RESOLUTION


WHEREAS, death has called a former member of this Council, Dr. Arthur P. Gehrung and this Council desires to place on record an expression of its sym- pathy;


THEREFORE, BE IT RESOLVED, that in the passing of former Council- man, Dr. Arthur F. Gehrung, the City of Attleboro has lost a devoted public servant who gave twenty four years of his life to public service as a member of the Municipal Council of the City of Attleboro and served therein with faithfulness, zealousness and distinction and whose understanding and genial nature endeared him to all;


THEREFORE, BE IT FURTHER RESOLVED that this Municipal Council of the City of Attleboro note his passing with sorrow and regret and that it spread this resolution on its records and that a copy be forwarded to his family as a tri- bute from this City as well as this branch of the Municipal Government.

REPORT OF THE CITY CLERK 1955

My dear Mayor:


It is with considerable pleasure that I submit the report of the City Clerk's Department for the business year closing today.


During the year there has been a total of $15, 163. 85 taken over the counter of this department, calling for a record number of transactions, mostly of small sums and involving a large amount of paper work. There was $5, 381. 60 taken in for city licenses, permits, fees, and miscellaneous accounts, $4, 110. 00 for dog licenses, and $5, 672. 25 for sport licenses. The greater part of the dog licensing season and through the fishing season your clerk was hospitalized and during that time the work was carried on by two very loyal and willing clerks, Miss Theresa Levis the assistant city clerk and Mrs. Gladys Hoyle a part time worker of the department. Miss Gladys Hinds, the city stenographer, aided greatly at that time and the workers of the city treasurer's office also helped out. The clerk was able to make the usual trip to South Attleboro for licensing of dogs.


A break down of the income from licenses, permits, etc., shows the following: motor sales licenses $93; hackney stand and hackney drivers $375; Sunday licenses $235; common victuallers' and lodging house licenses $180; pool and bowling $224, auctioneers $6; second hand and junk $425; amusements (carnivals, circus, dances, etc. , ) $135; theaters $93; signs $121; gas tank reg- istration and ammunition and gun sales licenses $165. 50; marriages $420; certi- fied records and documents $505; recording chattel mortgages, etc., $2, 188. 56.


A total of $2034 was received for male dog licenses, $695 for females and $1026 for spayed female dog licenses, also $255 for kennel licenses. Of the total $4110, the county received $3771. 20 and the city $338. 80.


The city also received $408. 25 in fees for hunting, fishing, and sporting licenses and the State Fish and Game department received $5264. A breakdown of the sporting licenses sales show that there were 680 male fishing licenses sold, 392 hunting; 212 combination hunting and fishing; 146 minor fishing; 82 female fishing; 27 non-resident fishing; 17 non-resident hunting and 41 miscellaneous licenses. There were about 160 free licenses issued to persons 70 years of age or older.


The clerk's office was open each Wednesday evening of 1955 until 8 P. M. , as it has been in the previous three or four years for the accomodation of the cit- izens employed day times. While there is not a large amount of business done in these evenings the appreciation of those who do find business there, is ample re- ward for the effort.


During the year a number of books containing vital statistics and records were bound and are now in good shape for many years use.

Report of the City Clerk continued-


There were 1246 births reported in this city up to closing time today. Also 421 deaths and 256 marriages. In comparison there were 1282 births re- corded as of December 31 in 1954, 384 deaths and 275 marriages. The figures for 1953 were 1308 births, 393 deaths, and 266 marriages.

REPORT OF THE PLANNING BOARD 1955


To His Honor the Mayor and the Honorable Municipal Council


Gentlemen:


The Planning Board held twenty-one regular meetings during the year with an average attendance of 5. 6 out of a possible 7.


The following recommendations were made to the Municipal Council in re- sponse to its request:


1. That new business and industrial construction should be required to provide off-street parking facilities for employees and customers. The Board is working on the needed Amendments to the Zoning Ordinance.


2. That the cost of installation of water pipes in the ways of new plats of land under the Subdivision Control Law should follow the procedure in the valid City Ordinance. The Legislature has passed the necessary law permitting the City to assess "betterments" on abutting owners of lots fronting on such private or public ways. The City can recover as much of the cost of installing new water lines on both public and private ways as it deems reasonable, by stating in the Ordinance on Water what percentage of the cost shall be paid by owners of land abutting on such streets.


