REPORT OF THE CITY CLERK 1961

Dear Sir:
It is with pleasure that I submit the annual report of the City Clerk's Depart- ment for the year 1961 .. All figures are to the close of the last working day of the year, December 29, 1961. The vital statistics figures are subject to some slight revision when returns of births, deaths and marriages of Attleboro people are received from other cities or towns where they occurred. A comparison of figures over the past five years follows:

These figures show that there has been an increase that entails a great deal more detailed work in recording these statistics and making reports to the state secretary's office as well as to other cities and towns especially in the matter of births where the parents come from surrounding places and have to be reported to clerks of that locale. This should be considered when budget provisions are considered.
The Primary election law in effect for the first time in 1961 increased the work of this department. Added to the regular election in odd years and the handling of absent ballots in the state elections on even years makes the election duties a job in itself and I have recommended that the council accept the provisions of Chapter 51, Sec. 16A that allows establishment of an election commission that would handle all details of registration of voters, and all election supervision. This form has been adopted in several cities among them New Bedford and Revere and has not only proved satisfactory in results but at little if any more cost . than the present form of handling election work if the City Clerk was amply paid for it and given the necessary help to complete it. I have conferred with both the Mayor and City Solicitor before presenting it to the council by communication of December 11, 1961.
The past year has been a big one in over the counter business in which the City Clerk has been ably assisted by the two present clerks, Assistant City Clerk Jeanette Flanagan and Katherine Colomb. The latter succeeded Gladys Hoyle who was forced to retire because of illness early in the year. To them and to the City Treasurer and staff as well as City Stenographer Gladys Hinds who helped out in the rough spots the Clerk is very grateful. City Messenger Thomas Winder was of great help in the two elections held the past year.

Gross value of the dog licenses sold in 1961 was $3, 572. 00 covering 1,540 licenses including 885 male dog licenses, 546 spayed females, 93 females, 12 of the $10 kennels; three $25 kennels and one $50 kennel. The county received $3, 187. 00 of dog license sales and $385 was retained by the clerk.
During 1961 there were1575 sporting licenses issued in this office of which 155 were free to persons 70 years of age or over. Fishing licenses proved the most popular with 614. Hunting licenses were next with 466. Sporting (com- bination) sales were 153. Other totals were minor fishing 130, females fishing 71, and 75 various others including trapping and out of state hunting and fish- ing.

Report of the City Clerk continued
In addition there was $536 worth of 1962 licenses sold in December, 1961.
The above figures indicate that a total of $17, 199. 90 was taken in over the counter during 1961, an all time record high figure.
During the year the clerk's department in common with all city departments was subjected to the biennial state audit and all finances were found in order and it is with pardonable pride perhaps that the Clerk is happy to submit this report.

REPORT OF THE POLICE DEPARTMENT 1961
Honorable Cyril K. Brennan, Mayor Members of the Municipal Council
Gentlemen:
Conforming to the requirements of the City Ordinance I hereby submit the annual report of the Attleboro Police Department for the year 1961.
The Police Department consists of a Chief of Police, one Lieutenant, five Sergeants, one Parking Meter Supervisor, twenty-nine Patrolmen, three Re- serve Patrolmen, one Junior Building Custodian and a Matron on call for female prisoners.
The following equipment is owned, maintained or under the custody of the Police Department:
1. Four 1961 Ford Station Wagon type automobiles used as police cruisers and emergency ambulances, numbered 2, 3, 4, and 5.
2. One 1958 four door Ford used by the Chief and for emergencies.
3. One General Electric transmitter-receiver-KCA-887, which is located at Police Headquarters and five mobile units which are in the cruisers.
4. One State Police receiver used for Civilian Defense purposes.
5. One teletypewriter leased by the New England Telephone and Telegraph Company.
6. One parking meter parts lubricating and cleaning unit.
7. Five typewriters and one Regna Adding machine.
8. . 38 calibre Colt Revolvers, all of official police type, tear gas clubs, one tear-gas gun, six . 22 calibre target practice revolvers, ammunition for all above for use by our officers.
9. Four . 22 calibre Smith-Wesson automatic pistols used by the Pistol team. This was a donation by Mr. William O. Sweet.
In 1961 there were 637 defendants arraigned in the Fourth District Court to answer 945 complaints, an increase over last year. Of this total, however, were some very serious crimes among which were rape, robbery, murder, incest, re- ceiving stolen property, adultery and others.
The number of motor vehicle accidents declined somewhat over a year ago. Weather conditions, additional motor vehicles on the road and an increase in the number of operators along with normal negligence contributed for the most part to the number of accidents with which we had to contend and some were quite serious. Our statistical department recorded 362 major type accidents in which 382 people were injured, many seriously. Moreover we were confronted with five fatal accidents; of this number there were 3 pedestrians involved.

Report of the Police Department continued-
We were required to make investigations of 1712 miscellaneous complaints during the year comprised of every phase of trouble imaginable. These investi- gations were in addition to investigations involving arrests and motor vehicle accidents. Several important juvenile crimes and problems were solved during the course of the year as this type of crime rose considerably. Also several important and difficult cases were solved by intensive research and investigation on the part of officers engaged in these special details.
During the past two years most of our officers had been employed in traffic duty on the Route 95 construction. This project is now nearly completed and only 2 or 3 months of work remains.
Six officers from this department attended classes at Northeastern University in Boston on a regular basis. These classes consisted of criminal investigation and the administration of justice. Several officers also attended short courses and seminars relating to various phases of police procedures, such as finger- printing, photography and scientific aids in the detection of criminals.
I wish to extend my sincere thanks to Mayor Brennan and members of the Municipal Council for their devoted interest and cooperation in affairs of the department; also my thanks to the State Police, FB I, Registry of Motor Vehicles, members of the Judiciary and Fourth District Court, the Special Police Associa- tion and members of nearby policy departments who have always been willing to cooperate and assist in our many duties.
