee recom- mends the approval of the article only as a possible W. P. A. or similar Federal agency project to be undertaken at the discretion of the Selectmen and within the appropriation of Article 21.
Article 38. To see if the Town will vote to accept as a Town way Sycamore Road for a distance of approximately 750 feet beginning at Old Connecticut Path, or any portion thereof, all situated in Castle Gate North as laid out and filed by the Board of Selectmen, substantially in accordance with plans pre- pared under the direction of the Planning Board by E. Worth- ington, C. E., dated January 30 and amended December 16, 1935, and on file with the Town Clerk; work to be done under the Betterment Act and authorize the Selectmen to acquire any necessary land by eminent domain, purchase or otherwise and appropriate a sum of money for acquiring such land and for building said way, or do or act.
The Finance Committee is of the opinion that the Town can not afford to undertake this work at this time.
The Finance Committee does not recommend the ap- proval of this article.
Article 39. To see if the Town will vote to accept as a Town way Hemlock Road starting at the intersection of Lake Path and Lake Shore Drive and running to the intersection of Sycamore Road or any portion thereof, as laid out and filed by the Board of Selectmen, in accordance with plans prepared under the direction of the Planning Board by E. Worthington, C. E., dated August 6, 1935, and on file with the Town Clerk; work to be done under the Betterment Act and authorize the Selectmen to acquire any necessary land by eminent domain,