3. That the following streets be accepted as Town ways:


1. Jessie Avenue for 450 feet easterly of Robinson Avenue to Gardner Avenue.


2. Bank Street Extension from Hazelwood Avenue southerly for 436 feet.


3. Hillcrest Avenue from Washington Street westerly for 400 feet to Summit Street.


4. Belleview Avenue from Robert Street easterly for 280 feet.


5. Orange Street from Martin Street easterly for 200 feet.


6. Parker Street extended to join the parking area at Peter Thacher Junior High School.


7. Bank Street widened to 50 feet from Peck Street northerly for 300 feet.


8. Adams Street from North Avenue easterly to be renamed Brander Street.


9. Fisher Street from Mary Street to Thacher Street only be renamed Tondreau Avenue.


10. Colvin Street-no recommendation can be made until a plan and pro- file of the street is received.


11. Martin Street-no recommendation can be made until a plan and pro- file of the street is received.


Proposals for future development.


1. That a traffic and parking survey be made of our City.


2. That land along the New York-New Haven Railroad now zoned as residential be studied for its possibilities for new "industrial parks".

3. That Attleboro join with adjacent towns and cities in forming and supporting a Regional Planning Board in accordance with Chapter 40B of the General Laws.


4. That a plan for future capital expenditures be set up and adopted.


5. That Section 5 of the City Ordinance requiring that betterments be assessed on abutting owners of land for improvements made when the city accepts as town ways, ways not under the Subdivision Control Law, be honored.


6. That new parking lots be developed on the city-owned land along Riverbank Road.


7. That the necessary public utilities be extended to serve the Industrial Area near Hebronville on the New York-New Haven Railroad.


8. The extension of Brook Street to South Main Street along the Thacher Brook.


9. The extension of Mayhew Road from North Main Street to North Avenue.


10. The opening of Riverbank Road from County Street to Mechanics and Hodges Street.


11. The development of the Union Street Fire Station to adequately house the central fire apparatus and the alarm system, with peripheral fire stations as needed.


12. A traffic rotary at North Main Street and Commowealth Avenue.


13. A new road westerly of the Bungay River from Holden Street to so-called Farmers Road to North Main and West Street.


14. Remove the present bus stop on North Main Street at the Watson Block and relocate it at Miladys on Park Street.


Recommendations on Amendments to Zoning Ordinance after Public hearings.


1. Section 2, Single Residence Districts B, 7 (i) permitting a public golf course in a 16, 000 square foot area district. Adoption re- commended June 6, 1955.


2. To change from General Residence to Industrial Use Lots #155, #156, on westerly side of Bank Street as shown on Assessors' New Plat#48. Adoption recommended February 21, 1955.

3. To rezone all land on both sides of Washington Street from Rhode Island line to Brown and Orr Streets for a depth of 200 feet to Business Use. Adoption not recommended,August 1, 1955.


Twenty-six plans of land were certified as not requiring approval of the Board under the Subdivision Control Law.

REPORT OF THE SEALER OF WEIGHTS AND MEASURES FOR 1955


To His Honor the Mayor and Municipal Council:


The work of the department required by state and local laws was carried out and all stores, gas stations, fuel oil dealers, pedlars, scales and equipment were inspected and the required seals attached to correct findings.


Several local licenses were issued and applications for County State and special licenses were made out for the applicant and mailed to Bureau of Stan- dards in Boston for verification and completion.

REPORT OF THE STURDY MEMORIAL HOSPITAL 1955


To the Board of Trustees and Managers of the Sturdy Hospital:


Rather than have this forty-second (42) Annual Report redundant with statis- tics, I shall let the attached information covering service for the fiscal year end- ing September 30, 1955, speak for itself. It will be suffice for me to mention in the body of this report the following highlights:

The new kitchen facilities are completed and have been in operation since last April. Improvements have been reflected in more efficient service to both personnel and patients. The new Coffee Shop has been particularly well received by our personnel, medical staff, and visitors.


