We recommend that Engine #2 at the South Attleboro Station, an Ahrens-Fox Pump- ing Engine , Year 1932, 500 gallon per minute be overhauled; new rings, pistons and necessary repairs as it is throwing oil and should be overhauled as soon as possible.

FIRE PREVENTION
The Officers and Men of the Fire Department have made many inspections in the past year. Schools, Rest Homes, and Kindergartens are inspected month- ly. Stores, Business establishments and factories have received some in- spections. Many complaints have been investigated and where hazards were found, the proper authorities were notified to rectify same. The establishment of a Fire Prevention Bureau to have charge of all inspections, with men assigned for daily inspections would do much to reduce the fire hazards.
AMBULANCES
The Sturdy Hospital Ambulance that is operated by the Department, with men assigned from the Fire Department has answered many calls during the past year. We have received many fine compliments about the efficiency of the men on the ambulance.
The Department is reduced two men at all times due to this assignment. To operate the ambulance on a seven day basis, it takes seven men out of the Department.
Often during the past year the two ambulances have been in use at the same time. Several times this past year the two ambulances have been out when calls were received and the Chief's car has been used as an emergency ambulance.

AUTO ACCOUNT
This account has been very small for the number of motor equipment pieces in this department that must be maintained. This account includes all repairs and replacements, also the gasoline account. More money should be appropriated to this account.
STATIONS ACCOUNT
The Station Account is too small to make any major repairs. This account included all supplies and equipment purchased both at the stations and equipment on trucks. It has been used for the maintenance of radio equipment as we do not have a radio account.
HOSE ACCOUNT
It will be necessary to appropriate more money in this account to purchase the same amount of hose as usual, due to increased prices.
APPAREL ACCOUNT
We recommend that this account be increased so as to allow each man $50. 00 for uniforms of which some things have to be replace each year. The price of uniforms and pants are very high. We do not consider that $30. 00 is enough to keep the uniforms neat at all times.

NEW EQUIPMENT
1. We recommend that a new 1000 Gallon Pumping Engine be purchased. The Department needs an additional Pumping Engine to properly protect the City. The large industrial plants in our City, some of which contain many hazards, require need for more pumping equipment to control a bad fire. $20,000. 00
We also have some very dangerous fire hazards in some districts that con- tain many large wooden buildings. Fire in these districts could spread rapidly unless we have sufficient Fire Fighting Apparatus. Any city the size of this city should have at least one spare engine to use in cases of large fires and when a truck is out of service for any reason, such as repairs, or when more than one fire occurs at the same time, Several times during the past year every truck in this department has been out at the same time, and if another fire had occurred could be very serious.
2. We recommend that a new Deputy Chief's car be purchased this year. The one in service is a 1951 Chevrolet 4 door sedan. We recommend that it be replaced with a Beach wagon or Ranch type vehicle similar to the one used by the Chief. It has proved the past two years that this type of machine is much more efficient. It can be used to transport men and also can be used as an ambulance in any emergency. The Chief's Car has been used a num- ber of times as an ambulance the past year. The Deputy Chief's car needs replacing at once. We recommend that the Chief's Car and Deputy Chief's Car be replaced every two years. $2,000. 00

3 We recommend that a new Supply truck be purchased this year. the truck now in use is a 1942 -- 1/2 ton truck. We recommend that this be replaced with a 3/4 ton truck. $2, 000. 00
4. We recommend that immediate action be taken to house the apparatus in the center of the city.
5. We recommend that consideration be given for an additional Fire Station in the South Attleboro Section nearer the state line, where the city is growing very fast both in homes and industry. The value of property in this location has increased greatly.
6. We recommend that some means be found to supply water for fire protection at the H. &W. Factory now owned by Cumberland Engineering Company. Water supply is very inadequate.
7. We recommend that $400. 00 be appropriated for the purchase of rubber coats Money for the replacement of coats should be voted each year.
8 We recommend that $2500. 00 be appropriated for the purchase of hose this year. This is an increase over previous years of $500. 00 due to increased prices of hose; so that the same amount of hose may be purchased.
9. We recommend that a new boat and outboard motor be purchased for rescue work.
ALL OTHER ACCOUNT
The All Other Account we recommend to be $500. 00. In case of injuries or doctors bills, it will be necessary to request payments as in the past, by special appropriation.