While the cost of this renovation program amounted to approximately - $250, 000. , it enabled us to reduce our expenses by about $25, 000 per year. This constitutes a ten (10%) per cent yield per annum on our $250, 000 investment for tt 'good patient care. " Brokerage friends tell me this would be an exceedingly high return.

The medical staff is constantly expanding and broadening its scope of ser- vice so that they can meet the ever-increasing health demands of the community.


Inadequate parking facilities have been a source of annoyance to personnel, medical staff, visitors, and our good neighbors for some time. It is with consid- erable pleasure that I announce additional parking area soon will be forthcoming. The Department of Public Works, under the able direction of Superintendent Russell Tennant, is at present surfacing an area on the hospital grounds which should meet our parking requirements for some time to come.

Report of the Sturdy Hospital continued-


I know you rejoice with me in the announcement that the hospital has re- ceived approval from Hill-Burton authorities. The grant of $250, 000 will assist us immeasurably in covering building costs.


Bids for the new wing should be received this month. The next step will be ground-breaking ceremonies as soon as weather permits. When erected, the enlarged facilities will furnish our community with a hospital as modern as science and engineering can make it.


Truthfully, though, modern facilties are of themselves valueless, without qualified personnel. I am happy to report to you that our technicians, nurses, and medical staff are extremely conscious of the necessity to keep up to date. They are constantly attending Institutes and Association meetings in an endeavor to render improved service to the patient. It is particularly gratifying, there fore, that the following scholarships have been established during the year:


1. Medical Society Auxiliary of Bristol County North - A scholarship fund for student nurses residing within the area.


2. Medical Staff - Scholarship for post-graduate education.


Speaking of education, it is with pleasure that I announce our affiliation with Yale University for an Administrative Residency which was established during the year. Under this program, Mr. John Mullett came to us last July. He will be with us as an Administrative Resident until June 30, 1956. While here primarily to learn, John Mullett has contributed much through his "work projects. "


One of the pleasant experiences of my association in the hospital, is meet- ing wonderful people who give unstintingly of their time and talent to community projects.


The Hospital Aid Association, under the able leadership of Mrs. Pierre B. Lonsbury, again completed a most successful "Donation Day" this year. Canned goods and produce amounted to $2, 800.


The Hospital Aid Association also sponsors "Sturdy Hospital Memorials. " Mrs. Chester A. Howard, Sr., Chairman, has worked hard on this project as attested by her report .'


Similarly, Mrs. Harriet K. Sweet worked assiduously on behalf of the Hospital Aid Association on a "Baby Picture Service" in the Obstetrical Depart- ment. She and her faithful co-workers are to be commended for furnishing this' service to the little ones and their parents.

Report of the Sturdy Hospital continued.


The Nurses Alumnae Association performed an outstanding service to the community by donating $1, 500. 00 toward a "piped oxygen system" in the nurseries and pediatric departments. When you consider that the $1, 500. 00 is given in ad- dition to the $6, 000. 00 donated to the Building Fund Drive, you realize the full significance of their loyal and faithful efforts on behalf of their hospital. . Miss Jennie Repucci, President of the Nurses Alumnae, has a right to be proud of her group.


A new organization came into being during the year; and are they an active group! Under the direction of their first President, Edward Allen, the Corner- stone Club has had several meetings. Plans are being formulated by this new organization which augurs well for the future.


I cannot mention wonderful people without including our Board of Managers. The last few years have been most difficult for them. Many "ticklish" decisions had to be made; these decisions will have beneficial effects on the community for years to come. Undaunted, they faced all obstacles and calmly made decisions that resulted in a successful fund drive. When we break ground for a new wing shortly, the Good Lord will look down on them and say, I am sure, "Well done, thou good and faithful servants. " May He continue to bless them in sufficient abundance to meet all future undertakings.


I do not know how our genial Chairman, C. Wallace Cederberg, can keep his fast pace. He is in everything, and everything he is in, he does well. No matter what time of the day or night I contact him concerning hospital matters, he always lends an attentive ear. I wish to thank him publicly for his sage advice and assistance during the year.