REPORT OF THE SUPERINTENDENT OF FIRE ALARM
1955
To the Board of Fire Engineers Fire Department City of Attleboro, Massachusetts
Dear Sirs:
I herewith submit my report of the activities of the Electrical Branch of the Fire Department for the year ending December 31st, 1955.
During the year, six more of the old obsolete type boxes have been replaced and many new boxes in new locations have been added to the system. All boxes, poles, pedestals and other outside equipment have been cleaned and painted. A lot of additional line has been constructed and connected to the system. Many new crosss arms and line material have been installed to take the place of old equip- ment. The outside plant is now in very good working condition and free from trou- ble.
244 inspections and service calls were made during the year involving fire alarm protection in the various plants, schools, rest homes, hospitals and stores. Most of these calls were made in conjunction with engineers from the various in- surance companies and Underwriters. The following is a partial record of the nature of the work performed by this department:

The preceeding is a brief outline of some of the functions performed by this branch of the department in the course of a year. Our outside lines are in very good condition at this time due to the fact that many miles of old wire has been replaced and many new cross arms have been placed in service.
During the year considerable damage was done to our outside lines due to high tension wires falling on our wires In the way of safety for all concerned local ordinance should be instituted to make it compulsory for the Utilities to place a portion of their lines underground each year. This has been accomplished in many nearby cities and towns. An ordinance of this type would go a long way in providing uninterrupted light and power and telephone service to the public. This has been proven many times in recent years during the hurricane season and other violent storms. Two of our circuits are entirely underground and have survived all storms and hurricanes in the past years.

This department has again been called upon to set up the Christmas Deco- rations and at the completion of the holiday, take them down and place them in storage. I again suggest that this work be placed out on bids and have the work done by professional service as was always done previous to the World War II days.
RECOMMENDATIONS FOR 1956
Gentlemen, under the above heading, as I have done for many years, I once more request and urge that thought and consideration be given my previous recommendations as listed on page 49 of the 1949 Annual Reports of the City of Attleboro. This situation has now become very serious. The outside lines are all in good condition but our Fire Alarm headquarters, switchboards, and allother associated apparatus are overloaded and do not by far comply with any of the nation- al safety rules or proper every day fire alarm engineering. The present situation is such that due to inadequate facilities, an alarm could be lost and some ones life or valuable property may be destroyed.
I wish to extend my sincere thanks to His Honor, the Mayor, the Municipal Council,and all City Departments who contributed in any manner to the operation of this department for the past year of 1955. Many thanks to Chief H. R. Packard, the officers and the members of the Attleboro Fire Department.

*As of July 1st, 1955, the Attleboro Electric Company brought to a termination their old system of notifying this department as each time that a meter was placed in or taken out of service. Meters are now left in service when a customer moves and readings taken at the time of a new tenant moving into the new location. The Company now makes requests for new construction or service changes only.
The above figures show approximately the detail of work involved in the operation of this department. Many cases of wiring without permits and state licenses were investigated along with the Field Investigator of the State Examiners of ! Electricians.
Along the lines of future improvements, I would suggest that some type of local ordinance be enacted in regard to placing a certain portion of all overhead wires in underground construction. This is being done in many other cities and goes a long way toward the safety of the public and insuring a continuity of utility service. A little of this work may be done each year.
I wish to extend my sincere thanks to His Honor, the Mayor, the Municipal Council and all who in any way contributed toward the successful operation of this department for the year 1955.

RECOMMENDATIONS
1. I feel that the building laws as printed should be amended and brought up to date with present day construction. Many changes can be made.
2. I recommend that the salary of the part time clerk be $1600. 00.
3. I recommend that the salary of the Building Inspector be increased according to the amount of work required.
4. I recommend that the expense account of the Building Inspector be $150. 00 as more files must be purchased.
5. I recommend that something be done to separate the Building Inspector from the Fire Chief's position. I find that there is too much work in the Building Inspector Department to carry on the Fire Chief's position as it should be in conjunction with the Building Inspector's work. During the past year the state has added elevator inspection and over- seeing of elevator tests.
